काठमाडौं । सङ्घीय मामिला तथा सामान्य प्रशासन मन्त्रालय ले गाउँपालिका र नगरपालिकालाई सङ्घीय समपूरक अनुदान तथा विशेष अनुदानअन्तर्गत सञ्चालन हुने कार्यक्रम र आयोजनाका लागि प्रस्ताव पेस गर्न आग्रह गरेको छ।
मन्त्रालयले समपूरक अनुदानसम्बन्धी (पहिलो संशोधन) कार्यविधि, २०८२ र विशेष अनुदानसम्बन्धी (पहिलो संशोधन) कार्यविधि, २०८२ अनुसार प्रदेश सरकार र स्थानीय तहबाट प्रस्ताव आह्वान गरेको हो। नयाँ आर्थिक वर्षका लागि बजेट निर्माण प्रक्रियालाई ध्यानमा राख्दै तोकिएको समयसीमाभित्र प्रस्ताव पेस गर्न अनुरोध गरिएको छ।
कार्यविधिअनुसार समपूरक र विशेष अनुदानअन्तर्गत सञ्चालन हुने आयोजना तथा कार्यक्रमका लागि आगामी माघ मसान्तभित्र प्रस्ताव पेस गर्नुपर्ने व्यवस्था छ। सोही आधारमा मन्त्रालयले सम्बन्धित निकायलाई आवश्यक विवरणसहित आयोजना र कार्यक्रमको प्रस्ताव तयार गरी पेस गर्न भनेको छ।
मन्त्रालयका अनुसार प्रस्ताव राष्ट्रिय योजना आयोगले सञ्चालनमा ल्याएको विद्युतीय प्रणालीमार्फत माघ मसान्तभित्र अनिवार्य रूपमा पेस गर्नुपर्नेछ। बजेट निर्माण प्रक्रियामा विभिन्न समयसीमा तोकिएकाले सोहीअनुसार प्रस्ताव माग गरिएको जनाइएको छ।
संविधानअनुसार हरेक वर्ष जेठ १५ गते अर्थात् गणतन्त्र दिवसका दिन सङ्घीय सरकारका अर्थमन्त्रीले आगामी आर्थिक वर्षको बजेट प्रस्तुत गर्ने व्यवस्था छ। त्यसअघि नै अनुदानसम्बन्धी प्रस्ताव सङ्कलन गरी बजेट निर्माण प्रक्रिया अघि बढाइने मन्त्रालयले जनाएको छ।
Kathmandu. The Ministry of Federal Affairs and General Administration has asked rural municipalities and municipalities to submit program and project proposals under the federal matching grant and special grant schemes.
According to the ministry, proposals have been invited from provincial governments and local levels in line with the Matching Grant Guidelines (First Amendment), 2025, and the Special Grant Guidelines (First Amendment), 2025. The move is part of preparations for formulating the budget for the upcoming fiscal year.
The ministry has set the end of mid-January as the deadline for submitting proposals for programs and projects to be implemented under the matching and special grants. Local governments have been asked to prepare and submit detailed proposals within the stipulated timeframe.
Proposals must be submitted through the electronic system operated by the National Planning Commission no later than mid-January, the ministry said. As the budget formulation process follows a fixed calendar, timely submission of grant-related proposals is mandatory.
Under the Constitution, the federal government presents the annual budget on May 29 (Jestha 15), which also marks Republic Day. The ministry said the collection and assessment of grant proposals will be completed in advance to facilitate smooth budget preparation.
