काठमाडौं। नेपाली कांग्रेसले चीनसँगको बेल्ट एन्ड रोड इनिसिएटिभ (बीआरआई) अन्तर्गत भएको समझदारी अनुदानमा आधारित रहेको दाबी गरेको छ।
सोमबार बसेको कार्यसम्पादन समितिको बैठकपछि पार्टी प्रवक्ता डा. प्रकाशशरण महतले प्रधानमन्त्रीको हालैको चीन भ्रमणका क्रममा भएका दुई पक्षीय समझदारीहरू कांग्रेसको नीतिअनुसार नै भएको जानकारी दिए।
उनका अनुसार, कांग्रेसले पहिल्यै अनुदान स्वीकार गर्ने तर ऋण अस्वीकार गर्ने निर्णय गरेको थियो। बैठकपछि महतले भने, “प्रधानमन्त्रीले स्पष्ट रूपमा अनुदान मात्र लिने र ऋण नलिने कुरा बताउनु भएको छ।”
महतले स्पष्ट गरे अनुसार फ्रेमवर्क समझदारी राष्ट्रिय हितसँग सम्बद्ध विषयवस्तुमाथि केन्द्रित छ। उनले भने, “सहायतामा अनुदान समावेश हुनु स्वाभाविक हो। शर्तसहितको ऋण लिँदा त्यसले दीर्घकालीन असर पार्ने हाम्रो विगतको अनुभवले देखाएको छ।”
पोखरा अन्तर्राष्ट्रिय विमानस्थल परियोजनाको उदाहरण दिँदै उनले भने, “यो परियोजनाले प्रतिफल दिन नसकेको र खराब ऋणको रूपमा परिणत भएको छ। अहिलेको अवस्थामा हामीले ऋण लिनु उपयुक्त छैन।”
नेपाली कांग्रेसले आगामी दिनमा अनुदानमा आधारित परियोजनाहरू मात्रै अघि बढाउने स्पष्ट नीति अपनाएको बताएको छ।
Kathmandu: The Nepali Congress has claimed that the agreements under the Belt and Road Initiative (BRI) with China are based on grants.
Speaking after the Central Working Committee meeting on Monday, party spokesperson Dr. Prakash Sharan Mahat explained that the bilateral agreements made during the Prime Minister’s recent visit to China align with the Congress party’s policies.
He stated that the Congress had previously decided to accept grants but reject loans. Following the meeting, Dr. Mahat said, “The Prime Minister has clearly stated that only grants will be accepted, not loans.”
He clarified that the framework agreement is focused on issues aligned with national interests. “Grant financing is naturally included in aid financing. Taking conditional loans has long-term impacts, as past experiences have shown,” he added.
Citing the example of the Pokhara International Airport project, he said, “This project has failed to generate returns and has turned into a bad loan. At this point, it is not feasible for us to take on more debt.”
The Nepali Congress has emphasized that future projects will only proceed based on grants, reaffirming its commitment to sustainable financing practices.
