काठमाडौँ — सामाजिक सुरक्षा कोषमा योगदानकर्ताबाट संकलित रकम १ खर्ब ११ अर्ब रुपैयाँ नाघेको छ । कोषका अनुसार जेठ २० गतेसम्म १ खर्ब ११ अर्ब ७ करोड रुपैयाँभन्दा बढी योगदान जम्मा भइसकेको छ । दैनिक रूपमा थपिँदै गएको यो सञ्चितिलाई उत्पादनमूलक क्षेत्रमा परिचालन गर्ने उद्देश्यसहित कोषले अब जलविद्युत्, विद्युत् प्रसारण लाइन, सौर्य तथा अन्य नवीकरणीय ऊर्जा परियोजनामा लगानी विस्तार गर्ने तयारी थालेको छ ।

बैंक तथा वित्तीय संस्थामा मात्रै रकम राख्दा आर्थिक विकासमा अपेक्षित योगदान नपुग्ने भएकाले उत्पादनमूलक क्षेत्र खोजिएको कोषका निर्देशक रोहित रेग्मी बताउँछन् । उनका अनुसार लगानी विविधीकरणको रणनीतिअन्तर्गत ऊर्जासँगै उद्योग र पूर्वाधार क्षेत्रमा समेत लगानी फैलाउने योजना छ ।

लगानीको ढाँचा भने सहकार्यमा आधारित हुनेछ । कोषले सरकारी स्वामित्वका कम्पनीसँग मिलेर जलविद्युत् तथा नवीकरणीय ऊर्जा परियोजनामा कर्जा वा सहवित्तीयकरणमार्फत लगानी गर्ने योजना बनाएको छ । हालसम्म चारवटा प्रस्ताव प्राप्त भएकामध्ये दुईवटामाथि विस्तृत छलफल भइरहेको कोषले जनाएको छ । स्वदेशमै क्लिंकर उत्पादन गरी सिमेन्ट बनाउने परियोजना पनि कोषको प्राथमिकतामा छ भने पर्यटन, निर्माण, सूचना प्रविधि, सेवा र कृषि क्षेत्रमा समेत संस्थागत कर्जा वा सहवित्तीयकरणमार्फत लगानी गर्न सकिने व्यवस्था गरिएको छ ।

तर योगदानकर्ताको रकम जथाभावी नजाओस् भनेर कोषले लगानीका कडा सर्त पनि तोकेको छ । २० मेगावाटभन्दा कम क्षमताका जलविद्युत् आयोजनामा लगानी नगर्ने नीति लिइएको छ । त्यस्तै विद्युत् खरिद सम्झौता (पीपीए) मा अनिश्चितता रहेका, आवश्यक सबस्टेसन निर्माण नभएका, न्यूनतम ३० प्रतिशत स्वपुँजी नपुगेका र निजी कम्पनीबाट सञ्चालित परियोजनामा पनि लगानी नगर्ने व्यवस्था गरिएको निर्देशक रेग्मीले बताए ।

कोषको आकार र दायित्व दुवै बढ्दो छ । हालसम्म २३ हजार ४७६ रोजगारदाता र २९ लाख ५८ हजार ४२९ योगदानकर्ता कोषमा सूचीकृत भइसकेका छन् भने विभिन्न शीर्षकमा २० अर्ब ४५ करोड रुपैयाँभन्दा बढी दाबी भुक्तानी भइसकेको छ । त्यसमध्ये सबैभन्दा ठूलो हिस्सा अवकाश योजनाअन्तर्गतको १६ अर्ब ५८ करोड रुपैयाँभन्दा बढी छ । औषधि उपचार, स्वास्थ्य तथा मातृत्व सुरक्षाअन्तर्गत ३ अर्ब २३ करोड, आश्रित परिवार सुरक्षाअन्तर्गत ३४ करोड ९५ लाख र दुर्घटना तथा अशक्तता सुरक्षाअन्तर्गत २८ करोड ४४ लाख रुपैयाँ भुक्तानी भएको छ ।

आगामी आर्थिक वर्षको बजेटले विभिन्न सरकारी कोषमा थुप्रिएको रकमलाई उत्पादनमूलक क्षेत्रमा परिचालन गर्ने नीति अघि सारेको सन्दर्भमा सामाजिक सुरक्षा कोषले पनि आफ्नो लगानी रणनीति पुनःसंरचना गर्न थालेको हो ।

KATHMANDU — Contributions collected by the Social Security Fund (SSF) have crossed the Rs 111 billion mark. According to the fund, over Rs 111.07 billion had been deposited by contributors as of Jestha 20. With the pile growing daily, the fund is now preparing to expand its investments into hydropower, electricity transmission lines, solar and other renewable energy projects, aiming to channel the reserves into productive sectors.

The rationale, says fund director Rohit Regmi, is that simply parking the money in banks and financial institutions does not deliver the expected contribution to economic development — hence the search for productive avenues. Under its diversification strategy, he says, the fund plans to spread its investments across energy as well as industry and infrastructure.

The investment model will be collaborative. The fund plans to invest in hydropower and renewable energy projects through loans or co-financing in partnership with state-owned companies. Of the four proposals received so far, two are under detailed discussion, the fund says. Projects producing clinker domestically for cement manufacturing also rank among its priorities, and provisions have been made to invest through institutional lending or co-financing in tourism, construction, information technology, services and agriculture as well.

To ensure contributors' money is not deployed recklessly, however, the fund has set strict conditions. It has adopted a policy of not investing in hydropower projects below 20 megawatts. Likewise, projects with uncertainty over their power purchase agreements (PPAs), those lacking the required substations, those without a minimum 30 percent equity, and projects operated by private companies will all be off-limits, director Regmi said.

Both the fund's size and its obligations are growing. A total of 23,476 employers and 2,958,429 contributors have enrolled so far, and the fund has paid out more than Rs 20.45 billion in claims under various headings. The largest share — over Rs 16.58 billion — has gone to the retirement scheme, followed by Rs 3.23 billion under medical, health and maternity protection, Rs 349.5 million under dependent family protection and Rs 284.4 million under accident and disability protection.

The move comes as the budget for the coming fiscal year adopts a policy of mobilizing money sitting in various government funds toward productive sectors — a context in which the Social Security Fund, too, has begun restructuring its investment strategy.
