काठमाडौं । सरकारले शेयर बजार र घरजग्गा कारोबारमा लाग्ने पूँजीगत लाभकर बढाएको छ ।

अर्थमन्त्री डा. स्वर्णिम वाग्लेले सङ्घीय संसद्को संयुक्त बैठकमा आर्थिक वर्ष २०८३/८४ को बजेटसँगै प्रस्तुत गरेको आर्थिक विधेयकमा आयकर ऐन, २०५८ को दफा ९५क संशोधन गर्दै यो दर बढाएका हुन् ।

बजेट भाषणका क्रममा अर्थमन्त्री वाग्लेले सेयर कारोबारमा लाग्ने पूँजीगत लाभकर प्राकृतिक व्यक्तिका लागि अन्तिम कर (फाइनल ट्याक्स) हुने घोषणा गरेर लगानीकर्तालाई उत्साहित बनाएका थिए । तर, सोही दिन संसद्मा पेस गरिएको आर्थिक विधेयकको विस्तृत विवरण बाहिर आएपछि सरकारले लाभकरको दर नै बढाएको खुलेको छ । ‘अन्तिम कर’ को घोषणालाई बजारले स्वागत गरिरहेका बेला करको दर वृद्धि हुँदा लगानीकर्ता दोहोरो अन्योलमा परेका छन् ।

शेयर बजारमा कति बढ्यो ?

नयाँ व्यवस्थाअनुसार अब अल्पकालीन लगानीकर्ता वा शेयर कारोबारीले १० प्रतिशत पूँजीगत लाभकर तिर्नुपर्नेछ । हालसम्म १ वर्षभन्दा कम समय शेयर होल्ड गरी बिक्री गर्दा साढे ७ प्रतिशत मात्र कर तिर्नुपर्ने व्यवस्था थियो । अर्थात्, यसमा साढे २ प्रतिशत विन्दुले वृद्धि भएको छ ।

त्यसैगरी, १ वर्षभन्दा बढी समय शेयर होल्ड गर्ने दीर्घकालीन लगानीकर्ताका हकमा पनि कर बढाइएको छ । हालसम्म ५ प्रतिशत तिर्दै आएका यस्ता लगानीकर्ताले अब ७.५ प्रतिशत कर बुझाउनुपर्नेछ ।

आयकर ऐनको दफा ९५क को उपदफा (२) को खण्ड (क) मा रहेको ‘पाँच प्रतिशत’ लाई ‘सात दशमलव पाँच प्रतिशत’ र ‘सात दशमलव पाँच प्रतिशत’ लाई ‘दश प्रतिशत’ बनाएर यो नयाँ दर लागू गरिएको हो ।

घरजग्गामा पनि भार

कर वृद्धिको असर शेयर बजारमा मात्र सीमित छैन । घरजग्गा बिक्री गर्दा हुने पूँजीगत लाभमा लाग्ने करमा पनि साढे २ प्रतिशत विन्दुले वृद्धि गरिएको छ ।

यसअघि घरजग्गाको निसर्ग (बिक्री) बाट हुने लाभमा ५ प्रतिशत कर लाग्दै आएकोमा अब त्यो बढाएर साढे ७ प्रतिशत पुर्‍याइएको छ । दफा ९५क को उपदफा (५) को खण्ड (क) संशोधन गरी मालपोत वा रजिस्ट्रेसन गर्ने निकायले रजिस्ट्रेसनका बखत लिने ५ प्रतिशत करको सट्टा अब ७.५ प्रतिशत असुल्ने कानुनी व्यवस्था मिलाइएको छ ।

राजस्व सङ्कलन बढाउने लक्ष्यसहित सरकारले विलासी र वैदेशिक सेवामा समेत करको भार बढाएको छ ।

Kathmandu — The government has raised the capital gains tax levied on share market and real estate transactions.

Finance Minister Dr. Swarnim Wagle raised the rate by amending Section 95A of the Income Tax Act, 2058, in the Finance Bill presented alongside the budget for the fiscal year 2083/84 at a joint session of the Federal Parliament.

During his budget speech, Wagle had encouraged investors by announcing that the capital gains tax on share transactions would be a final tax for natural persons. However, once the detailed provisions of the Finance Bill tabled in Parliament the same day came out, it emerged that the government had actually raised the tax rate. At a time when the market was welcoming the "final tax" announcement, the rate hike has left investors in twofold confusion.

How much did it rise in the share market?

Under the new provision, short-term investors or share traders will now have to pay a 10 percent capital gains tax. Until now, those selling shares held for less than one year had to pay only 7.5 percent. This marks an increase of 2.5 percentage points.

Similarly, the rate has also been raised for long-term investors who hold shares for more than one year. Such investors, who until now paid only 5 percent, will now have to pay 7.5 percent.

The new rates take effect by amending Section 95A, sub-section (2), clause (a) of the Income Tax Act, changing "five percent" to "seven point five percent" and "seven point five percent" to "ten percent."

Burden on real estate too

The impact of the tax hike is not limited to the share market. The tax on capital gains from the sale of real estate has also been increased by 2.5 percentage points.

Previously, gains from the disposal (sale) of real estate were subject to a 5 percent capital gains tax, which has now been raised to 7.5 percent. By amending Section 95A, sub-section (5), clause (a), a legal provision has been put in place for land revenue or registration offices to collect 7.5 percent tax at the time of registration, instead of the earlier 5 percent.

With the aim of boosting revenue collection, the government has also increased the tax burden on luxury and foreign services.
