शहरी विकास मन्त्रालयको वित्तीय प्रगति १७.९३ प्रतिशत, चालु आर्थिक वर्षमा उल्लेख्य भौतिक उपलब्धिMinistry of Urban Development Reports 17.93% Financial Progress in FY 2081/82
शहरी विकास मन्त्रालयले चालु आर्थिक वर्ष २०८१/८२ को वित्तीय प्रगति विवरण सार्वजनिक गरेको छ। मंगलबार आयोजित पत्रकार सम्मेलनमा मन्त्रालयले कुल बजेट ९१ अर्ब ३५ करोड २३ लाखमध्ये हालसम्म १२ अर्ब २४ करोड ३ लाख ८७ हजार (१७.९३ प्रतिशत) खर्च भएको जनाएको छ। संघीयतर्फ ६८ अर्ब २५ करोड ८३ लाख ३९ हजार विनियोजन भएकोमा चालुतर्फ ४ अर्ब ४२ करोड ३८ लाख २३ हजार र पूँजीगततर्फ ६३ अर्ब ८३ करोड ४५ लाख १६ हजार छुट्याइएको छ। हालसम्म चालुतर्फ २५.२३ प्रतिशत र पूँजीगततर्फ १७.४३ प्रतिशत खर्च भएको मन्त्रालयका सहसचिव एवं प्रवक्ता नारायण मैनालीले जानकारी दिए।
पूँजीगत कार्यक्रमको प्रगति
चालु आर्थिक वर्षमा मन्त्रालयअन्तर्गत संघीय कार्यालयबाट कार्यान्वयन हुने ३,७१६ नयाँ कार्यक्रममध्ये १,६२३ को बोलपत्र आह्वान भइसकेको छ। तीमध्ये १,०९८ कार्यक्रमको ठेक्का सम्झौता भई १२४ वटा निर्माण सम्पन्न भएका छन्। बाँकी २,०९३ कार्यक्रममध्ये २८८ बहुवर्षीय स्वीकृतिका लागि प्रस्तावित र ८० संशोधनका लागि प्रस्तावित छन्। पुराना १,४५९ क्रमागत तथा बहुवर्षीय कार्यक्रममध्ये २८० वटा सम्पन्न भएका छन्।
प्रमुख भौतिक उपलब्धिहरू
मन्त्रालयले सभाहल, सडक, पुल, प्रशासकीय भवन र सिंचाइजस्ता क्षेत्रमा उल्लेख्य प्रगति हासिल गरेको छ। सुनसरीको लौकही सभाहल अन्तिम चरणमा र बाँकेको नेपालगन्ज सिटीहल निर्माण सम्पन्न भई बिल फरफारकको प्रक्रियामा छ। भैसेपाटी मन्त्री निवासको दोस्रो चरण ८०% सम्पन्न भएको छ भने चण्डीदत्त गणको भवन हस्तान्तरण प्रक्रियामा छ। ओखलढुंगा कार्यालय भवन, दमक व्यापारिक कम्प्लेक्स, नेपाल राष्ट्र बैंक भवनलगायतका आयोजना सम्पन्न भएका छन्।
यस वर्ष १०० किमी ग्रामीण कालोपत्रे सडक निर्माणको लक्ष्य राखिएकोमा हालसम्म ८.६ किमी सम्पन्न भएको छ। ३३० झोलुंगे पुलमध्ये १६२ र ३० स्थानीय सडक पुलमध्ये ५ वटा निर्माण सम्पन्न भएका छन्। ६८ स्थानीय तहका प्रशासकीय भवनमध्ये ३६ वटा सम्पन्न भई सेवा सुचारु भएको छ।
राष्ट्रिय शहरी नीति २०८१ स्वीकृत भएको छ। धरहरा संचालनमा आएर हालसम्म १ लाख ३० हजारले भ्रमण गरी २ करोड ३७ लाख राजस्व संकलन भएको छ। त्रिवेणी सुस्ता झोलुंगेपुल र दमक व्यापारिक कम्प्लेक्स उद्घाटन भइसकेका छन्। बागमती सुधार आयोजनाअन्तर्गत २०० मिटर तटबन्ध, ३५० मिटर सडक कालोपत्रे र १५० मिटर ढल निर्माण भएको छ। नगर विकास कोषबाट ११ खानेपानी आयोजना सम्पन्न र १६ वटा स्तरउन्नति भएका छन्। एशियाली विकास बैंकसँगको सम्झौताअनुसार ७ नगरपालिकामा शहरी उत्थान आयोजना अघि बढेको छ।
मन्त्रालयले बजेट खर्चमा सुधार ल्याउन र आयोजना कार्यान्वयनमा तीव्रता दिने प्रतिबद्धता जनाएको छ।
The Ministry of Urban Development unveiled its financial progress report for the current fiscal year 2081/82 (2024/25) during a press conference on Tuesday. Out of a total budget of Rs 91.35 billion, the ministry has spent Rs 12.24 billion (17.93%) so far. For federal programs, Rs 68.25 billion was allocated, including Rs 4.42 billion for recurrent expenses and Rs 63.83 billion for capital expenditure. As of now, 25.23% of recurrent and 17.43% of capital budgets have been utilized, according to ministry spokesperson Narayan Mainali.
Capital Program Progress
Of the 3,716 new programs planned under federal offices this fiscal year, tenders have been called for 1,623. Of these, 1,098 have secured contracts, with 124 completed. Among the remaining 2,093 programs, 288 are proposed for multi-year approval, and 80 are under revision, with 44 already amended. Additionally, 280 out of 1,459 ongoing and multi-year programs have been completed.
Key Physical Achievements
The ministry highlighted significant progress in infrastructure projects. The Laukahi Assembly Hall in Sunsari is nearing completion, while the Nepalgunj City Hall in Banke has been finalized, awaiting final bill clearance. The second phase of the Bhaisepati Ministers’ Residence is 80% complete, and the Chandidadt Battalion building has been handed over. Projects like the Okhaldhunga office building, Damak Commercial Complex, and Nepal Rastra Bank building have been completed.
This year’s target of 100 km of rural paved roads saw 8.6 km constructed across Jhapa, Rolpa, and Parbat. Out of 330 planned suspension bridges, 162 have been built, and 5 out of 30 local road bridges—including Geruka River Bridge in Sarlahi and Sukhchaina Budhaura East Bridge in Siraha—are complete. Of 68 targeted local government administrative buildings, 36 are finished and operational, with 129 under construction.
Additional Milestones
The National Urban Policy 2081 was approved by the Council of Ministers. The Triveni Susta Suspension Bridge and Damak Commercial Complex were inaugurated by the President and Prime Minister, respectively. The Dharahara tower, opened since Constitution Day, has welcomed over 130,000 visitors, generating Rs 23.7 million in revenue. The Bagmati Improvement Project completed 200 meters of river embankment, 350 meters of paved roads, and 150 meters of main sewer lines. Under the Town Development Fund, 11 water supply projects were completed, and 16 upgraded. An ADB-backed urban resilience project has progressed in seven municipalities.
The ministry expressed its commitment to accelerating budget expenditure and project implementation in the remaining fiscal year.
