काठमाडौं — अनावश्यक खर्च कटौती, निजी क्षेत्रको प्रवर्धन र वित्तीय अनुशासनलाई मूल आधार बनाउँदै सरकारले आज आर्थिक वर्ष २०८३/८४ को बजेट सार्वजनिक गर्दैछ। अर्थमन्त्री डा. स्वर्णिम वाग्लेले आज अपराह्न ४ बजे संसद्को संयुक्त सदनमा बजेट प्रस्तुत गर्नेछन्।
आगामी बजेटलाई आर्थिक रूपान्तरणको प्रस्थानविन्दु बनाउने अर्थमन्त्री वाग्लेको तयारी छ। आउने पाँच वर्षसम्मका सुधारका कार्यक्रम व्यवस्थित गर्ने गरी यस वर्षको बजेट निर्माण गरिएको बताइएको छ।
बजेटमार्फत सरकारले निजामती कर्मचारीको तलबमा न्यूनतम १५ प्रतिशत वृद्धि, व्यक्तिगत आयकरको सीमा विस्तार र करका दरलाई समयानुकूल बनाउने घोषणा गर्ने तयारीमा छ। साथै वर्षौंदेखि अलपत्र परेका राष्ट्रिय गौरवका आयोजनालाई स्रोत सुनिश्चिततासहित छिटो सम्पन्न गर्ने र कमजोर सार्वजनिक निकाय खारेज गर्ने घोषणा पनि हुने अनुमान छ।
अर्थ मन्त्रालयले आगामी सात वर्षभित्र एक सय अर्ब डलरको अर्थतन्त्र निर्माण गर्ने महत्वाकांक्षी लक्ष्य लिएको छ। यस लक्ष्य हासिल गर्न उपभोग र लगानी दुवैलाई प्रोत्साहन गर्ने नीति बजेटमा समेटिने बताइएको छ। बजेटको कुल आकार २० खर्ब नाघ्ने अनुमान गरिएको छ।
तर बजेटको विस्तारसँगै स्रोतको दबाब भने बर्सेनि गहिरिँदै गएको तथ्याङ्कले देखाउँछ। चालु आर्थिक वर्षमा १९ खर्ब ६४ अर्ब रुपैयाँको बजेट विनियोजन गरिएकोमा राजस्व सङ्कलन भने १० खर्ब २१ अर्ब मात्र हुने संशोधित अनुमान छ। यो खाडल पूरा गर्न सरकार सार्वजनिक ऋणमा निर्भर हुन बाध्य भइरहेको छ।
खर्च गर्ने क्षमताको कमजोरी पनि उत्तिकै गम्भीर चुनौती बनेको छ। पछिल्ला वर्षहरूमा कुल विनियोजनको २० देखि २५ प्रतिशत रकम खर्च हुन नसक्ने समस्या नियमित बन्दै गएको छ। यस पृष्ठभूमिमा आज प्रस्तुत हुने बजेटले वास्तवमा कति फरक नतिजा दिन सक्छ भन्ने प्रश्न अर्थविद् र आम नागरिकका मनमा उत्तिकै जीवित छ।
नेपालको संविधान, २०७२ अनुसार प्रत्येक वर्ष जेठ १५ गते बजेट प्रस्तुत गर्नुपर्ने संवैधानिक व्यवस्था छ। बजेट प्रस्तुतिभन्दा एक दिन अघि बिहीबार अर्थमन्त्री वाग्लेले राष्ट्रपति रामचन्द्र पौडेललाई आगामी बजेटको जानकारी गराइसकेका छन्।
Kathmandu — The government is set to make public its budget for the fiscal year 2083/84 today, with fiscal discipline, private sector promotion and cuts to unnecessary expenditure at its core. Finance Minister Dr. Swarnima Bhattarai Wangle will present the budget before a joint session of Parliament at 4 PM this afternoon.
Finance Minister Wangle has described the upcoming budget as a launching pad for economic transformation, with reform programmes designed to span the next five years being systematically laid out through this year's financial plan.
Among the key announcements expected are a minimum 15 percent salary increase for civil servants, an expansion of the personal income tax threshold, and a rationalisation of tax rates to reflect current economic realities. The government is also expected to announce fast-tracked completion of long-stalled national pride projects with guaranteed funding, alongside the dissolution of underperforming public bodies.
The Finance Ministry has set an ambitious target of building a one-hundred-billion-dollar economy within the next seven years. To achieve this, the budget is expected to lay out policies encouraging both domestic consumption and investment. The total size of the budget is estimated to exceed Rs 2 trillion.
However, the widening gap between budget allocations and actual revenue collection remains a persistent concern. While Rs 19.64 trillion was allocated in the current fiscal year, revised estimates suggest revenue collection will reach only Rs 10.21 trillion — barely half the outlay. To bridge this gap, the government has continued to rely heavily on public borrowing year after year.
Weak spending capacity presents an equally pressing challenge. In recent years, between 20 to 25 percent of the total budget allocation has consistently gone unspent, raising serious questions about the government's ability to translate plans into action. Against this backdrop, many economists and citizens are watching closely to see whether today's budget will bring genuinely different results.
Under Nepal's Constitution of 2072 BS, the government is constitutionally required to present the annual budget on the 15th of Jestha every year. Ahead of today's presentation, Finance Minister Wangle briefed President Ram Chandra Paudel on the contents of the upcoming budget on Thursday.
