माघ १ देखि लघुवित्तमा खाता खोल्न राष्ट्रिय परिचयपत्र अनिवार्यNational ID Mandatory for Microfinance Account Opening from Magh 1
नेपाल राष्ट्र बैंकले आगामी माघ १ गतेदेखि लघुवित्त वित्तीय संस्थामा खाता खोल्न राष्ट्रिय परिचयपत्र अनिवार्य बनाएको छ। केन्द्रीय बैंकले बिहीबार एक निर्देशन जारी गर्दै राष्ट्रिय परिचयपत्रको विद्युतीय अभिलेखको आधारमा ग्राहकको पहिचान र खाता खोल्ने व्यवस्था गर्नुपर्ने उल्लेख गरेको छ।
लघुवित्त वित्तीय संस्थाले सम्पत्ति शुद्धीकरण (मनी लाउन्डरिङ) निवारण ऐन, २०६४ तथा नियमावली, २०७३ अनुसार ग्राहकको पहिचान र सम्पुष्टि गर्नुपर्नेछ। ग्राहक पहिचान तथा सम्पुष्टि सुनिश्चित गर्न संस्थाले विशेष नीति तथा कार्यविधि निर्माण गरी विद्युतीय माध्यमबाट खाता खोल्न सकिने व्यवस्था अपनाउनुपर्ने निर्देशनमा भनिएको छ।
केन्द्रीय बैंकले सबै उच्चपदस्थ व्यक्तिहरूको खातामा पनि राष्ट्रिय परिचयपत्रको विवरण अद्यावधिक गर्न माघ १ सम्मको समयसीमा दिएको छ। साथै, विद्युतीय माध्यमबाट गरिने कारोबारमा सम्भावित जोखिम र दुरुपयोगबाट सुरक्षित रहन पर्याप्त उपाय अवलम्बन गर्न निर्देशन दिएको छ।
नयाँ व्यवस्थाले ग्राहकको पहिचानलाई थप सुदृढ बनाउने र डिजिटल माध्यमबाट सहज बैंकिङ सेवामा पहुँच बढाउने लक्ष्य राखिएको राष्ट्र बैंकले जनाएको छ।
Nepal Rastra Bank (NRB) has mandated the use of a National Identity Card for opening accounts in microfinance institutions starting from Magh 1. In a directive issued on Thursday, the central bank instructed institutions to ensure account opening is based on the verification of details available in the electronic records of the National ID or its number.
Microfinance institutions are required to comply with the Asset (Money Laundering) Prevention Act, 2064 and Asset Laundering Prevention Regulations, 2073 by identifying and verifying their customers. Institutions must also develop policies and procedures to ensure customer identification and verification, enabling account opening and establishing business relationships through digital means, as per the directive.
The central bank has also directed institutions to update the National ID details for all high-level account holders by Magh 1. Additionally, adequate measures must be taken to safeguard against potential risks and misuse of digital transactions.
This new regulation aims to strengthen customer identification processes and enhance access to banking services through digital platforms, according to NRB.
