एमडिएमएस सुधार अपरिहार्य छ : मन्त्री खरेलMDMS Reform Is Unavoidable: Minister Kharel
काठमाडौं । सञ्चार तथा सूचना प्रविधिमन्त्री जगदिश खरेल ले मोबाइल डिभाइस म्यानेजमेन्ट सिस्टम (एमडिएमएस) आफू मन्त्री बनेपछि गम्भीर रूपमा अध्ययन, बुझाइ र समीक्षा गरेको बताएका छन्। एमडिएमएस वर्तमान अवस्थामा समस्याग्रस्त बनेको उल्लेख गर्दै उनले यसमा सुधार नगरी विकल्प नरहेको स्पष्ट पारे।
शनिबार नेपाल मोबाइल व्यवसायी संघ काठमाडौंको दोस्रो अधिवेशन तथा तेस्रो साधारण सभालाई सम्बोधन गर्दै मन्त्री खरेलले एमडिएमएस सुरुदेखि नै विभिन्न अव्यवस्था र विकृतिसँग जोडिएको बताए। अध्ययनका क्रममा प्रणाली नै जटिल संरचनाभित्र अल्झिएको पाइएको भन्दै त्यसलाई तोडेर अघि बढ्नुपर्ने आवश्यकता औंल्याए।
एमडिएमएस सुधार सहज नभए पनि समय लिएर समाधान खोज्नुपर्ने मन्त्री खरेलको भनाइ थियो। छोटो अवधिमा चमत्कारिक परिवर्तन सम्भव नहुने भए पनि संरचनागत सुधारतर्फ सरकार अघि बढ्ने उनले बताए।
मन्त्री खरेलले मोबाइल व्यवसायले देशको आर्थिक गतिविधि विस्तार गर्नुका साथै सामाजिक र पारिवारिक सम्बन्ध मजबुत बनाउन महत्वपूर्ण भूमिका खेलेको उल्लेख गरे। उनका अनुसार यस क्षेत्रमा ठूलो संख्यामा युवा संलग्न छन् र मोबाइल व्यवसायबाट करिब एक लाख जनाले रोजगारी पाएका छन्। काठमाडौं उपत्यकामा मात्रै करिब चार हजार मोबाइल व्यवसायी सक्रिय रहेको उनले जानकारी दिए।
मोबाइल व्यवसाय सूचना प्रविधि मन्त्रालयसँग प्रत्यक्ष रूपमा जोडिएको क्षेत्र भएकाले व्यवसायीहरूको भूमिकाप्रति सरकारको ध्यान रहेको मन्त्री खरेलले बताए। उनले नेपाल सरकार तथा सञ्चार तथा सूचना प्रविधि मन्त्रालयको तर्फबाट मोबाइल व्यवसायीहरूप्रति धन्यवाद व्यक्त गरे।
एमडिएमएस सुधारपछि सरकारलाई प्राप्त हुने राजस्व प्रणाली पारदर्शी हुने र व्यवसायीहरूको कारोबार पनि स्पष्ट हुने मन्त्री खरेलको भनाइ छ। सीमित समय बाँकी रहेको वर्तमान सरकारको कार्यकालमा सकेसम्म व्यावहारिक सुधार गर्ने प्रयास गरिने उनले बताए।
मन्त्री खरेलले नेपाल मोबाइल व्यवसायी महासंघको केन्द्रीय नेतृत्वलाई मन्त्रालयमा बोलाएर व्यवहारिक समस्या र सुझावबारे छलफल गर्न आग्रह गरे। सरकार र व्यवसायीबीच सहकार्य गरेर समाधान खोज्न सकिनेमा उनले जोड दिए।
अन्त्यमा उनले वर्तमान सरकारलाई नयाँ पुस्ताको सोच प्रतिनिधित्व गर्ने सरकारको संज्ञा दिँदै नवीन सोच र सहकार्यका माध्यमबाट समस्याको समाधान खोजिने विश्वास व्यक्त गरे।
Kathmandu. Minister for Communication and Information Technology Jagdish Kharel has said that the Mobile Device Management System (MDMS) has been closely studied, reviewed, and assessed since he assumed office, concluding that reform of the system is unavoidable.
Addressing the second convention and third general assembly of the Nepal Mobile Entrepreneurs Association, Kathmandu, on Saturday, Minister Kharel said the MDMS has long remained entangled in systemic irregularities. He noted that his review revealed deep-rooted structural problems, making reform necessary rather than optional.
The minister said that resolving the MDMS issue would not be simple or instantaneous. While immediate transformation may not be realistic, he stressed that the existing structure must be corrected through a gradual but firm reform process.
Highlighting the contribution of the mobile business sector, Minister Kharel said it plays a significant role in boosting economic activity as well as strengthening social and family connectivity. He added that the sector is largely youth-driven and provides direct employment to around 100,000 people, with nearly 4,000 mobile businesses operating in the Kathmandu Valley alone.
Stating that the mobile business sector is directly linked to the Ministry of Communication and Information Technology, Minister Kharel expressed the government’s appreciation for the role played by mobile entrepreneurs. He thanked the business community on behalf of the Government of Nepal and the ministry for their continued contribution.
According to the minister, reforming the MDMS will help ensure transparency both in government revenue collection and in the operations of mobile entrepreneurs. Acknowledging the limited remaining tenure of the current government, he said efforts would be focused on introducing practical and achievable reforms within the available timeframe.
Minister Kharel also invited the central leadership of the Nepal Mobile Entrepreneurs Federation to hold discussions at the ministry, urging them to bring forward practical issues and suggestions. He emphasized that sustainable solutions can only be achieved through cooperation between the government and the business community.
Concluding his remarks, Minister Kharel described the current administration as one driven by a new generation, expressing confidence that fresh thinking and collaboration would help address longstanding challenges.
