काठमाडौं — आगामी आर्थिक वर्ष २०८३/८४ को मौद्रिक नीति निर्माण अन्तिम चरणमा पुग्दै गर्दा बैंकिङ क्षेत्रका दुई प्रमुख संस्थाले नेपाल राष्ट्र बैंकसमक्ष नियामकीय सहजीकरणका लागि विस्तृत सुझाव बुझाएका छन्। अर्थतन्त्रमा सुस्तता, कर्जा विस्तारमा कमजोरी र बढ्दो निष्क्रिय कर्जाका बीच बैंक तथा वित्तीय संस्थाहरूले थप लचक नीतिको माग गरेका हुन्।

नेपाल बैंकर्स संघले २१ बुँदे र नेपाल वित्तीय संस्था संघले १० बुँदे सुझावमार्फत कर्जा वर्गीकरण, प्रोभिजनिङ, विपन्न वर्ग कर्जा, सेवा शुल्क तथा जोखिममा आधारित ब्याज निर्धारणजस्ता विषय पुनरावलोकन गर्न आग्रह गरेका छन्। सुझावको मूल आशय बैंकको नियामकीय भार घटाउने र कर्जा प्रवाह सहज बनाउने रहेको छ।

बैंकिङ प्रणालीमा अहिले १३ खर्ब रुपैयाँभन्दा बढी लगानीयोग्य तरलता रहे पनि निजी क्षेत्रको माग कमजोर हुँदा कर्जा विस्तार सुस्त छ। राष्ट्र बैंककै तथ्यांकअनुसार चालु वर्षको साउनदेखि वैशाख मसान्तसम्म निजी क्षेत्रमा कर्जा ५.७ प्रतिशत मात्र बढेको छ भने वार्षिक वृद्धिदर ६.७ प्रतिशतमा सीमित छ। निष्क्रिय कर्जा अनुपात ४.१५ प्रतिशत पुगेको छ।

दुवै संघको प्रमुख चासो निष्क्रिय कर्जा व्यवस्थापनसँग जोडिएको छ। साँवा–ब्याज चुक्ता भएपछि पनि कर्जालाई तुरुन्तै सामान्य वर्गमा फर्काउन नपाइने तथा पुनर्संरचना गरिएका कर्जामा उच्च प्रोभिजन राख्नुपर्ने व्यवस्थाले व्यवसाय पुनरुत्थान र नयाँ कर्जा विस्तारमा अवरोध पुगेको उनीहरूको तर्क छ।

विपन्न वर्ग कर्जाको अनिवार्य सीमा बैंकर्स संघले ५ बाट ४ प्रतिशतमा झार्न र वित्तीय संस्था संघले ३ प्रतिशतसम्म घटाउन माग गरेका छन्। यद्यपि यो कर्जा वित्तीय समावेशीकरणको प्रमुख औजार भएकाले राष्ट्र बैंक सहजै लचक हुने सम्भावना कम छ। त्यस्तै, स्वस्थ ऋणीले कम ब्याजदरको लाभ पाउने भन्दै ‘रिस्क बेस्ड प्राइसिङ’ लागू गर्नेतर्फ पनि बैंकहरूले जोड दिएका छन्।

डिजिटल बैंकिङतर्फ बैंकर्स संघले क्यूआर अन्तरआबद्धता तत्काल लागू गर्न, डिजिटल ठगी नियन्त्रणका लागि बैंक–प्रहरी साझा प्लेटफर्म स्थापना गर्न र लामो समयदेखि अड्किएको केन्द्रीय ग्राहक पहिचान प्रणाली (केन्द्रीय केवाईसी) छिटो कार्यान्वयनमा ल्याउन सुझाव दिएको छ।

राष्ट्र बैंकले यसपटक मौद्रिक नीति गत वर्षभन्दा केही चाँडै सार्वजनिक गर्ने तयारी गरेको छ। सरोकारवालाका सुझावको अध्ययन, मस्यौदा परिमार्जन र आन्तरिक छलफल अन्तिम चरणमा पुगेको प्रवक्ता गुरुप्रसाद पौडेलले जानकारी दिए।

सरकारले आगामी वर्ष ७ प्रतिशत आर्थिक वृद्धि र ६ प्रतिशतभित्र मुद्रास्फीति कायम गर्ने लक्ष्य राखेको छ। यस्तोमा कर्जा प्रवाह बढाउने दबाब र वित्तीय स्थायित्व जोगाउने जिम्मेवारीबीच सन्तुलन मिलाउनु नै आगामी मौद्रिक नीतिको मुख्य परीक्षा हुने विश्लेषकहरू बताउँछन्।

KATHMANDU — As work on the monetary policy for fiscal year 2083/84 enters its final stage, two leading banking-sector bodies have submitted detailed recommendations to Nepal Rastra Bank (NRB) seeking regulatory relief. Amid an economic slowdown, weak credit growth and rising non-performing loans, banks and financial institutions are pushing for a more flexible policy.

The Nepal Bankers' Association has put forward 21 points and the Nepal Financial Institutions Association 10, asking the central bank to review areas including loan classification, provisioning, deprived-sector lending, service fees and risk-based interest pricing. The thrust of the recommendations is to lighten banks' regulatory burden and ease the flow of credit.

The banking system currently holds more than Rs 1.3 trillion in investable liquidity, yet weak demand from the private sector has kept credit expansion sluggish. According to NRB's own data, private-sector credit grew just 5.7 percent between mid-July and mid-May of the current fiscal year, while the annual growth rate is limited to 6.7 percent. The non-performing loan ratio has reached 4.15 percent.

Both associations' chief concern is the management of bad loans. They argue that current rules — under which a loan cannot be returned to the normal category immediately even after principal and interest are cleared, and restructured loans must carry high provisioning — are obstructing business recovery and fresh lending.

On deprived-sector lending, the Bankers' Association has proposed cutting the mandatory threshold from 5 to 4 percent, while the Financial Institutions Association wants it lowered to 3 percent. Since such lending is regarded as a key tool of financial inclusion, however, the central bank is unlikely to bend easily. The banks are also pressing for 'risk-based pricing', arguing that sound borrowers could then benefit from even lower rates.

On digital banking, the Bankers' Association has recommended the immediate rollout of QR interoperability, the creation of a joint bank-police platform to curb digital fraud, and the swift implementation of the long-stalled central know-your-customer (central KYC) system.

NRB is preparing to unveil this year's monetary policy somewhat earlier than last year. The study of stakeholders' suggestions, revision of the draft and internal discussions are in their final stage, spokesperson Guru Prasad Poudel said.

The government has set a target of 7 percent economic growth and inflation within 6 percent for the coming year. Analysts say the central test for the new monetary policy will be striking a balance between the pressure to boost credit flow and the responsibility to safeguard financial stability.
