क्युबाभर विद्युत् अवरुद्ध, अमेरिकी दबाबले गहिरियो ऊर्जा संकटCuba Hit by Nationwide Power Outage, US Pressure Worsens Energy Crisis
हाभाना । सोमबार क्युबामा देशभर विद्युत् आपूर्ति ठप्प भयो । इन्धन आपूर्तिमाथि अमेरिकी प्रतिबन्धका कारण चर्किएको ऊर्जा संकटबिच राष्ट्रिय विद्युत् प्रणाली पूर्ण रूपमा ठप्प भएको हो ।
त्यहाँको ऊर्जा मन्त्रालयका अनुसार राष्ट्रिय विद्युत् प्रसारण प्रणाली पूर्ण रूपमा ध्वस्त भएको छ । विद्युत् आपूर्ति ठप्प हुनुको कारणबारे अनुसन्धान गरिरहेको विद्युत् प्रणाली सञ्चालन गर्ने निकायले जनाएको छ ।
विद्युत् आपूर्ति पुनः सञ्चालन गर्ने प्रयास भइरहेको ऊर्जामन्त्री भिसेन्टे दे ला ओ लेभीले जानकारी दिएका छन् । उनका अनुसार अस्पताललगायत अत्यावश्यक सेवा सञ्चालन गर्न आपत्कालीन माइक्रोसिस्टम सक्रिय पारिएको छ । पछिल्ला केही वर्षयता पुरानो विद्युत् पूर्वाधारले बढ्दो माग धान्न नसक्दा क्युबाले पटक–पटक देशव्यापी विद्युत् अवरोधको सामना गर्दै आएको छ ।
अमेरिकाले क्युबाका प्रमुख आपूर्तिकर्तामाथि दबाब दिएर तेल आपूर्ति रोक्न लगाएपछि यस वर्ष ऊर्जा संकट झन गम्भीर बनेको छ । मार्च महिनामा मात्रै एक साताभित्र दुई पटक देशभर विद्युत् अवरुद्ध भएको थियो । क्युबाका राष्ट्रपति मिगेल डियाज–कानेलले सोमबार सामाजिक सञ्जाल एक्समार्फत अमेरिकाले इन्धन आयात रोक्दै क्युबामा घुटनमार्फत सामाजिक विस्फोट गराउने प्रयास गरिरहेको आरोप लगाए ।
ऊर्जा संकटका कारण शिक्षा, यातायात र स्वास्थ्य सेवासहित अत्यावश्यक सार्वजनिक सेवा प्रभावित भएका छन् । अमेरिकाले हालै थप लगाएको प्रतिबन्धले क्युबाको अर्थतन्त्रमा थप दबाब परेको छ भने पर्यटक आगमनमा पनि कमी आएको छ । अमेरिकाले भने आफ्नो आर्थिक प्रतिबन्धको उद्देश्य क्युबाको राजनीतिक प्रणालीलाई खुला बनाउने र प्रत्यक्ष विदेशी लगानीका लागि वातावरण तयार पार्ने रहेको बताउँदै आएको छ ।
गत महिना क्युबाको राष्ट्रिय सभाले अर्थतन्त्र खुला बनाउने उद्देश्यका साथ विभिन्न सुधार प्रस्ताव पारित गरेको थियो । तर क्युबाका वैदेशिक व्यापार मन्त्री ओस्कार पेरेज–ओलिभा फ्रागाले ती सुधार बाह्य दबाबका कारण नभएको स्पष्ट पारेका थिए । अमेरिकी विदेश मन्त्रालयका एक प्रवक्ताले भने ती सुधारलाई ‘ढिलो, सीमित र सतही प्रयास’को संज्ञा दिएका थिए ।
यसैबीच, पछिल्ला केही सातामा अमेरिका र क्युबाका अधिकारीबीच पटक–पटक वार्ता भएको छ । मे महिनामा अमेरिकी केन्द्रीय गुप्तचर एजेन्सी (सीआईए)का निर्देशक जोन र्याट्क्लिफले हवानामा क्युबाका गुप्तचर अधिकारीसँग वार्ता गरेका थिए ।
Havana. On Monday, a nationwide power outage occurred in Cuba. The national power system has completely collapsed amid an energy crisis worsened by US sanctions.
According to Cuba's Energy Ministry, the national power transmission system has been completely destroyed. The agency responsible for operating the power system has announced that it is investigating the cause of the power outage.
The Minister of Energy, Vincent de la O Levy, has informed that efforts are being made to restore power supply. He stated that emergency microsystems have been activated to operate essential services such as hospitals. Due to the country's old power infrastructure being unable to meet increasing demand, Cuba has been facing frequent nationwide power outages in recent years.
The energy crisis has worsened this year after the US pressured Cuba's main suppliers to stop oil imports. In March alone, there were two nationwide power outages within a week. Cuban President Miguel Diaz-Canel accused the US of trying to provoke a social explosion in Cuba by blocking fuel imports.
The energy crisis has affected essential public services, including education, transportation, and healthcare. The recent US sanctions have put additional pressure on Cuba's economy, and there has been a decline in tourist arrivals. The US has stated that the purpose of its economic sanctions is to open up Cuba's political system and create an environment for direct foreign investment.
Last month, Cuba's National Assembly passed various reform proposals aimed at opening up the economy. However, Cuba's Foreign Trade Minister, Oscar Perez-Oliva, clarified that these reforms were not made due to external pressure. A US State Department spokesperson described the reforms as 'slow, limited, and superficial efforts'.
Meanwhile, there have been several rounds of talks between US and Cuban officials in recent weeks. In May, the director of the US Central Intelligence Agency (CIA), John Ratcliffe, met with Cuban intelligence officials in Havana.
