नयाँ प्रतिनिधिसभाको अधिवेशन आजबाट सुरु: सत्ता समीकरण र कानुनी एजेन्डामाथि केन्द्रित हुँदै संसद्New House of Representatives Session Begins Today, Focus Shifts to Power Dynamics and Legislative Agenda
काठमाडौं । Ram Chandra Paudel द्वारा आह्वान गरिएको संघीय संसद्को नयाँ अधिवेशन आजबाट सुरु हुँदैछ। फागुन २१ गते सम्पन्न प्रतिनिधिसभा सदस्य निर्वाचनपछि पहिलोपटक बस्न लागेको बैठक सिंहदरबारस्थित निर्माणाधीन संघीय संसद् भवनको बहुउद्देश्यीय कक्षमा दिउँसो २ बजेका लागि बोलाइएको छ। नयाँ जनादेशसँगै सुरु हुन लागेको यो अधिवेशनले आगामी राजनीतिक दिशा, सत्ता सञ्चालनको ढाँचा र विधेयक निर्माण प्रक्रियामा निर्णायक प्रभाव पार्ने अपेक्षा गरिएको छ।संविधानअनुसार मन्त्रिपरिषद्को सिफारिसमा राष्ट्रपति पौडेलले चैत १६ गते संसद्को दुवै सदनको अधिवेशन आह्वान गरेका हुन्। निर्वाचन आयोगले चैत ५ गते अन्तिम परिणामसहितको प्रतिवेदन राष्ट्रपतिसमक्ष बुझाएपछि संवैधानिक समयसीमाभित्र अधिवेशन बोलाइएको हो। यसले नयाँ संसद् गठन प्रक्रियाले संवैधानिक गति समातेको संकेत दिएको छ।संसद् सचिवालयका अनुसार बैठक सञ्चालनका लागि आवश्यक भौतिक, प्राविधिक, सुरक्षा तथा जनशक्ति व्यवस्थापनका सम्पूर्ण तयारी पूरा भइसकेका छन्। प्रतिनिधिसभाको बैठक सिंहदरबारमै बस्ने भए पनि राष्ट्रिय सभाको बैठक भने संघीय संसद् सचिवालयस्थित राष्ट्रिय सभा कक्षमा सञ्चालन हुनेछ। यसले संसद् सञ्चालनमा पूर्वाधार व्यवस्थापन चुनौतीपूर्ण भए पनि तयारी पर्याप्त रहेको देखाउँछ।नयाँ प्रतिनिधिसभाको संरचना यसपटक निकै फरक देखिएको छ। २७५ सदस्यीय सदनमा राष्ट्रिय स्वतन्त्र पार्टी १८२ सिटसहित स्पष्ट बहुमतको अवस्थामा पुगेको छ, भने नेपाली कांग्रेस ३८, एमाले २५, नेकपा १७, श्रम संस्कृति पार्टी ७, राप्रपा ५ र एक स्वतन्त्र सांसद रहेका छन्। यस्तो संरचनाले संसद् भित्र शक्ति सन्तुलनभन्दा पनि एकल दलको प्रभाव बढी देखिने संकेत गर्छ, जसले निर्णय प्रक्रियालाई छिटो बनाउन सक्छ तर प्रतिपक्षको भूमिकामाथि प्रश्न पनि उठ्न सक्छ।आजको बैठकको मुख्य एजेन्डा तीन अध्यादेश प्रस्तुत गर्ने रहनेछ। गृहमन्त्री सुधन गुरुङले ‘मतदाता नामावली (पहिलो संशोधन) अध्यादेश २०८२’, ‘प्रतिनिधिसभा सदस्य निर्वाचन (पहिलो संशोधन) अध्यादेश, २०८२’ र ‘नेपाल विशेष सेवा (दोस्रो संशोधन) अध्यादेश २०८२’ संसद्मा पेस गर्ने सम्भावित कार्यसूची छ। यी अध्यादेशहरू निर्वाचन प्रणाली, सुरक्षा संयन्त्र र प्रशासनिक सुधारसँग प्रत्यक्ष जोडिएकाले संसद्भित्र गम्भीर छलफल हुने अपेक्षा गरिएको छ।बैठकको प्रारम्भमा ज्येष्ठ सदस्य अर्जुननरसिंह केसीले राष्ट्रपतिबाट प्राप्त अधिवेशन आह्वानसम्बन्धी पत्र तथा प्रधानमन्त्री नियुक्ति र मन्त्रिपरिषद् गठनसम्बन्धी विवरण पढेर सुनाउनेछन्। यसले नयाँ सरकारको औपचारिक वैधानिक प्रक्रियालाई संसद्मा प्रस्तुत गर्नेछ। त्यसपछि प्रतिनिधिसभाले आफ्नो नियमावली नबनाउँदासम्म २०७९ को नियमावलीअनुसार कामकारबाही सञ्चालन गर्ने प्रस्ताव पनि स्वीकृतिका लागि प्रस्तुत हुनेछ।आजकै बैठकमा सभामुख चयन प्रक्रियाको तयारी पनि अघि बढ्नेछ। सभामुखको अनुपस्थितिमा बैठक सञ्चालनका लागि सदस्यहरूको मनोनयन गरिनेछ भने सभामुख निर्वाचनको मिति तोक्ने कार्यसूची पनि तय गरिएको छ। प्रारम्भिक अधिवेशनमै सभामुख चयन हुनु संसद् सञ्चालनको स्थायित्वका लागि महत्वपूर्ण मानिन्छ।अधिवेशनको सुरुवाती बैठकमा विभिन्न दलका प्रतिनिधिहरूले आफ्ना धारणा राख्ने कार्यक्रम पनि रहेको छ, जसले आगामी राजनीतिक प्राथमिकता र एजेन्डाको संकेत दिनेछ। अन्त्यमा संविधानसभा तथा संसद्का दिवंगत सदस्यहरूप्रति श्रद्धाञ्जली व्यक्त गर्दै शोक प्रस्ताव प्रस्तुत गरिनेछ।समग्रमा, नयाँ प्रतिनिधिसभाको यो अधिवेशन केवल औपचारिक सुरुवात मात्र होइन, नयाँ राजनीतिक समीकरण, नीतिगत प्राथमिकता र शासनको शैली कस्तो हुने भन्ने दिशानिर्देशक क्षणका रूपमा हेरिएको छ।

