काठमाडौं — सरकारले सामुदायिक विद्यालयका शिक्षकहरूलाई सवारीसाधन खरिद गर्न आकर्षक ब्याज सहुलियत दिने तयारी अघि बढाएको छ । शिक्षा मन्त्रालयले शिक्षकहरूलाई बैंक कर्जाको ब्याजमा राहत दिने व्यवस्थासहित ‘शिक्षा (एघारौँ संशोधन) नियमावली, २०८३’ को मस्यौदा तयार पारी राय तथा सहमतिका लागि अर्थ मन्त्रालयमा पठाएको छ।
प्रस्तावित मस्यौदामा शिक्षकको तह र श्रेणीका आधारमा सवारी कर्जाको सीमा छुट्टाछुट्टै निर्धारण गरिएको छ । जसअन्तर्गत माध्यमिक तह (प्रथम श्रेणी) का शिक्षकले अधिकतम ५० लाख रुपैयाँ र द्वितीय श्रेणीका शिक्षकले ४० लाख रुपैयाँसम्मको गाडी खरिद गर्न सक्नेछन् । यसैगरी, माध्यमिक तहको तृतीय श्रेणीसहित निम्नमाध्यमिक र प्राथमिक तहका सम्पूर्ण शिक्षकका लागि भने दुईपाङ्ग्रे सवारीसाधन (मोटरसाइकल/स्कुटर) किन्न बढीमा चार लाख रुपैयाँसम्मको सीमा प्रस्ताव गरिएको छ।
यो सुविधा लिनका लागि शिक्षकले सवारीसाधनको कुल लागतको २० प्रतिशत रकम भने आफैँले अग्रिम बुझाउनुपर्नेछ। बाँकी रकम बैंकमार्फत वित्तीय व्यवस्थापन हुने र त्यसमा लाग्ने किस्तागत ब्याज सरकारले अनुदानका रूपमा तिरिदिने प्रस्ताव नियमावलीमा समेटिएको छ । यस्तो ब्याज सहुलियत शिक्षकहरू आफ्नो सेवामा बहाल रहुन्जेल मात्र लागू हुनेछ। अर्थ मन्त्रालयबाट सहमति प्राप्त भई मन्त्रिपरिषद्ले अनुमोदन गरेलगत्तै यो व्यवस्था औपचारिक रूपमा कार्यान्वयनमा आउनेछ।
Kathmandu — The government is preparing to offer an attractive interest subsidy on vehicle purchases for public school teachers. The Ministry of Education has drafted the 'Education (Eleventh Amendment) Regulation, 2083,' which includes provisions for interest relief on bank loans, and forwarded it to the Ministry of Finance for its consent.
Under the proposed regulation, vehicle loan limits are categorized based on the teachers' level and rank. First-class secondary level teachers will be eligible to purchase vehicles worth up to Rs 5 million, while second-class secondary teachers can buy vehicles up to Rs 4 million. Similarly, a limit of Rs 400,000 has been set for two-wheelers for third-class secondary teachers, as well as all lower-secondary and primary-level teachers.
To avail of this facility, teachers must make a 20 percent upfront down payment on the total cost of the vehicle. The remaining 80 percent will be financed through banking channels, with the government covering the installment interest as a subsidy. This interest waiver will remain valid only as long as the teacher is in active government service. The provision will officially come into effect once approved by the Finance Ministry and subsequently endorsed by the Cabinet.
