नेकपा एमाले सांसद सूर्यबहादुर थापा नेतृत्वको सहकारी ठगीसम्बन्धी संसदीय छानबिन विशेष समितिले रास्वपा सभापति रवि लामिछानेसहित सहकारीको रकम ठगीमा संलग्नहरूलाई कारबाहीको सिफारिससहितको प्रतिवेदन तयार गरेको छ। उक्त प्रतिवेदन सोमबार सदस्यहरूले हस्ताक्षर गरेर संसद्लाई बुझाइनेछ।

छानबिनको नतिजा:
छानबिनमा रवि लामिछाने दोषी ठहरिएका छन्। विभिन्न सहकारीबाट लामिछाने प्रबन्ध निर्देशक रहेको गोरखा मिडिया नेटवर्कमा आएका रकम खर्च गर्दा लामिछानेको हस्ताक्षर पाइएको छ, जसका कारण उनी रकम अपचलनमा संलग्न भएको पुष्टि भएको हो।
गोरखा मिडिया नेटवर्कको संलग्नता:
गोरखा मिडिया कम्पनीका अध्यक्ष गितेन्द्रबाबु (जीबी) राई, प्रबन्ध निर्देशक लामिछाने र सञ्चालक छविलाल जोशीले केवाईसी फर्म भरेर चेकमा हस्ताक्षर गर्ने गरी दुई वटा बैंकमा संयुक्त खाता सञ्चालन गरेको भेटिएको छ।
जीवी राईको ८ अर्ब, केदारनाथ शर्माको ३३ अर्ब, र सुमेरुको १५ अर्ब अपचलन देखिएको छ।
गोरखा मिडियामा सहकारीमार्फत पैसा ल्याउने प्रक्रियाको जिम्मा जीवी राईले गरेको पाइएको छ।
रकम अपचलनको प्रमाण:
रवि लामिछाने कार्यरत १४ महिनाको अवधिमा गोरखा मिडियामा ६५ करोड खर्च भएको, जसको हस्ताक्षर रविले गरेका छन्। जीवीले एउटा ४० लाखको चेकमा हस्ताक्षर गरेका छन्।
रवि, जीवी र छवि समेतले गैरकानुनी ढंगले सेयर लिएको, पैसा जम्मा गरेको र भौचर बुझाएको प्रमाण भेटिएको छ।
समितिको सिफारिस:
समितिले दोषी ठहरिएका संलग्नहरूलाई कानुनी कारबाही गर्न सिफारिस गर्ने सहमति गरेको छ।
निष्कर्ष:
समितिले सहकारी ठगी प्रकरणमा रवि लामिछाने लगायत अन्य व्यक्तिहरूको संलग्नता पुष्टि गर्दै उनीहरूविरुद्ध कानुनी कारबाहीको सिफारिस गरेको छ। यो प्रतिवेदन संसद्मा पेश गरिनेछ, जसले यस मामिलामा थप अनुसन्धानको आधार प्रदान गर्नेछ।
A parliamentary investigation committee on cooperative fraud, led by CPN-UML MP Suryabahadur Thapa, has prepared a report recommending action against those involved in the embezzlement of cooperative funds, including Rabi Lamichhane, President of Rastriya Swatantra Party (RSP). The report will be submitted to the Parliament on Monday after being signed by the committee members.

The investigation found Rabi Lamichhane guilty. His signature was found on expenditures of funds transferred from various cooperatives to Gorkha Media Network, where he served as Managing Director, confirming his involvement in the embezzlement.
Involvement of Gorkha Media Network:
It was discovered that Gorkha Media Company Chairman Gitendra Babu (GB) Rai, Managing Director Lamichhane, and Director Chhabilal Joshi jointly operated accounts in two banks after completing KYC forms and signing checks.
GB Rai is associated with the embezzlement of NPR 8 billion, Kedarnath Sharma with NPR 33 billion, and Sumeru with NPR 15 billion.
GB Rai was responsible for bringing money into Gorkha Media through cooperatives.
Evidence of Embezzlement:
During Lamichhane's 14-month tenure, NPR 650 million was spent from Gorkha Media, with his signature found on the expenditures. GB Rai also signed a check for NPR 4 million.
Evidence shows Rabi, GB, and Chhabi illegally acquired shares, deposited money, and submitted vouchers.
Committee's Recommendation:
The committee has agreed to recommend legal action against those found guilty.