The new session of the federal parliament, convened by Ram Chandra Paudel, is set to begin today, marking the first meeting of the House of Representatives following the elections held on Falgun 21. The बैठक has been called for 2 PM at the multipurpose hall of the under-construction Federal Parliament Building in Singha Durbar. This session is expected to play a decisive role in shaping the country’s political direction, governance approach, and legislative priorities under the new mandate.As per constitutional provisions, the President summoned the session on Chaitra 16 based on the recommendation of the Council of Ministers. The Election Commission had submitted the final election results to the President on Chaitra 5, ensuring that the session is being convened within the mandated timeframe. This reflects procedural continuity and adherence to constitutional requirements in the post-election transition.According to the Parliament Secretariat, all necessary preparations—including physical infrastructure, security arrangements, technical setup, and manpower—have been completed. While the House of Representatives will meet at Singha Durbar, the National Assembly session will be held at its designated hall within the Federal Parliament Secretariat premises. Despite the ongoing construction of the main parliament building, authorities have ensured that operations will proceed without disruption.The composition of the new House presents a significant political shift. In the 275-member House of Representatives, the Rastriya Swatantra Party holds a commanding majority with 182 seats. Nepali Congress has secured 38 seats, CPN-UML 25, CPN 17, Shram Sanskriti Party 7, Rastriya Prajatantra Party 5, along with one independent member. This overwhelming majority for a single party suggests faster decision-making capacity, though it also raises questions about the strength and effectiveness of opposition voices in parliamentary processes.Today’s बैठक is expected to focus on the tabling of three ordinances. Home Minister Sudhan Gurung is likely to present the “Voter List (First Amendment) Ordinance, 2082,” the “House of Representatives Member Election (First Amendment) Ordinance, 2082,” and the “Nepal Special Service (Second Amendment) Ordinance, 2082.” These ordinances are directly linked to electoral reforms, administrative structure, and national security, making them central to the government’s early legislative agenda.At the beginning of the session, the senior-most member, Arjun Narsingh KC, will read out official communications received from the President, including the letter summoning the session and details regarding the appointment of the Prime Minister and formation of the Council of Ministers. This will formally introduce the new government framework to the House.The House will also move a proposal to conduct its proceedings under the existing House of Representatives Regulations, 2079, until a new set of rules is formulated. Additionally, members will be nominated to preside over meetings in the absence of the Speaker, and the date for the Speaker’s election will be announced. The early selection of the Speaker is considered crucial for ensuring smooth and stable parliamentary operations.Leaders from different political parties are also scheduled to address the House, outlining their perspectives and priorities. These statements are expected to provide early signals about the direction of policy debates and political positioning within the संसद. The session will conclude with condolence motions in honor of former members of the Constituent Assembly and Parliament.Overall, the opening of this session is more than a formal procedure—it represents the beginning of a new political phase in Nepal. With a strong majority government in place, the focus now shifts to how effectively it can translate its mandate into policy action while maintaining democratic balance and institutional accountability.
