८ महिनामा राजस्व संकलन लक्ष्यको ८२% मात्र, पुँजीगत खर्च २०% भन्दा कमRevenue Collection Reaches Only 82% of Target in 8 Months, Capital Spending Below 20%
चालु आर्थिक वर्ष २०८२/८३ को आठ महिना (साउन–फागुन)सम्म सरकारले ७ खर्ब ५१ अर्ब ८६ करोड रुपैयाँ राजस्व संकलन गरेको छ, जुन सो अवधिका लागि तय गरिएको लक्ष्यको ८२.६० प्रतिशत मात्रै हो। सरकारले फागुन मसान्तसम्म ९ खर्ब १० अर्ब २० करोड रुपैयाँ राजस्व उठाउने लक्ष्य राखेको थियो। अर्थ मन्त्रालयका अनुसार फागुन महिनामा मात्रै ८२ अर्ब ५३ करोड रुपैयाँ राजस्व संकलन भएको छ, जुन सो महिनाको लक्ष्य ९६ अर्ब ५७ करोड रुपैयाँको ८५.४६ प्रतिशत हो। चालु आर्थिक वर्षका लागि सरकारले १४ खर्बभन्दा बढी राजस्व संकलन गर्ने लक्ष्य राखे पनि आठ महिना बितिसक्दा वार्षिक लक्ष्यको करिब आधा मात्र उठेको देखिन्छ। महालेखा नियन्त्रकको कार्यालयका अनुसार फागुनसम्म कुल ७ खर्ब ४७ अर्ब २८ करोड रुपैयाँ राजस्व संकलन भएको छ, जुन वार्षिक लक्ष्यको करिब ५०.४९ प्रतिशत हो। यस अवधिमा कर राजस्व ६ खर्ब ७६ अर्ब रुपैयाँ पुगेको छ भने गैरकर राजस्व करिब ७० अर्ब रुपैयाँ संकलन भएको छ। साथै सरकारले १३ अर्ब रुपैयाँ अनुदान पनि प्राप्त गरेको छ। यता सरकारको आम्दानी र खर्चबीचको अन्तर बढ्दै गएको देखिन्छ। आठ महिनामा कुल आम्दानी करिब ७ खर्ब ६५ अर्ब रुपैयाँ हुँदा सरकारी खर्च ९ खर्ब २६ अर्ब रुपैयाँ पुगेको छ, जसका कारण बजेट घाटा २ खर्ब ७९ अर्ब रुपैयाँ पुगेको छ। खर्चतर्फ चालु खर्च ६ खर्ब ४२ अर्ब रुपैयाँ पुगेको छ भने विकास निर्माणसँग सम्बन्धित पुँजीगत खर्च भने निकै न्यून रहँदै ७८ अर्ब रुपैयाँ मात्रै भएको छ, जुन वार्षिक लक्ष्यको करिब १९.२४ प्रतिशत हो। आर्थिक वर्षको दुई तिहाइ समय बितिसक्दा पनि विकास खर्च २० प्रतिशत नपुग्नुले विकास आयोजनाको कार्यान्वयन कमजोर रहेको संकेत गरेको छ।
The Government of Nepal has collected Rs 751.86 billion in revenue during the first eight months (mid-July to mid-March) of the current fiscal year 2025/26, which is only 82.60 percent of the target set for the period. The government had aimed to collect Rs 910.20 billion by the end of Falgun. According to the Ministry of Finance, revenue collection in the month of Falgun alone stood at Rs 82.53 billion, achieving 85.46 percent of the monthly target of Rs 96.57 billion. Although the government has set an annual revenue collection target of more than Rs 1.4 trillion for the current fiscal year, only about half of the target has been achieved in the first eight months. Data from the Office of the Financial Comptroller General shows that total revenue collection reached Rs 747.28 billion by Falgun, which is around 50.49 percent of the annual target. Out of the total, tax revenue accounted for Rs 676 billion while non-tax revenue stood at around Rs 70 billion. The government also received Rs 13 billion in grants during the period. Meanwhile, the gap between government income and expenditure has widened. In eight months, total income reached around Rs 765 billion, while government expenditure climbed to Rs 926 billion, resulting in a budget deficit of Rs 279 billion. On the spending side, recurrent expenditure reached Rs 642 billion, whereas capital expenditure related to development projects remained very low at only Rs 78 billion, which is about 19.24 percent of the annual target. With two-thirds of the fiscal year already over, capital spending still below 20 percent indicates weak implementation of development projects.
