पाँच महिनामा ४ खर्ब ९ अर्ब राजश्व संकलन, घरजग्गा र शेयर कारोबार सुस्त हुँदा लक्ष्य भेट्न चुनौतीRevenue Collection Reaches NPR 409 Billion in Five Months, Sluggish Real Estate and Stock Trading Challenge Targets
चालु आर्थिक वर्ष २०८२/८३ को पहिलो पाँच महिनामा सरकारले ४ खर्ब ९ अर्ब ७८ करोड रुपैयाँ राजश्व संकलन गरेको छ। अर्थ मन्त्रालयका अनुसार मंसिर मसान्तसम्म कर राजश्वतर्फ ३ खर्ब ८२ अर्ब २३ करोड, गैरकर राजश्व २४ अर्ब ७ करोड र विविध प्राप्तिबाट ३ अर्ब ४७ करोड रुपैयाँ आम्दानी भएको हो। यो संकलन वार्षिक लक्ष्यको करिब ७८ दशमलव ७४ प्रतिशत मात्र हो।
गत आर्थिक वर्षको सोही अवधिको तुलनामा राजश्व संकलन १ दशमलव ६८ प्रतिशतले वृद्धि भएको छ। अर्थ मन्त्रालयका सहसचिव टंकप्रसाद पाण्डेयले प्रतिकूल आर्थिक परिस्थितिका बाबजुद पनि राजश्व संकलन गत वर्षको तुलनामा सकारात्मक रहेको बताए। उनका अनुसार भन्सार, मूल्य अभिवृद्धि कर (VAT) र अन्तःशुल्कतर्फको राजश्व संकलन सन्तोषजनक रहे पनि आयकरतर्फ भने ८ प्रतिशतले गिरावट आएको छ।
आयकर घट्नुको मुख्य कारण बजारमा ब्याजदर घट्नु र त्यसबाट प्राप्त हुने ब्याजकरमा कमी आउनु रहेको सहसचिव पाण्डेयको भनाइ छ। साथै, घरजग्गा कारोबार सुस्त हुँदा पुँजीगत लाभकरमा पनि उल्लेख्य कमी आएको उनले जानकारी दिए। घरजग्गा र शेयर बजार दुबै क्षेत्रमा कारोबार कमजोर हुँदा सरकारको राजश्व लक्ष्य प्रभावित भएको देखिन्छ।
यद्यपि, घरजग्गाको कित्ताकाट खुलिसकेको र शेयर बजारमा पनि केही सुधारको संकेत देखिएकाले आगामी महिनामा राजश्व संकलन बढ्ने अर्थ मन्त्रालयको विश्वास छ। मन्त्रालयका अनुसार आसन्न निर्वाचन खर्च तथा पुनर्निर्माणसम्बन्धी गतिविधिले आर्थिक चलायमानता बढाउने र असार मसान्तसम्म राजश्व लक्ष्य हासिल हुने अपेक्षा गरिएको छ।
The Government of Nepal has collected NPR 409.78 billion in revenue during the first five months of the current fiscal year 2082/83. According to the Ministry of Finance, by the end of mid-November, tax revenue stood at NPR 382.23 billion, non-tax revenue at NPR 24.07 billion, and miscellaneous receipts at NPR 3.47 billion. This accounts for only about 78.74 percent of the annual revenue target.
Compared to the same period of the previous fiscal year, revenue collection has increased by 1.68 percent. Joint Secretary at the Ministry of Finance, Tanka Prasad Pandey, stated that despite unfavorable economic conditions, revenue collection has remained positive. He noted that customs duties, value-added tax (VAT), and excise duties have shown encouraging growth, while income tax revenue has declined by 8 percent.
The decline in income tax revenue has been attributed mainly to lower interest rates, which have reduced interest income tax collections. Additionally, sluggish real estate transactions have resulted in lower capital gains tax revenue, further challenging the government’s ability to meet its revenue targets.
However, the Ministry of Finance remains optimistic, citing the reopening of land parcel transactions and early signs of recovery in the stock market. The ministry believes that increased economic activities driven by upcoming election-related spending and reconstruction projects will help boost revenue and enable the government to achieve its target by the end of the fiscal year.
