काठमाडौँ — अन्तर्राष्ट्रिय बजारमा कच्चा तेलको मूल्य घट्दै गए पनि नेपाली बजारमा त्यसको प्रत्यक्ष लाभ उपभोक्तासम्म नपुगेको भन्दै मूल्य निर्धारण प्रणालीमाथि प्रश्न उठ्न थालेको छ।

पछिल्ला साताहरूमा विश्व बजारमा कच्चा तेलको मूल्य उल्लेख्य रूपमा ओरालो लागेको छ। अन्तर्राष्ट्रिय बजारमा आपूर्ति सहज हुने संकेत र भू–राजनीतिक जोखिम केही कम भएपछि तेलको मूल्य घटेको हो।

तर, नेपालमा पेट्रोलियम पदार्थको खुद्रा मूल्यमा त्यसअनुसारको समायोजन नभएको उपभोक्ताहरूको गुनासो छ। मूल्य बढ्दा छिटो प्रभाव देखिने तर घट्दा उपभोक्ताले राहत पाउन ढिलाइ हुने गरेको आरोप सरोकारवालाहरूले लगाएका छन्।

नेपाल आयल निगमले भने नेपालले कच्चा तेल नभई प्रशोधित पेट्रोलियम पदार्थ आयात गर्ने भएकाले अन्तर्राष्ट्रिय कच्चा तेलको मूल्य घट्नेबित्तिकै खुद्रा मूल्य घटाउन नसकिने बताउँदै आएको छ। निगमका अनुसार भारतबाट प्राप्त हुने मूल्यसूची, ढुवानी लागत, कर, विनिमय दर र निगमको वित्तीय अवस्थाले अन्तिम खुद्रा मूल्यमा प्रभाव पार्छ।

नेपालमा पेट्रोलियम पदार्थको मूल्य स्वचालित प्रणालीमार्फत पुनरावलोकन गर्ने व्यवस्था छ। निगमले भारतबाट प्राप्त मूल्यका आधारमा निश्चित अवधिमा मूल्य समायोजन गर्दै आएको छ।

यद्यपि उपभोक्ता अधिकारकर्मीहरूले स्वचालित प्रणाली पूर्ण रूपमा पारदर्शी र उपभोक्तामैत्री नभएको बताएका छन्। उनीहरूका अनुसार अन्तर्राष्ट्रिय बजारमा मूल्य घट्दा त्यसको लाभ पनि उपभोक्तासम्म समान रूपमा पुग्नुपर्छ।

हाल काठमाडौं, पोखरा र दिपायल क्षेत्रमा पेट्रोल प्रतिलिटर २१७ रुपैयाँ तथा डिजेल र मट्टितेल प्रतिलिटर २२५ रुपैयाँ कायम छ। अन्य क्षेत्रमा ढुवानी दूरी र डिपोका आधारमा मूल्य केही फरक पर्छ।

उपभोक्ता पक्षका प्रतिनिधिहरूले निगमले आफ्नो लागत संरचना, भारतबाट प्राप्त खरिद मूल्य, करको हिस्सा, ढुवानी खर्च र नाफा–नोक्सानको अवस्था सार्वजनिक रूपमा स्पष्ट गर्नुपर्ने माग गरेका छन्।

उनीहरूका अनुसार मूल्य निर्धारण प्रक्रिया पारदर्शी भए मात्र अन्तर्राष्ट्रिय बजारको उतारचढाव र घरेलु खुद्रा मूल्यबीचको सम्बन्धबारे उपभोक्ताले वास्तविक जानकारी पाउनेछन्।

अर्थतन्त्रमा इन्धनको मूल्यले यातायात, ढुवानी, उत्पादन लागत र दैनिक उपभोग्य वस्तुको मूल्यमा प्रत्यक्ष असर पार्छ। त्यसैले पेट्रोलियम पदार्थको मूल्य घटे त्यसको प्रभाव अन्य क्षेत्रमा पनि पर्न सक्ने अपेक्षा गरिन्छ।

तर, अन्तर्राष्ट्रिय बजारमा देखिएको गिरावट नेपाली बजारमा तत्काल नदेखिएपछि उपभोक्ता राहतको अपेक्षा अझै अधुरै रहेको छ। यसले पेट्रोलियम मूल्य निर्धारण प्रणालीलाई थप उत्तरदायी, पारदर्शी र व्यवहारिक बनाउनुपर्ने बहस पुनः बलियो बनाएको छ।

Kathmandu — Crude oil prices in the international market have declined sharply in recent months, but Nepali consumers have not yet received a direct benefit from the fall.

According to various international market indicators, crude oil prices have dropped significantly from their recent high. However, fuel prices in Nepal have not been adjusted in the same proportion, raising concerns among consumers and stakeholders.

Nepal Oil Corporation has acknowledged that crude oil prices have declined in the global market. However, the corporation says an immediate and proportional reduction in domestic retail prices is not always possible.

According to the corporation, Nepal does not import crude oil directly. Instead, it imports refined petroleum products. Because of this, a fall in crude oil prices in the international market does not immediately translate into lower fuel prices in Nepal.

Consumer rights activists, however, argue that a continued decline in crude oil prices should eventually reduce the cost of refined petroleum products as well. They say consumers should receive the benefit when import costs go down.

Stakeholders have also questioned the transparency of the fuel pricing system. They claim that domestic prices are often adjusted quickly when international prices rise, but the process becomes slower when prices fall.

Nepal has an automatic pricing system under which petroleum prices are reviewed periodically. However, consumers and analysts have started questioning how effectively the system is being implemented in practice.

They have demanded that the pricing mechanism be made more transparent, accountable and fully automatic. They also say the cost structure of petroleum products should be made public so that consumers can understand how prices are determined.

Fuel prices directly affect transportation costs, production expenses and the prices of daily consumer goods. Therefore, a fall in petroleum prices could provide wider relief to the economy if passed on to consumers.

At a time when global oil prices are showing signs of easing, the lack of visible relief in Nepal has renewed debate over the country’s petroleum pricing policy.

Consumer groups say both the burden of rising prices and the benefit of falling prices should be passed on to the public in a fair and timely manner.
