चालु आर्थिक वर्ष ०८१-८२ को सुरुवाती दुई महिनामा सरकारको बजेट खर्च र राजस्व संकलनको अवस्थाले सरकारको आर्थिक व्यवस्थापनमा सुधार देखिए पनि, पुराना समस्याहरू यथावत छन्। महालेखा नियन्त्रक कार्यालयले सार्वजनिक गरेको तथ्यांकले सरकारी खर्च र राजस्व संकलनका विभिन्न पक्षमा ध्यानाकर्षण गराएको छ। यो लेखमा सरकारी बजेट खर्च र राजस्व संकलनको वर्तमान अवस्था र यसको प्रभावको बारेमा जानकारी दिने प्रयास गरिएको छ।
सरकारी बजेट खर्चको अवस्था:
चालु आर्थिक वर्ष ०८१-८२ को सुरुवाती दुई महिनामा सरकारले कुल बजेटको ७.३९ प्रतिशत खर्च गरेको छ।
भदौ मसान्तसम्म कुल १ खर्ब ३७ अर्ब ५५ करोड २७ लाख रुपैयाँ खर्च भएको छ।
चालु खर्च शीर्षकमा ८२ अर्ब ९८ करोड ६५ लाख रुपैयाँ खर्च, जुन कुल बजेटको ७.२८ प्रतिशत हो।
विकास खर्च (पुँजीगत खर्च) शीर्षकमा १४ अर्ब ८९ करोड ४० लाख रुपैयाँ खर्च, जुन कुल बजेटको ४.२३ प्रतिशत हो।
राजस्व संकलनको अवस्था:
चालु आवको पहिलो दुई महिनामा सरकारले वार्षिक लक्ष्यको ११.७२ प्रतिशत बराबर राजस्व संकलन गरेको छ।
कुल १ खर्ब ६६ अर्ब ३८ करोड ७६ लाख रुपैयाँ राजस्व संकलन भएको छ।
कर राजस्व ११.३१ प्रतिशत र गैरकर राजस्व १५.६९ प्रतिशत संकलन भएको छ।
अर्थतन्त्रमा देखिएको सुधार:
बजेट खर्चको तुलनामा राजस्व संकलनमा सुधार देखिएको छ।
विकास खर्चमा पनि गत वर्षको तुलनामा सुधार भएको छ।
पुराना समस्याहरूको निरन्तरता:
निर्धारित बजेट समयमै खर्च गर्न नसक्ने, र खर्च भए पनि समयमा भुक्तानी नहुने समस्या अझै पनि कायम छ।
सरकारको बजेट खर्च गर्ने प्रवृत्ति पुरानै देखिएको छ, जसले गर्दा अपेक्षित उपलब्धि हासिल गर्न कठिन भइरहेको छ।
आगामी सम्भावना:
सरकारको खर्च गर्ने शैलीमा सुधार आवश्यक छ।
राजस्व संकलनमा सुधार भए पनि खर्च व्यवस्थापनमा अझै सुधारको आवश्यकता छ।
सरकारले चालु आर्थिक वर्षको सुरुवाती दुई महिनामा केही सुधार देखाएको भए पनि, बजेट खर्च र व्यवस्थापनका पुराना समस्याहरू अझै समाधान भएका छैनन्। यद्यपि, राजस्व संकलनमा देखिएको सुधारले आर्थिक स्थिति सुदृढ गर्ने आशा बढाएको छ। अबको चरणमा, बजेट खर्चको प्रभावकारिता बढाउन र निर्धारित लक्ष्य हासिल गर्न थप प्रयासको आवश्यकता देखिन्छ।
In the first two months of the current fiscal year 2081-82, the status of government budget expenditure and revenue collection shows signs of improvement in economic management, though longstanding issues persist. The data released by the Office of the Comptroller General draws attention to various aspects of government spending and revenue collection. Government Budget Expenditure:
In the first two months of the current fiscal year 2081-82, the government has spent 7.39% of the total budget.
By the end of Bhadra, a total of NPR 137.55 billion has been spent.
Recurrent expenditure amounts to NPR 82.99 billion, which is 7.28% of the total budget.
Capital expenditure stands at NPR 14.89 billion, which is 4.23% of the total budget.
Status of Revenue Collection:
In the first two months of the current fiscal year, the government has collected 11.72% of the annual revenue target.
A total of NPR 166.39 billion has been collected in revenue.
Tax revenue accounts for 11.31%, and non-tax revenue for 15.69% of the collection.
Signs of Improvement in the Economy:
There is an improvement in revenue collection compared to budget expenditure.
Development expenditure has also improved compared to the previous year.
Persistence of Old Issues:
Problems such as not being able to spend the allocated budget on time and delayed payments even after spending remain.
The government's spending pattern appears unchanged, making it difficult to achieve the expected outcomes.
Future Prospects:
Improvement in the government's spending style is necessary.
Although there is an improvement in revenue collection, better management of expenditures is still needed.
While the government has shown some improvement in the first two months of the current fiscal year, longstanding issues in budget expenditure and management have yet to be resolved. However, the improvement in revenue collection has raised hopes for strengthening the economic situation. Moving forward, there is a need for further efforts to increase the effectiveness of budget expenditure and achieve the set targets.
