म्याग्दी — जिल्लाको बहुप्रतिक्षित ४० मेगावाट क्षमताको राहुघाट जलविद्युत् आयोजनाको सम्पूर्ण भौतिक संरचना निर्माण र उपकरण जडानको काम पूरा भएको छ। नेपाल सरकार र नेपाल विद्युत् प्राधिकरणको संयुक्त लगानीमा प्राधिकरणकै सहायक कम्पनी 'रघुगङ्गा हाइड्रोपावर' द्वारा प्रवर्द्धित यस आयोजनाले अब विद्युत् उत्पादनको अन्तिम तयारीस्वरूप परीक्षणको काम थालेको छ।
आयोजनाका अनुसार, रघुगङ्गा गाउँपालिका–४ दग्नाम र वडा नं ५ झिँको सिमानामा निर्माण गरिएको बाँध, ६.२७ किलोमिटर लामो मुख्य सुरुङमार्ग र पानी थिग्र्याउने पोखरीको सफल परीक्षण भइसकेको छ। यस्तै, तिल्केनीचौरमा रहेको विद्युत्गृहको निर्माण सकेर त्यहाँ जडान गरिएका उपकरणहरूको समेत परीक्षण अघि बढाइएको छ। यहाँबाट उत्पादित बिजुलीलाई राष्ट्रिय प्रसारण लाइनमा जोड्न विद्युत्गृह परिसरमै बनाइएको स्विचयार्ड भने गत जेठ २५ गतेदेखि नै सञ्चालनमा ल्याइसकिएको छ।
भारतीय एक्जिम बैंकको ६ करोड ७० लाख अमेरिकी डलर सहुलियतपूर्ण ऋण तथा नेपाल सरकार र प्राधिकरणको लगानीमा यो आयोजना 'इपिसी' मोडलमा निर्माण भएको हो। सुरुवाती चरणमा ठेक्का पाएको 'आइभिआरसिएल' कम्पनीले काम गर्न नसकेपछि २०७२ सालमा ठेक्का तोडेर नयाँ प्रक्रियाबाट काम अघि बढाइएको थियो। त्यसपछि सिभिलतर्फको कामका लागि भारतीय कम्पनी जयप्रकाश एसोसियट्स (जेपी) सँग २०७४ सालमा र इलेक्ट्रोमेकानिकलतर्फ भारत हेभी इलेक्ट्रिकल्स लिमिटेड (भेल) सँग २०७६ मा सम्झौता भएको थियो। कोभिड महामारी, बाढीपहिरो जस्ता प्राकृतिक विपद् र निर्माण सामग्री अभावले गर्दा चौथो पटक थपिएको म्यादमा मात्र आयोजनाले पूर्णता पाएको हो।
यस आयोजनाबाट वार्षिक २४ करोड ५ लाख युनिटभन्दा बढी विद्युत् उत्पादन हुने लक्ष्य राखिएको छ, जसको विद्युत् खरिद बिक्री सम्झौता (पीपीए) २०७५ सालमै सम्पन्न भइसकेको छ। यहाँबाट उत्पादन हुने बिजुलीलाई कालीगण्डकी कोरिडोरअन्तर्गतको २२० केभी क्षमताको दाना–कुश्मा प्रसारण लाइनमा 'लिलो' (LILO) प्रविधिमार्फत राष्ट्रिय ग्रिडमा जोडिनेछ। यसका लागि आवश्यक पर्ने ट्रान्समिसन टावर र लाइन निर्माणको काम पनि पूर्ण रूपमा सम्पन्न भइसकेको छ।
MYAGDI — The physical construction and equipment installation of the highly anticipated 40-megawatt Rahughat Hydroelectric Project in Myagdi district have officially been completed. Promoted by Raghuganga Hydropower, a subsidiary of the Nepal Electricity Authority (NEA), the project has now entered its final testing phase before commencing commercial power generation.
According to project officials, the structural testing of the dam—located at the border of Dagnam and Jhi in Raghuganga Rural Municipality—along with the 6.27-kilometer main tunnel and desilting basins, has been successfully concluded. Currently, the electro-mechanical equipment installed at the Tilkenichaur powerhouse is undergoing rigorous testing. Additionally, the switchyard built within the powerhouse premises to evacuate the generated electricity has been operational since early June.
Constructed under the Engineering, Procurement, and Construction (EPC) model, the project is jointly funded by the Government of Nepal, the NEA, and a USD 67 million concessional loan from the EXIM Bank of India. The project faced significant hurdles in its early stages, leading to the termination of the initial contractor, IVRCL, in 2015 due to poor financial performance. Subsequently, the civil works were awarded to the Indian firm Jaiprakash Associates (JP) in 2017, and the electro-mechanical contract was handed to Bharat Heavy Electricals Limited (BHEL) in 2019. Despite multiple delays caused by the COVID-19 pandemic, natural disasters, and material shortages, the project was finally completed within its fourth extended deadline.
Once fully operational, the Rahughat project is projected to generate over 240.59 million units of electricity annually, as per the Power Purchase Agreement (PPA) signed in early 2019. The generated power will be fed into the national grid via the 220 kV double-circuit Dana-Kushma transmission line under the Kaligandaki corridor using the LILO (Line In Line Out) system. The four necessary transmission towers and connecting lines for this integration have already been fully erected.
