Supreme Court Issues Show-Cause Order on Kulman Ghising’s Writ Petition

The Supreme Court of Nepal has issued a show-cause order in response to a writ petition filed by Kulman Ghising, the former Executive Director of the Nepal Electricity Authority (NEA). A single bench of Justice Abdul Aziz Musalman heard the petition on Friday and directed the government to submit a written response.

Ghising had filed the writ challenging the government’s decision to remove him from his position as NEA Executive Director, seeking a final order against the decision. The court has summoned both parties for a discussion on April 1, 2025, to determine whether an interim order should be issued.

The court’s order states, “What has transpired in this matter? Why should an order not be issued as per the petitioner’s demand? If there are any grounds, reasons, or evidence against issuing the requested order, submit a written response with proof within 15 days, excluding travel time, through the Office of the Attorney General.”

Last Monday, a Cabinet meeting sacked Ghising, whose tenure had four months remaining, and appointed Hitendra Dev Shakya as the new Executive Director of the NEA.
