सार्वजनिक खरिद ऐन संशोधन: अब सबै ठेक्कामा ई–बिडिङ अनिवार्य हुनेPublic Procurement Law to Be Amended: E-Bidding to Be Made Mandatory for All Contracts
सरकारले सार्वजनिक खरिद प्रक्रियालाई पूर्ण रूपमा पारदर्शी, प्रतिस्पर्धी र प्रविधिमैत्री बनाउन सार्वजनिक खरिद ऐन, २०६३ संशोधन गर्ने भएको छ। संशोधित विधेयकअनुसार अब सबै प्रकारका ठेक्कापट्टामा ई–बिडिङ (इलेक्ट्रोनिक बिडिङ) अनिवार्य गरिनेछ र कागजी टेन्डर प्रणाली पूर्ण रूपमा अन्त्य हुने देखिएको छ। सबै बोलपत्रहरू सार्वजनिक खरिद अनुगमन कार्यालयको ई–जीपी पोर्टलमार्फत मात्र दर्ता गर्नुपर्ने व्यवस्था गरिएको छ। यसले ठेक्का प्रक्रियामा हुने अनियमितता, मिलेमतो र बिचौलियाको प्रभाव घटाउने अपेक्षा गरिएको छ भने देशभरका निर्माण व्यवसायीलाई समान प्रतिस्पर्धाको अवसर मिल्ने विश्वास गरिएको छ। साथै संघीय, प्रदेश र स्थानीय तह सबैमा यो प्रणाली अनिवार्य हुने र उल्लङ्घन भएमा खरिद प्रक्रिया अमान्य हुने व्यवस्था पनि गरिएको छ ।
The government is set to amend the Public Procurement Act, 2063 to make the procurement process fully transparent, competitive, and technology-friendly. Under the revised bill, e-bidding will be made mandatory for all types of contracts, effectively ending the traditional paper-based tender system. All bids will have to be submitted only through the Public Procurement Monitoring Office’s e-GP portal. The move is expected to reduce irregularities, collusion, and the influence of middlemen while ensuring equal competition for construction businesses across the country. The system will be mandatory for federal, provincial, and local levels, and any procurement not using the e-GP system will be deemed invalid.
