नेपाल राष्ट्र बैंकले महिला, युवा, किसान, स्टार्टअप तथा विपद् प्रभावितलगायत लक्षित वर्गका लागि प्रवाह गरिने सहुलियतपूर्ण कर्जाको सीमा र प्रमुख शर्तहरू सार्वजनिक गरेको छ। वित्तीय साक्षरता अभिवृद्धि गर्ने उद्देश्यले नियामक निकाय राष्ट्र बैंकले विभिन्न ९ क्षेत्रका लागि तोकिएको कर्जाको सीमा र कार्यविधिबारे सर्वसाधारणलाई सूचित गरेको हो।
राष्ट्र बैंकका अनुसार सहुलियतपूर्ण कर्जाअन्तर्गत बैंक तथा वित्तीय संस्थाले प्रवाह गर्ने ऋणमा लाग्ने ब्याज, बीमाशुल्क वा सुरक्षण शुल्कमा अनुदान उपलब्ध गराइन्छ। यस व्यवस्थाले गर्दा अन्य व्यावसायिक कर्जाको तुलनामा यो ऋण सस्तो हुनुका साथै ग्रेस अवधि र भुक्तानी तालिका पनि लामो हुने गर्छ।
सार्वजनिक विवरणअनुसार सबैभन्दा बढी कृषि तथा पशुपन्छी कर्जामा ५ करोड रुपैयाँसम्मको सीमा तोकिएको छ। यस्तै, महिला उद्यमी, वैदेशिक रोजगारबाट फर्केका युवा, शिक्षित युवा परियोजना र स्टार्टअप उद्यमका लागि जनही २५/२५ लाख रुपैयाँसम्म कर्जा उपलब्ध हुनेछ। दलित समुदाय लक्षित भगत सर्वजित उद्यम विकास कर्जामा २० लाख, जेनजी आन्दोलनका सहिद परिवार तथा घाइते स्वरोजगार कर्जामा १५ लाख र प्राकृतिक विपद् पीडितको आवास निर्माणका लागि ५ लाख रुपैयाँसम्म कर्जाको व्यवस्था गरिएको छ।
यो सहुलियतपूर्ण कर्जा योजना हालको व्यवस्थाअनुसार २०८७ साल असार मसान्तसम्म मात्र लागू हुनेछ। राष्ट्र बैंकका अनुसार एउटै घरपरिवारका एकभन्दा बढी सदस्यले यस्तो कर्जा सुविधा लिन पाउने छैनन्। किस्ताबन्दीमा भुक्तानी हुने यो आवधिक ऋण लिनका लागि सम्बन्धित बैंक तथा वित्तीय संस्थाले तोकेका कागजात र मापदण्ड भने पूरा गर्नुपर्ने हुन्छ।
बैंकिङ पहुँचभन्दा बाहिर रहेका लक्षित वर्गलाई उत्पादनमूलक क्षेत्रमा जोड्न र उद्यमशीलता प्रवर्द्धन गर्न यो कार्यक्रम ल्याइएको राष्ट्र बैंकले जनाएको छ। कर्जासम्बन्धी कुनै गुनासो वा असन्तुष्टि भएमा केन्द्रीय बैंकको अनलाइन पोर्टल (gunaso.nrb.org.np) मार्फत सिधै उजुरी दर्ता गर्न सकिने व्यवस्था मिलाइएको छ।
Nepal Rastra Bank (NRB) has announced the loan limits and key conditions for its subsidized credit program aimed at targeted groups, including farmers, women, youths, startups, and disaster victims. The central bank released these details as part of a financial literacy campaign, outlining the provisions for loans across nine distinct sectors.
Under the subsidized credit scheme, the government provides grants to cover portions of the interest, insurance premiums, or security fees charged by banks and financial institutions. As a result, these loans feature significantly lower interest rates, extended grace periods, and longer repayment schedules compared to standard commercial loans.
According to the newly released guidelines, agriculture and livestock farming have the highest ceiling, allowing borrowers to secure up to Rs 50 million. Likewise, a loan limit of Rs 2.5 million each has been set for women entrepreneurs, youths returning from foreign employment, educated youth projects, and startup enterprises.
The central bank has also allocated limits for other specific categories: Rs 2 million for the Dalit community under the Bhagat Sarbajit Enterprise Development Loan, Rs 1.5 million for self-employment loans targeting martyrs' families and individuals injured in the Gen-Z movement, and Rs 500,000 for housing construction loans aimed at natural disaster victims. Additionally, an industrial boiler replacement loan is available up to Rs 5 million.
The NRB stated that the current subsidized loan provisions will remain valid until mid-July 2030 (Ashar 2087 BS). It strictly clarified that multiple members of the same household cannot simultaneously benefit from this credit facility. While the loans are subsidized, borrowers must still meet the standard documentation and procedural requirements set by their respective banks. In case of any banking grievances, the public can file complaints directly through the NRB’s dedicated online portal (gunaso.nrb.org.np).
