काठमाडौं — नेपाल राष्ट्र बैंकले नियामकीय व्यवस्था पालना नगरेको भन्दै एक वित्त कम्पनीलाई जरिबाना गरेको छ भने दुई विकास बैंकका अध्यक्ष, सञ्चालक तथा प्रमुख कार्यकारी अधिकृतलाई सचेत गराएको छ।
राष्ट्र बैंकका अनुसार रिलायन्स फाइनान्सले तोकिएको अवधिमा अनिवार्य नगद मौज्दात (सीआरआर) कायम नगरेपछि २ हजार ९२४ रुपैयाँ ४८ पैसा जरिबाना गरिएको हो। कम्पनीले २०८२ फागुन १० देखि २०८३ वैशाख ५ सम्म आवश्यक सीआरआर कायम नगरेको पाइएको थियो।
नारायणी डेभलपमेन्ट बैंकका तत्कालीन प्रमुख कार्यकारी अधिकृत विष्णु रेग्मीलाई कर्जा प्रवाहसम्बन्धी सीमा उल्लंघन गरेको विषयमा सचेत गराइएको छ। समस्याग्रस्त अवस्थाबाट हटाउँदा तोकिएको कर्जा सीमाभन्दा बढी ऋण प्रवाह भएको राष्ट्र बैंकको निष्कर्ष छ।
त्यस्तै, सप्तकोशी डेभलपमेन्ट बैंकका प्रमुख कार्यकारी अधिकृत दिनेश कुमार पोखरेललाई पनि सचेत गराइएको छ। स्थलगत निरीक्षणका क्रममा भल्टको नगद अपचलन, ग्राहक खातामा कर्मचारीको अनधिकृत पहुँच र आन्तरिक नियन्त्रणमा कमजोरी देखिएको राष्ट्र बैंकले जनाएको छ।
घटनापछि पर्याप्त छानबिन तथा सुधारात्मक कदम नचालिएको भन्दै बैंकका सञ्चालक समितिका अध्यक्षसहित सबै सदस्यलाई समेत सचेत गराइएको छ। राष्ट्र बैंकले उनीहरूमाथि नेपाल राष्ट्र बैंक ऐन, २०५८ को दफा १००(२)(क) अनुसार कारबाही गरेको जनाएको छ।
Kathmandu — Nepal Rastra Bank (NRB) has fined one finance company and taken action against the chairman, directors and chief executive officers of two development banks for breaching regulatory requirements.
According to the central bank, Reliance Finance was fined Rs 2,924.48 for failing to maintain the required Cash Reserve Ratio (CRR) between Falgun 10, 2082 and Baisakh 5, 2083.
NRB has also issued a warning to Bishnu Regmi, the former chief executive officer of Narayani Development Bank. The bank was found to have extended loans beyond the permitted exposure limit during fiscal year 2081/82, violating conditions imposed when it was removed from the list of troubled financial institutions.
Similarly, Saptakoshi Development Bank CEO Dinesh Kumar Pokharel has been cautioned after an on-site inspection found serious weaknesses in the bank’s internal control system, including alleged misappropriation of vault cash and unauthorised employee access to customer accounts.
The central bank said the bank also failed to conduct an adequate investigation and introduce necessary corrective measures after the incidents came to light. As a result, the chairman and all members of the board of directors of Saptakoshi Development Bank were also cautioned under Section 100(2)(a) of the Nepal Rastra Bank Act, 2058.
