आगामी आर्थिक वर्ष २०८३/८४ को बजेट निर्माणको तयारी चलिरहेका बेला नेपाल राष्ट्र बैंकले सरकारलाई पूर्ण बजेटकालीन समीक्षा प्रतिवेदन बुझाएको छ । सोमबार गभर्नर डा. Bishwa Poudel ले अर्थमन्त्री डा. Swarnim Wagle समक्ष उक्त प्रतिवेदन पेश गरेका हुन् ।
नेपाल राष्ट्र बैंक ऐन, २०५८ को दफा ६९ (४) अनुसार वार्षिक बजेट तर्जुमा गर्नुअघि मुलुकको आर्थिक तथा वित्तीय अवस्थाबारे नेपाल सरकारलाई प्रतिवेदन उपलब्ध गराउनुपर्ने व्यवस्था छ । सोही कानुनी प्रावधानअनुसार राष्ट्र बैंकले यसपटकको समीक्षा प्रतिवेदन अर्थ मन्त्रालयलाई बुझाएको जनाएको छ ।
प्रतिवेदनमा देशको समग्र आर्थिक अवस्था, वित्तीय क्षेत्रका प्रमुख सूचक, बैंकिङ प्रणालीको अवस्था, मुद्रास्फीति, विदेशी मुद्रा सञ्चिति, राजस्व परिचालन, कर्जा प्रवाह तथा निजी क्षेत्रको लगानी अवस्थाबारे विश्लेषण समेटिएको बताइएको छ । साथै आगामी बजेट निर्माण गर्दा ध्यान दिनुपर्ने नीतिगत सुझावहरू पनि समावेश गरिएको राष्ट्र बैंक स्रोतले जनाएको छ ।
सरकार आगामी आर्थिक वर्षको बजेटमार्फत आर्थिक सुधार, उत्पादनमूलक क्षेत्र विस्तार, लगानी प्रवर्द्धन तथा रोजगारी सिर्जनालाई प्राथमिकतामा राख्ने तयारीमा रहेका बेला राष्ट्र बैंकको यो प्रतिवेदनलाई महत्त्वपूर्ण आधार दस्तावेजका रूपमा हेरिएको छ ।
अर्थ मन्त्रालयका अधिकारीहरूका अनुसार प्रतिवेदनमा मौद्रिक र वित्तीय नीतिबीच समन्वय आवश्यक रहेको, निजी क्षेत्रको मनोबल बढाउने खालका कार्यक्रम ल्याउनुपर्ने तथा अर्थतन्त्रलाई दीर्घकालीन रूपमा चलायमान बनाउन संरचनागत सुधारमा जोड दिनुपर्ने सुझाव समेटिएको छ ।
सरकारले केही दिनभित्र आगामी आर्थिक वर्षको नीति तथा कार्यक्रम सार्वजनिक गर्ने तयारी गरिरहेका बेला राष्ट्र बैंकको यो समीक्षा प्रतिवेदनलाई बजेट तयारीको महत्वपूर्ण चरणका रूपमा हेरिएको छ ।
As preparations intensify for the upcoming fiscal year 2083/84 budget, Nepal Rastra Bank has submitted its full budget-period review report to the government. On Monday, Governor Dr. Bishwa Poudel formally handed over the report to Finance Minister Dr. Swarnim Wagle.
The report has been submitted in accordance with Section 69 (4) of the Nepal Rastra Bank Act, 2002, which requires the central bank to provide the government with an assessment of the country’s economic and financial condition prior to the formulation of the annual national budget. Officials said the document is intended to support the government during the budget preparation process.
According to sources, the report includes a detailed review of Nepal’s overall economic situation, key financial indicators and the current condition of the banking and financial sector. It also covers areas such as inflation, foreign exchange reserves, credit expansion, revenue mobilisation and investment trends within the private sector.
The central bank has also reportedly included policy recommendations aimed at supporting the upcoming budget formulation. These suggestions are understood to focus on improving coordination between monetary and fiscal policy, strengthening private sector confidence and promoting long-term structural reforms to support sustainable economic growth.
The submission comes at a time when the government is preparing to unveil its policy and programme for the next fiscal year, with a broader focus on economic recovery, production-oriented growth, investment promotion and job creation. In that context, the central bank’s review is being viewed as an important reference document for shaping the government’s economic priorities and budget strategy.
Officials at the Ministry of Finance say the report will play a significant role in helping the government evaluate current economic challenges and determine policy direction ahead of the national budget announcement in the coming weeks.
