
नियमविपरीत कर्जा व्यवस्थापन गरेको भन्दै हिमालयन बैंकमाथि राष्ट्र बैंकको कारबाहीNepal Rastra Bank Takes Action Against Himalayan Bank Over Irregular Loan Management
नेपाल राष्ट्र बैंक ले चालु आर्थिक वर्ष २०८२/८३ को तेस्रो त्रैमासमा हिमालयन बैंक लिमिटेड माथि कारबाही गरेको छ । जोखिममा आधारित समष्टिगत स्थलगत निरीक्षणका क्रममा बैंकले कर्जा व्यवस्थापनमा विभिन्न अनियमितता गरेको भेटिएपछि केन्द्रीय बैंकले सञ्चालक समिति र प्रमुख कार्यकारी अधिकृतलाई सचेत गराएको हो ।
राष्ट्र बैंकका अनुसार बैंकले सीमित ऋणीलाई निर्धारित प्रिमियमदरमा ब्याकडेटबाट लागू हुने गरी छुट दिएको तथा उक्त छुट रकम बक्यौता ब्याज र साँवा भुक्तानीमा प्रयोग गरेको पाइएको छ । त्यस्तै, तोकिएको समयसीमा नाघेपछि तिर्नुपर्ने ब्याजको न्यून रकम मात्र असुल गरी कर्जा पुनर्तालिकीकरण तथा पुनर्संरचना गरिएको निरीक्षणमा देखिएको छ ।
केन्द्रीय बैंकले केही कर्जालाई वास्तविक अवस्थाअनुसार वर्गीकरण नगरी असल कर्जामै राखिएको, ९० दिनभन्दा बढी बक्यौता रहेका फोर्स लोनलाई खराब कर्जामा नराखिएको तथा आवश्यक कर्जा नोक्सानी व्यवस्था पनि कायम नगरिएको जनाएको छ । केही ऋणीको भुक्तानी अवधि लामो समयसम्म अस्थायी रूपमा थपिएको तथ्य पनि निरीक्षणका क्रममा फेला परेको राष्ट्र बैंकको भनाइ छ ।
यी गतिविधि एकीकृत निर्देशन २०८१ विपरीत देखिएकाले राष्ट्र बैंक ऐनअनुसार बैंक व्यवस्थापनलाई सचेत गराइएको हो । साथै, आगामी दिनमा सुधारात्मक कदम चाल्ने प्रतिबद्धतासहित बैंकको सञ्चालक समितिबाट कबुलियतनामा समेत गराइएको राष्ट्र बैंकले जनाएको छ ।
Nepal Rastra Bank has taken regulatory action against Himalayan Bank Limited during the third quarter of the current fiscal year 2082/83. The central bank issued a warning to the bank’s board of directors and chief executive officer after a risk-based supervisory inspection found several irregularities in loan management practices.
According to the central bank, the bank had provided selective borrowers with premium rate discounts applied retroactively and used those discounted amounts to settle overdue interest and principal payments. The inspection also found that the bank restructured and rescheduled loans by collecting only a small portion of the overdue interest after the deadline had already passed.
Nepal Rastra Bank further stated that some loans were kept under the “good loan” category despite not reflecting their actual condition. Loans overdue for more than 90 days, including force loans, were reportedly not classified as non-performing loans, and the required loan loss provisions were not adequately maintained. In some cases, repayment periods for borrowers had also been temporarily extended for long durations.
The central bank said these activities were found to be in violation of the Integrated Directive 2081. As a result, the bank’s management was formally warned under the provisions of the Nepal Rastra Bank Act. The board of directors has also been required to submit a written commitment to implement corrective measures in the coming days.
