प्रस्तावित बौद्धिक सम्पत्ति ऐनबारे काठमाडौंमा कार्यशाला सम्पन्नWorkshop on Proposed Intellectual Property Act Concludes in Kathmandu
प्रस्तावित बौद्धिक सम्पत्ति ऐनसम्बन्धी कार्यशाला गोष्ठी शुक्रबार काठमाडौंमा सम्पन्न भएको छ। बौद्धिक सम्पत्ति संरक्षण समाज नेपाल (इप्पसन) तथा उद्योग, वाणिज्य तथा आपूर्ति मन्त्रालय अन्तर्गतको उद्योग विभाग को आयोजनामा उक्त कार्यक्रम सम्पन्न भएको हो।
कार्यक्रमको अध्यक्षता इप्पसनका अध्यक्ष विसुकुमार केसी ले गरेका थिए। कार्यक्रममा विशिष्ट अतिथिका रूपमा पूर्वमन्त्री तथा सचिव शंकर प्रसाद कोइराला र मन्त्रालयका सचिव डा. रामप्रसाद घिमिरे सहभागी थिए। साथै, उद्योग विभागका महानिर्देशक जितेन्द्र बस्तेत लगायत विभागका अधिकारी तथा कर्मचारीहरूको उल्लेखनीय उपस्थिति रहेको थियो।
गोष्ठीमा प्रस्तावित बौद्धिक सम्पत्ति ऐनअन्तर्गत ट्रेडमार्क, भौगोलिक संकेत, पेटेन्ट तथा प्रशासनिक व्यवस्थासम्बन्धी प्रावधानहरूमा केन्द्रित भएर विस्तृत छलफल गरिएको थियो। सहभागीहरूले ऐनले बौद्धिक सम्पत्तिको संरक्षण र प्रवर्द्धनमा महत्वपूर्ण भूमिका खेल्ने अपेक्षा व्यक्त गरेका थिए।
कार्यक्रममा अधिवक्ता तथा विज्ञ वक्ताहरू लक्ष्मी सापकोटा, प्रिया श्रेष्ठ, सज्जवर सिंह थापा र प्रियंक अधिकारी ले ऐनका विभिन्न प्रावधानहरूको समीक्षा गर्दै सुधारका सम्भावित सुझाव प्रस्तुत गरेका थिए। उनीहरूले अन्तर्राष्ट्रिय अभ्याससँग मेल खाने गरी कानुनी संरचना मजबुत बनाउनुपर्नेमा जोड दिएका थिए।
कार्यक्रममा प्रमुख अतिथिका रूपमा सम्बोधन गर्दै अनिलकुमार सिंन्हा ले नेपालमा बौद्धिक सम्पत्तिसम्बन्धी विज्ञहरूको कमी नभएको उल्लेख गरे। उनले उपलब्ध विज्ञताको ज्ञानलाई व्यवहारमा लागू गर्न सके मात्र बौद्धिक सम्पत्तिको संरक्षण प्रभावकारी हुने बताए।
मन्त्री सिंन्हाले बौद्धिक सम्पत्तिको संरक्षणले नवप्रवर्तन, लगानी प्रवर्द्धन र उद्यमशीलता विकासमा टेवा पुग्ने उल्लेख गर्दै ऐनलाई समयसापेक्ष र व्यावहारिक बनाउन सरकार प्रतिबद्ध रहेको बताए।
कार्यशालामा सहभागी सरोकारवालाहरूले प्रस्तावित ऐनलाई अझ प्रभावकारी बनाउन यस्ता छलफल कार्यक्रम निरन्तर आवश्यक रहेको धारणा व्यक्त गरेका थिए। उनीहरूका अनुसार निजी क्षेत्र, कानुनी विज्ञ र सरकारी निकायबीच सहकार्य बढेमा बौद्धिक सम्पत्तिको संरक्षण प्रणाली थप सुदृढ बन्ने अपेक्षा गरिएको छ।
A workshop on the proposed Intellectual Property Act was successfully concluded in Kathmandu on Friday. The program was jointly organized by the बौद्धिक सम्पत्ति संरक्षण समाज नेपाल (IPPSN) and the उद्योग विभाग under the उद्योग, वाणिज्य तथा आपूर्ति मन्त्रालय. The event aimed to gather feedback from experts and stakeholders on the proposed legal framework for intellectual property protection in Nepal.
The workshop was chaired by IPPSN President विसुकुमार केसी. Distinguished guests at the program included former minister and secretary शंकर प्रसाद कोइराला and ministry secretary डा. रामप्रसाद घिमिरे. Director General of the Department of Industry जितेन्द्र बस्तेत, along with senior officials and staff members, were also present.
During the workshop, discussions were centered on key provisions of the proposed Act, including regulations related to trademarks, geographical indications, patents, and administrative mechanisms. Participants emphasized that the new law could play a vital role in strengthening intellectual property protection and promoting innovation in the country.
Legal experts and professional speakers लक्ष्मी सापकोटा, प्रिया श्रेष्ठ, सज्जवर सिंह थापा, and प्रियंक अधिकारी reviewed various provisions of the draft law. They presented constructive suggestions to improve the legislation and stressed the importance of aligning it with international standards and best practices.
Speaking as the chief guest, Minister for Industry, Commerce and Supplies अनिलकुमार सिंन्हा stated that Nepal does not lack experts in the field of intellectual property. However, he emphasized the need to translate expert knowledge into practical implementation. According to him, effective enforcement of intellectual property laws is essential for encouraging creativity, innovation, and investment.
The minister further noted that strong intellectual property protection is closely linked to entrepreneurship development and economic growth. He reiterated the government’s commitment to making the proposed law practical, transparent, and responsive to current needs.
Participants at the workshop highlighted the importance of continued dialogue among government agencies, legal professionals, and the private sector. They expressed the view that regular consultations and collaborative efforts are necessary to develop a robust intellectual property protection system in Nepal.
The workshop concluded with a consensus that such interactive platforms are crucial for refining policies and ensuring that future legislation effectively supports innovation, protects creators’ rights, and strengthens Nepal’s legal and economic framework.
