आजदेखि प्रतिनिधिसभा निर्वाचनको औपचारिक प्रचार–प्रसार सुरुOfficial Campaigning for House of Representatives Election Begins Today
प्रतिनिधिसभा सदस्य निर्वाचनका लागि आजदेखि औपचारिक रूपमा प्रचार–प्रसार गर्न अनुमति दिइएको छ। निर्वाचन आयोगका अनुसार मतदान हुने दिनभन्दा १५ दिनअघिदेखि मात्र जुलुस, आमसभा, कोणसभा आयोजना गर्न तथा सञ्चारमाध्यममा निर्वाचनसम्बन्धी सामग्री प्रकाशन वा प्रसारण गर्न पाइने व्यवस्था छ।
सोही व्यवस्थाअनुसार आजदेखि फागुन १८ गते राति १२ बजेसम्म राजनीतिक दल तथा उम्मेदवारहरूले निर्वाचन प्रचार–प्रसार गर्न सक्नेछन्। आयोगले निर्वाचनको निष्ठा र मर्यादा कायम राख्न दल, उम्मेदवार तथा सरोकारवाला सबै पक्षले आचारसंहिताको पूर्ण पालना गर्नुपर्ने जनाएको छ। यस अवधिमा उम्मेदवारहरूले औपचारिक रूपमा मतदातासँग मत माग्न पाउनेछन्।
निर्वाचन आयोगले आचारसंहिता कार्यान्वयन तथा अनुगमनका लागि विभिन्न संयन्त्र परिचालन गरिरहेको जनाएको छ। आचारसंहिता उल्लङ्घन भएको खण्डमा सम्बन्धित दल वा उम्मेदवारलाई स्पष्टीकरण सोधिने र आवश्यक परे कानुनी कारबाही अघि बढाइने आयोगले स्पष्ट पारेको छ।
आयोगका अनुसार आचारसंहिता राजनीतिक दल तथा सरोकारवाला पक्षहरूसँग व्यापक छलफलपछि तयार गरिएको हो। सबै राजनीतिक दलहरूले आचारसंहिताको पूर्ण पालना गर्ने प्रतिबद्धता व्यक्त गरिसकेका छन्।
कार्यवाहक प्रमुख निर्वाचन आयुक्त रामप्रसाद भण्डारीले आचारसंहिता उल्लङ्घनका घटनामा शून्य सहनशीलता नीति अवलम्बन गरिएको जानकारी दिए। उल्लङ्घनको प्रमाण र अवस्थाका आधारमा सचेत, जरिवाना तथा उम्मेदवारी खारेजीसम्मको व्यवस्था रहेको उनले बताए।
यसैगरी, तोकिएको मापदण्डअनुसार दल तथा उम्मेदवारले पत्रपत्रिका तथा अनलाइन सञ्चारमाध्यममार्फत विज्ञापन गरी प्रचार–प्रसार गर्न सक्नेछन्। आमसभा तथा कोणसभा गर्दा मञ्च तयारीलगायत खर्चको विवरण सम्बन्धित उम्मेदवारले निर्वाचन कार्यालयमा पेस गर्नुपर्ने व्यवस्था गरिएको छ।
निर्वाचन अवधिमा सामाजिक सञ्जाल तथा अनलाइन माध्यममार्फत मिथ्या सूचना, दुष्प्रचार तथा द्वेषपूर्ण अभिव्यक्ति फैलाउन नपाइने आयोगले स्पष्ट पारेको छ। निर्वाचनलाई प्रभावित पार्ने उद्देश्यले फैलाइने यस्ता गतिविधिमा संलग्नलाई कडा कारबाही गरिने चेतावनी पनि आयोगले दिएको छ।
Official election campaigning for the House of Representatives has begun today, in line with the legal provision that allows political parties and candidates to campaign only from 15 days before the polling date.
According to the regulation, parties and candidates are permitted to organize rallies, mass meetings, corner meetings, and publish or broadcast election-related materials through the media during this period. As per this provision, campaigning will continue until midnight of Falgun 18.
The Election Commission of Nepal has stated that all political parties, candidates, and concerned stakeholders must strictly follow the election code of conduct to maintain the integrity and credibility of the electoral process. Within this framework, candidates are formally allowed to seek votes from voters.
The Commission has mobilized various mechanisms to monitor and enforce the code of conduct. It has clarified that parties and candidates violating the rules will be asked for explanations and may face legal action if necessary.
The Commission also reminded that the code of conduct was prepared after extensive consultations with political parties and stakeholders. All major political parties have committed to fully complying with the guidelines.
Acting Chief Election Commissioner Ram Prasad Bhandari informed that the Commission has adopted a zero-tolerance policy toward violations. Depending on the nature and evidence of misconduct, violators may face warnings, fines, or even cancellation of candidacy.
Additionally, political parties and candidates are allowed to conduct election advertisements in print and online media following prescribed standards. When organizing public meetings and rallies, candidates must submit detailed expense reports for stage preparation and other related costs to the election office.
The Commission has also emphasized that spreading misinformation, disinformation, and hateful content through social media or online platforms with the intention of influencing the election is strictly prohibited. Such activities aimed at undermining the electoral process will be dealt with firmly.
