गभर्नर पौडेलको खुलासा: ३७३ जनासँग बैंक तथा वित्तीय संस्थाको प्रमोटर सेयरNRB Governor Paudel Reveals: 373 Individuals Hold Promoter Shares in BFIs
नेपाल राष्ट्र बैंकका गभर्नर डा. विश्वनाथ पौडेलले देशभरका बैंक तथा वित्तीय संस्थाहरूमा ३७३ जनासँग प्रमोटर सेयर रहेको खुलासा गरेका छन्। बिहीबार बसेको प्रतिनिधिसभाको अर्थ समितिको बैठकमा बोल्दै गभर्नर पौडेलले यस्तो तथ्य प्रस्तुत गरेका हुन्।
उनका अनुसार वाणिज्य बैंकमा ७२ जनाले एक प्रतिशतभन्दा बढी प्रमोटर सेयर राखेका छन् भने विकास बैंकमा १३० र फाइनान्स कम्पनीमा १७१ जनाको प्रमोटर सेयर रहेको जानकारी दिए।
संस्थापक सेयरको दुई प्रतिशतभन्दा बढी स्वामित्व हस्तान्तरणमा राष्ट्र बैंकको स्वीकृति अनिवार्य बनाउने कानुनी प्रस्तावबारे छलफल हुँदै गर्दा गभर्नर पौडेलले लचिलो दृष्टिकोण अपनाउन सकिने संकेत दिए। “कति प्रतिशत भन्ने कुरा ऐनमै उल्लेख गर्नुभन्दा राष्ट्र बैंकलाई निर्णय गर्ने छुट दिनु उपयुक्त हुन सक्छ,” उनले स्पष्ट पारे।
उनले बैंकमा रहेको ७० खर्ब रुपैयाँलाई केही व्यक्तिको निजी सम्पत्तिको रूपमा नभई राष्ट्रिय अर्थतन्त्रको साझा स्रोतको रूपमा बुझ्नुपर्ने धारणा राखे। साथै, आर्थिक पारदर्शिता, अनुशासन र समावेशी पहुँच सुनिश्चित गर्दै जोकोही उद्यमशील व्यक्तिले यस स्रोतमा दाबी गर्न सक्नुपर्ने उनको भनाइ थियो।
Governor of Nepal Rastra Bank (NRB), Dr. Bishwanath Paudel, revealed that 373 individuals currently hold promoter shares in banks and financial institutions (BFIs) across Nepal. He made this statement while addressing the parliamentary Finance Committee meeting on Thursday.
According to him, 72 individuals hold more than 1% promoter shares in commercial banks, while 130 individuals do so in development banks and 171 in finance companies.
Regarding the proposal to legally require NRB approval for the transfer of more than 2% of promoter shares, Governor Paudel suggested that the law could allow some flexibility. “Rather than locking the exact percentage in the Act, perhaps it would be more appropriate to leave the discretion to NRB, especially as the economy remains dynamic,” he remarked.
He emphasized that the NPR 7 trillion held in the banking system should not be viewed as private wealth, but rather as a collective economic resource. He argued that anyone with strong business acumen and entrepreneurial vision should have the right to access this resource. Furthermore, he stated that the goal is to enhance transparency, discipline, and accountability in transactions involving related parties and institutions.
