कुलमान घिसिङआक्रमक, उद्योगहरूको लाइन काटियो, मन्त्री र प्रधानमन्त्रीको निर्देशनलाई उपेक्षाKulman Ghising Defiant, Cuts Power Lines of Industries, Ignoring Orders from Minister and Prime Minister
नेपाल विद्युत् प्राधिकरणका कार्यकारी निर्देशक कुलमान घिसिङले विद्युत महशुल विवादमा आफ्नै विभागीय मन्त्री दीपक खड्का र प्रधानमन्त्री केपी ओलीको निर्देशनलाई उपेक्षा गर्दै दर्जनौं उद्योगहरूको लाइन काटेका छन्।
महशुल विवाद: लामो समयदेखि चलिरहेको डेडिकेटेड र ट्रंकलाइनको महशुल विवादमा उद्योगीहरूले टीओडी मिटरको आधारमा मात्र महशुल तिर्ने अडान लिएका थिए। उद्योगीहरूले चर्को प्रिमियम महशुल अशुल गर्न खोजिएको आरोप लगाएका छन्।
मन्त्री र प्रधानमन्त्रीको निर्देशन: ऊर्जा मन्त्री दीपक खड्का र प्रधानमन्त्री केपी ओलीले लाइन नकाट्न निर्देशन दिए पनि घिसिङले त्यो निर्देशनलाई बेवास्ता गर्दै साँझ उद्योगहरूको लाइन काटेका हुन्।
घिसिङको अल्टिमेटम: असोज २४ मा ४९ वटा उद्योगलाई १५ दिनको अल्टिमेटम दिइएको थियो, जसको समयसीमा बिहीबार सकिएको थियो।
सञ्चालक समितिको विवाद: बिहीबारको प्राधिकरणको सञ्चालक समितिको बैठक पनि यस विवादमा निष्कर्षमा पुग्न नसकेपछि, घिसिङले बिना सहमति उद्योगहरूको लाइन काटेका हुन्।
माओवादी केन्द्रको समर्थन: घिसिङलाई संसदको प्रमुख प्रतिपक्षी दल माओवादी केन्द्रको समर्थन प्राप्त रहेको देखिएको छ। माओवादी शासन कालमा घिसिङ दुई पटक प्राधिकरणको कार्यकारी निर्देशक नियुक्त भएका थिए।
घिसिङले लोडसेडिङ न्यूनीकरणमा सफलता हासिल गरेकाले जनस्तरमा लोकप्रियता कायम गरे पनि, हालको महशुल विवादमा उद्योगीहरूसँगको टकरावले प्राधिकरण र उद्योगीबीच थप तनाव पैदा भएको छ।
Nepal Electricity Authority’s (NEA) Executive Director, Kulman Ghising, has cut off the power supply to several industries in a dispute over electricity charges, disregarding direct orders from his departmental minister, Deepak Khadka, and Prime Minister KP Oli.
Charge Dispute: The ongoing dispute revolves around the charges for dedicated and trunk lines, with industrialists insisting on paying based solely on TOD (Time of Day) meters. They have accused NEA of imposing excessive premium charges.
Minister and Prime Minister's Directive: Despite instructions from Energy Minister Deepak Khadka and Prime Minister KP Oli not to cut the power lines, Ghising ignored these orders and proceeded to cut the lines of several industries in the evening.
Ghising’s Ultimatum: On Ashoj 24, NEA issued a 15-day ultimatum to 49 industries, which expired on Thursday.
Board Conflict: The NEA board meeting on Thursday failed to reach a resolution on the issue, leading Ghising to take unilateral action and cut the power lines without an agreement.
Support from Maoist Centre: Ghising appears to have the backing of the main opposition party, the Maoist Centre. During their rule, Ghising was appointed Executive Director of NEA twice.
Although Ghising is widely popular for his success in reducing load-shedding, the current clash with industrialists over electricity charges has heightened tensions between NEA and the business sector.
