नेपालको पुँजीबजार नियामक निकाय नेपाल धितोपत्र बोर्ड (सेबोन) को अध्यक्ष पदका लागि आवेदन दिने म्याद औपचारिक रूपमा सकिएको छ। अन्तिम दिनसम्म इच्छुक उम्मेदवारहरूले आवेदन बुझाएसँगै अब सबैको ध्यान नयाँ नेतृत्व कसले सम्हाल्ने भन्ने विषयमा केन्द्रित भएको छ। पछिल्लो समय बजारमा देखिएको अस्थिरता र नीतिगत अन्योलका बीच नयाँ अध्यक्षको चयनलाई पुँजीबजारको भविष्यसँग प्रत्यक्ष रूपमा जोडेर हेरिएको छ।
अध्यक्ष नियुक्तिका लागि गठन गरिएको सिफारिस समितिको संयोजकका रूपमा डा. गुणाकर भट्ट रहेका छन्। समितिमा अर्थसचिव घनश्याम उपाध्याय र नेपाल बैंकर्स संघका पूर्वअध्यक्ष भुवनकुमार दाहाल सदस्य छन्। अर्थ मन्त्रालयअन्तर्गत सिंहदरबारमा रहेको सचिवालयमा अन्तिम समयसम्म आवेदन बुझाउने क्रम जारी रहेको स्रोतहरूले जनाएका छन्। प्रारम्भिक विवरणअनुसार करिब १५ जनाले आवेदन दिएको बताइन्छ, जसले यसपटकको प्रतिस्पर्धा उल्लेखनीय रूपमा बलियो हुने संकेत गरेको छ।
यसपटकको प्रतिस्पर्धा विशेष बनाउने पक्ष भनेको विविध पृष्ठभूमिका उम्मेदवारहरूको सहभागिता हो। परम्परागत रूपमा नीति निर्माण र वित्तीय क्षेत्रसँग जोडिएका विज्ञहरूसँगै सामाजिक सञ्जालमार्फत बजार विश्लेषण गर्दै आएका व्यक्तिहरूले समेत आवेदन दिएका छन्। यसले पुँजीबजारको नेतृत्व अब केवल प्राविधिक हैन, जनस्तरसम्म प्रभाव पार्न सक्ने क्षमता भएका व्यक्तितर्फ पनि उन्मुख भइरहेको संकेत दिन्छ।
यही सन्दर्भमा ‘शिव चन्द्र’ नामबाट परिचित बजार विश्लेषक पुरुषोत्तम राज चिमोरिया को आवेदन विशेष चासोको विषय बनेको छ। सामाजिक सञ्जालमार्फत साना लगानीकर्तामाझ पहिचान बनाएका उनी एशियन क्यापिटल लिमिटेडमा करिब सात वर्ष प्रमुख लगानी अधिकृतका रूपमा कार्यरत रहिसकेका छन्। उनको अनुभव र जनस्तरमा पहुँचलाई आधार मान्दै केही विश्लेषकहरूले उनलाई ‘ग्राउन्ड रियालिटी’ बुझ्ने उम्मेदवारका रूपमा हेरिरहेका छन्।
सेबोनको अध्यक्ष पद वैशाख ४ गते तत्कालीन अध्यक्ष सन्तोष श्रेष्ठ ले राजीनामा दिएपछि रिक्त रहेको थियो। सो रिक्तता पूर्ति गर्न सरकारले आवेदन खुला गरेको हो। कानुनी व्यवस्थाअनुसार अध्यक्ष बन्न स्नातकोत्तर तह उत्तीर्ण हुनुका साथै पूँजीबजार, वित्त, व्यवस्थापन वा कानुन क्षेत्रमा कम्तीमा सात वर्षको अनुभव अनिवार्य मानिएको छ।
अब सिफारिस समितिले प्राप्त आवेदनहरूको मूल्यांकन गरी योग्य उम्मेदवारहरूको सर्टलिस्ट तयार गर्नेछ। त्यसपछि अन्तिम सिफारिस मन्त्रिपरिषद्मा पठाइनेछ, जहाँबाट नयाँ अध्यक्षको नियुक्ति हुनेछ। यस प्रक्रियाले पारदर्शिता र प्रतिस्पर्धालाई प्राथमिकता दिएको सन्देश दिएको छ।
पछिल्लो समय सेयर बजारमा देखिएको उतारचढाव, लगानीकर्ताको कमजोर मनोबल र नीतिगत अस्पष्टतालाई हेर्दा नयाँ अध्यक्षको भूमिका झनै महत्वपूर्ण देखिएको छ। बजार सुधार, नियमनको कडाइ, पारदर्शिता वृद्धि र लगानीकर्ताको विश्वास पुनःस्थापनाका लागि सक्षम नेतृत्व अपरिहार्य रहेको सरोकारवालाहरूको धारणा छ।
अब प्रश्न केवल पदपूर्ति मात्र होइन, पुँजीबजारको आगामी दिशा निर्धारण गर्ने नेतृत्व कसले लिन्छ भन्ने हो। प्रतिस्पर्धात्मक प्रक्रियाबाट आउने नयाँ ‘क्याप्टेन’ ले बजारलाई कस्तो दिशा दिन्छ भन्ने विषयमा लगानीकर्तादेखि नीति निर्मातासम्म सबैको नजर केन्द्रित भएको छ।
The application deadline for the Chairperson of the Securities Board of Nepal (SEBON) has officially closed, shifting focus toward who will take over as the new leader of Nepal’s capital market regulator. According to sources, around 15 candidates have applied for the position, indicating a highly competitive selection process.
What makes this round of applications particularly notable is the diversity of candidates. Alongside traditional experts from finance, law, and policy backgrounds, individuals known for their active engagement in stock market analysis through social media have also entered the race. This reflects a broader shift toward leadership that not only understands technical aspects but also connects with retail investors.
Among the notable applicants is Purushottam Raj Chimoriya, widely recognized by his social media identity “Shiva Chandra.” Known among retail investors for his market insights, he brings around seven years of experience as Chief Investment Officer at Asian Capital Limited. His candidacy is being seen as one that combines practical market knowledge with grassroots-level investor engagement.
The SEBON chair position has remained vacant since the resignation of former chair Santosh Shrestha on Baisakh 4. As per legal provisions, candidates must hold at least a master’s degree and have a minimum of seven years of experience in capital markets, finance, management, or law.
The recommendation committee will now review the applications and prepare a shortlist of qualified candidates. The final recommendation will be sent to the Cabinet, which will make the official appointment. This process is expected to enhance transparency and merit-based selection.
Given the current state of the stock market—marked by volatility, weak investor sentiment, and calls for regulatory clarity—the role of the new chairperson is seen as critical. Stakeholders emphasize the need for a capable and forward-looking leader who can strengthen regulation, improve transparency, and rebuild investor confidence.
Ultimately, the question is not just who fills the position, but who will steer Nepal’s capital market through its current challenges and toward long-term stability and growth.
