समस्याग्रस्त सहकारी व्यवस्थापन समितिको कार्यालयले समस्याग्रस्त घोषित सहकारी संस्थाका ऋणीलाई १५ दिनभित्र दायित्व भुक्तानी गर्न सार्वजनिक सूचनामार्फत आह्वान गरेको छ। समितिले बिहीबार प्रकाशित सूचनामा सहकारीका सञ्चालक, व्यवस्थापक, ऋणी सदस्य र कर्मचारीलाई पटकपटक ३५ दिने सूचना र पत्राचार गर्दा पनि सम्पर्कमा नआएकोले थप १५ दिनको समयसीमा तोकेको हो।
सूचना जारी: समस्याग्रस्त सहकारी व्यवस्थापन समितिले १५ दिनभित्र दायित्व भुक्तानी गर्न सार्वजनिक सूचना जारी गरेको छ।
ऋणीको सम्पत्ति रोक्का: कात्तिक १ देखि १५ दिनभित्र पनि दायित्व भुक्तानी नगर्ने ऋणी तथा जमानीकर्ताको सम्पत्ति, बैंक खाता रोक्का गरिनेछ। साथै, सहकारी ऐन, २०७४ को दफा ११५ बमोजिम असुलउपर गरिनेछ।
समस्याग्रस्त घोषणा: भूमि व्यवस्था, सहकारी तथा गरिबी निवारण मन्त्रालयले सहकारी ऐन, २०७४ को उपदफा १०४ अनुसार सहकारीलाई समस्याग्रस्त घोषणा गरेको हो।
सम्पत्ति व्यवस्थापन प्रक्रिया: सहकारी ऐन, २०७४ को उपदफा १०५ अनुसार मन्त्रालयले सम्पत्ति व्यवस्थापन र दायित्व भुक्तानीका लागि समितिसमक्ष प्रक्रिया अघि बढाएको छ।
दर्जनौं सहकारी समस्याग्रस्त: हालसम्म सरकारले करिब दुई दर्जन सहकारीलाई समस्याग्रस्त घोषणा गरिसकेको छ।
समितिले सहकारी ऐन र नियमावली अनुसार सहकारीका ऋणीहरूलाई दायित्व भुक्तानी गर्नका लागि अन्तिम समयसीमा दिएको छ। तोकिएको मितिमा भुक्तानी नगरेको अवस्थामा कानुनी प्रक्रिया अनुसार सम्पत्ति रोक्का र असुलउपर प्रक्रिया थालिने सूचनामा उल्लेख छ।
The Office of the Problematic Cooperative Management Committee has issued a public notice, urging the loan holders of troubled cooperatives to settle their liabilities within 15 days. In the notice published on Thursday, the committee stated that despite repeated 35-day notices and communication attempts, the cooperative’s directors, managers, indebted members, and employees had not responded, prompting the extension of a final 15-day deadline.
Notice Issued: The Problematic Cooperative Management Committee has issued a public notice, requiring loan holders to settle their liabilities within 15 days.
Freezing of Debtors’ Assets: If the debtors and guarantors fail to settle their liabilities within the 15-day period starting from Kartik 1, their assets and bank accounts will be frozen. Recovery will proceed in accordance with Section 115 of the Cooperative Act, 2074.
Declaration of Troubled Cooperatives: The Ministry of Land Management, Cooperatives, and Poverty Alleviation declared these cooperatives problematic under sub-section 104 of the Cooperative Act, 2074.
Asset Management Process: The ministry has initiated the process for asset management and liability settlement with the committee under sub-section 105 of the Cooperative Act, 2074.
Dozens of Troubled Cooperatives: So far, the government has declared around two dozen cooperatives as problematic.
The committee has provided a final deadline to the loan holders to settle their liabilities as per the Cooperative Act and regulations. The notice warns that if payments are not made within the stipulated time, legal measures will be taken, including freezing of assets and recovery procedures.
