इप्पानको विरोध: सरकारको टेक एन्ड पे पीपीएको व्यवस्थाविरुद्ध कालो ब्यानर प्रदर्शनIPPAN Protests: Opposition to the Government's "Take and Pay PPA" Arrangement with Black Banner Display
स्वतन्त्र ऊर्जा उत्पादकहरूको संस्था (इप्पान) ले सरकारले बजेटमा व्यवस्था गरेको टेक एन्ड पे पीपीएको निर्णयको विरोध गर्दै काठमाडौँमा कालो ब्यानर राखेर विरोध प्रदर्शन गरेको छ।
इप्पानका प्रतिनिधिहरूले बिहीबार पत्रकार सम्मेलन गर्दै उक्त निर्णयलाई ऊर्जा क्षेत्रको लागि हानिकारक र अस्वीकार्य बताएको छ। सरकारले २०८२ सालको बजेटमा रन अफ दि रिभर (आरओआर) आयोजनामा मात्र टेक एन्ड पे पीपीए व्यवस्था गर्ने निर्णय गरेको थियो। यस निर्णयले ऊर्जा उत्पादन र खपतको सन्तुलनमा गम्भीर असर पार्ने इप्पानको दाबी छ।
इप्पानका अध्यक्ष गणेश कार्कीले भने, "यस निर्णयले जलविद्युत् आयोजनामा लगानी गर्ने बैंक तथा वित्तीय संस्थाहरूलाई झुक्याउँछ र यसले लगभग १७,११७ मेगावाट बराबरका आयोजना उच्च जोखिममा पुर्याउने छ।" उनले यस निर्णयको कारण हालै गरिएका ६६ अर्ब २२ करोड रुपैयाँको लगानी डुब्न सक्ने खतरा भएको पनि बताएका छन्।
यसको विरोध गर्दै इप्पानले चेतावनी दिएको छ कि यदि सरकारले आरओआर परियोजनामा टेक एन्ड पे पीपीएको व्यवस्था खारेज नगरेको खण्डमा सडकमा प्रदर्शन गर्नेछ। इप्पानका अनुसार, यस निर्णयको कारण जलविद्युत् आयोजना बन्द हुने र ऊर्जा क्षेत्रको भविष्य अनिश्चित बन्ने छ।
संगठनले यस विरोधको माध्यमबाट सरकारसँग सकारात्मक संवाद र समाधान खोज्ने प्रयास जारी राख्ने प्रतिबद्धता जनाएको छ।
The Independent Power Producers' Association (IPPAN) has protested the government's decision to implement a "Take and Pay" Power Purchase Agreement (PPA) for Run-of-the-River (ROR) hydropower projects by displaying black banners in Kathmandu.
During a press conference held on Thursday, IPPAN representatives expressed their strong disapproval of the government's decision, arguing that it would have a detrimental impact on the energy sector. The government’s budget for the fiscal year 2082 has proposed that only ROR hydropower projects can enter into PPAs under the "Take and Pay" arrangement.
IPPAN President Ganesh Karki emphasized, "This arrangement will discourage banks and financial institutions from investing in hydropower projects, putting nearly 17,117 megawatts of proposed projects at significant risk." He further pointed out that the decision could lead to the loss of an investment worth NPR 66.22 billion.
In protest, IPPAN has warned that if the government does not revoke the "Take and Pay" PPA provision for ROR projects, they will resort to street protests. According to IPPAN, the decision could lead to the suspension of ongoing projects and create uncertainty in the energy sector’s future.
The association has committed to continuing its efforts to engage in positive dialogue with the government to find a solution to the issue.
