काठमाडौं — ऊर्जा, जलस्रोत तथा सिँचाइमन्त्री विराजभक्त श्रेष्ठले जलविद्युत् आयोजनाको लाइसेन्स लिएर काम नगर्ने प्रवृत्ति अन्त्य गर्न कडा कदम चालेका छन्। उनले अनुमतिपत्र वितरणपछि आयोजनाको वास्तविक कार्यप्रगति र सामाजिक दायित्वको अवस्थाबारे अनिवार्य अनुगमन गर्ने प्रणाली विकास गर्न मातहतका निकायलाई निर्देशन दिएका हुन्।
मन्त्रालयमा आयोजित समीक्षा बैठकमा मन्त्री श्रेष्ठले विद्युत् विकास विभागको काम लाइसेन्स बाँड्नेमा मात्रै सीमित हुन नहुने प्रष्ट पारे। प्रवर्द्धकले निर्माणमा गरेको प्रगति, समुदायप्रतिको उत्तरदायित्व (सीएसआर) र कानुनी सर्तहरूको पालना गरे/नगरेको विषयमा विद्युत् नियमन आयोगलाई समेत जोडेर नियमित निगरानी गर्न उनले ऊर्जा सचिव डा. जगदिश्वर कर्माचार्यलाई निर्देशन दिएका छन्।
जलविद्युत् आयोजना ओगटेर बस्ने तर काम अघि नबढाउने प्रवृत्तिलाई निरुत्साहित गर्न मन्त्रालयले यो कदम चालेको हो। यसअघि पनि पीपीए भएर लामो समयदेखि कामविहीन करिब १३ सय ८८ मेगावाटका ३८ वटा आयोजनाको लाइसेन्स खारेज गर्न उच्चस्तरीय समितिले सिफारिस गरिसकेको छ। वास्तविक प्रवर्द्धकलाई सघाउने र काम नगर्नेको हकमा निर्मम हुने मन्त्रालयको संकेत छ।
यसैगरी, मन्त्रालयको प्रशासनिक कामलाई छरितो र पारदर्शी बनाउन मन्त्री श्रेष्ठले फाइल सदर प्रक्रियामा पनि कडाइ गरेका छन्। अबदेखि निर्णयका लागि पेस हुने ‘टिप्पणी फाइल’मा स्पष्ट कानुनी आधार, विगतको पृष्ठभूमि र औचित्य अनिवार्य खुलाउनुपर्नेछ। सरकारी निर्णय प्रक्रिया छिटोछरितो बनाउने नीतिअनुसार एउटै विषयमा तीन तहभन्दा बढीको टिप्पणी नउठाउन समेत उनले कडा निर्देशन दिएका छन्।
Kathmandu — Minister for Energy, Water Resources, and Irrigation Biraj Bhakta Shrestha has taken a strong stance to end the trend of developers hoarding hydropower licenses without commencing work. He has directed subordinate agencies to develop a mandatory monitoring system to track the actual work progress and social responsibility fulfillment of projects once licenses are issued.
Speaking at a review meeting held at the Ministry, Minister Shrestha clarified that the Department of Electricity Development's role must not be limited merely to distributing licenses. He instructed Energy Secretary Dr. Jagadishwar Karmacharya to establish a regular monitoring mechanism, in coordination with the Electricity Regulatory Commission, to oversee construction progress, Corporate Social Responsibility (CSR) compliance, and adherence to legal conditions by the developers.
The Ministry has initiated this step to discourage the practice of occupying project sites without advancing construction. Previously, a high-level committee had recommended revoking the licenses of 38 projects—totaling a capacity of 1,388 megawatts—that remained dormant for extended periods despite concluding Power Purchase Agreements (PPAs). The Ministry has signaled its intent to facilitate genuine developers while taking stern action against those who fail to execute their projects.
Furthermore, to make the Ministry's administrative operations more efficient and transparent, Minister Shrestha has tightened the file approval process. Moving forward, any memo file submitted for a decision must explicitly state its legal basis, historical background, and justification. In line with the government's policy to expedite the decision-making process, he has also strictly instructed officials not to escalate memos through more than three administrative tiers for a single issue.
