१५ निर्माण कम्पनीसँग स्पष्टीकरण माग, कालोसूचीमा राख्ने चेतावनीPublic Procurement Office Seeks Explanation from 15 Construction Companies, Warns of Blacklisting
प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालय मातहत रहेको सार्वजनिक खरिद अनुगमन कार्यालय ले सर्तअनुसार काम नगर्ने १५ निर्माण कम्पनीलाई कालोसूचीमा राख्ने तयारीस्वरूप स्पष्टीकरण माग गरेको छ। कार्यालयले बुधबार सूचना प्रकाशित गर्दै सम्बन्धित निर्माण व्यवसायी तथा आपूर्तिकर्तालाई लिखित जवाफ पेश गर्न निर्देशन दिएको हो।
कार्यालयले सार्वजनिक खरिद ऐन, २०६३ को दफा ६३ बमोजिम कालोसूचीमा राख्नुअघि सम्बन्धित पक्षलाई स्पष्टीकरण दिने अवसर प्रदान गर्नुपर्ने व्यवस्था अनुसार मिति २०८२/१०/१६ गते सूचना जारी गरेको जनाएको छ। सूचनाअनुसार विभिन्न सार्वजनिक निकायबाट प्राप्त विवरणका आधारमा केही निर्माण कम्पनीहरूले ठेक्का सम्झौताअनुसार काम सम्पन्न नगरेको, गम्भीर लापरबाही देखिएको वा तोकिएको मापदण्ड पूरा नगरेको पाइएकाले स्पष्टीकरण मागिएको हो।
सूचना अनुसार बीकेओआई–धुकेल जेभी, अन्जन कन्स्ट्रक्सन एण्ड सप्लायर्स प्रा.लि., गौरीशंकर कन्स्ट्रक्सन प्रा.लि., भैरव निर्माण सेवा, अम्बे कन्स्ट्रक्सन प्रा.लि., रामजान बाँधुवा कन्स्ट्रक्सन, हिमाल निर्माण सेवा लगायतका कम्पनीहरूलाई लिखित स्पष्टीकरण पेश गर्न भनिएको छ। साथै विभिन्न सडक डिभिजन कार्यालयसँग सम्बन्धित केही अन्य निर्माण व्यवसायीहरू पनि उक्त सूचीमा समावेश छन्।
कार्यालयले सूचना प्रकाशित भएको मितिले सात दिनभित्र सम्बन्धित कम्पनी वा उनीहरूको आधिकारिक प्रतिनिधिमार्फत लिखित स्पष्टीकरण बुझाउन निर्देशन दिएको छ। तोकिएको अवधिभित्र स्पष्टीकरण प्राप्त नभएमा प्रचलित कानुनअनुसार कालोसूचीमा राख्ने प्रक्रिया अघि बढाइने चेतावनी दिइएको छ।
सार्वजनिक खरिद अनुगमन कार्यालयले सार्वजनिक निर्माण कार्यमा पारदर्शिता, जवाफदेहिता तथा गुणस्तर कायम गर्न यस्ता कदम चालिएको स्पष्ट पारेको छ। यस कदमले ठेक्का व्यवस्थापनमा अनुशासन कायम गर्ने र सरकारी परियोजनाको कार्यसम्पादन प्रभावकारी बनाउने अपेक्षा गरिएको छ।
The Public Procurement Monitoring Office, operating under the Office of the Prime Minister and Council of Ministers, has sought written explanations from 15 construction companies for failing to carry out work as per contractual conditions. Issuing a public notice on Wednesday, the office instructed the concerned contractors and suppliers to submit their responses in writing.
According to the notice, the explanations have been sought in line with Public Procurement Act, 2063, Section 63, which requires that concerned parties be given an opportunity to clarify their position before being blacklisted. The notice was published on 2082/10/16 (BS).
Based on details received from various public bodies, the office stated that several companies were found to have shown serious negligence in implementing contract agreements, failed to complete projects as per contract terms, or did not meet prescribed quality standards. As a result, explanations have been requested from the concerned firms.
Among the companies asked to submit clarifications are BKOI–Dhulikhel JV, Anjan Construction and Suppliers Pvt. Ltd., Gaurishankar Construction Pvt. Ltd., Bhairav Nirman Sewa, Ambe Construction Pvt. Ltd., Ramjan Bandhuwa Construction, and Himal Nirman Sewa. In addition, some contractors associated with different road division offices have also been included in the list.
The office has directed the companies to submit their written explanations either personally or through authorized representatives within seven days from the date of publication of the notice. It has warned that if satisfactory explanations are not received within the stipulated period, the process of blacklisting will be initiated in accordance with prevailing laws.
The Public Procurement Monitoring Office clarified that such measures have been taken to ensure transparency, accountability, and quality in public construction works. The move is expected to strengthen discipline in contract implementation and improve the overall effectiveness of government-funded development projects.
