१२ वर्षमा कृषि, बाली तथा पशुपन्छी बीमामा ६ अर्ब ३० करोड अनुदान वितरणGovernment Disburses NPR 6.30 Billion in Agricultural and Livestock Insurance Subsidies Over 12 Years
काठमाडौं । कृषि तथा पशुपन्छी विकास मन्त्रालय ले विगत १२ वर्षको अवधिमा कृषि, बाली तथा पशुपन्छी बीमाबापत कुल ६ अर्ब ३० करोड रुपैयाँ अनुदान वितरण गरेको जनाएको छ। मन्त्रालयका अनुसार कृषि बीमातर्फ ४६ करोड ४८ लाख ९१ हजार रुपैयाँ र बाली तथा पशुपन्छी बीमातर्फ ५ अर्ब ८४ करोड २३ लाख रुपैयाँ अनुदान उपलब्ध गराइएको हो। सोही अवधिमा बीमा कम्पनीहरूले १ खर्ब ८५ अर्ब ३० करोड ७७ लाख रुपैयाँ बराबरको बीमा गर्दै ८ अर्ब १९ करोड ३२ लाख रुपैयाँ बीमाशुल्क संकलन गरेका छन् भने ७ अर्ब २८ करोड ५६ लाख रुपैयाँ दाबी भुक्तानी गरेका छन्।
मन्त्रालयले हालै जारी गरेको ‘बाली तथा पशुधन बीमाको प्रिमियममा अनुदान उपलब्ध गराउने कार्यविधि, २०८१’ अनुसार ५० लाख रुपैयाँसम्मको बीमांक रकममा ८० प्रतिशत, ५० लाखदेखि १ करोड रुपैयाँसम्ममा ६५ प्रतिशत र १ करोड रुपैयाँभन्दा माथिको बीमांकमा ५० प्रतिशत अनुदान दिने व्यवस्था गरिएको छ। उक्त व्यवस्था २०८१ कात्तिक १ गतेदेखि लागू भएको हो। अनुदान वितरण तथा कार्यक्रम कार्यान्वयनको अनुगमनका लागि मन्त्रालयका सचिवको अध्यक्षतामा बहुपक्षीय समिति गठन गरिएको छ, जसमा नेपाल बीमा प्राधिकरण र नेपाल बीमक संघ का प्रतिनिधिसमेत सहभागी रहने व्यवस्था छ।
नेपालमा कृषि बीमाको औपचारिक सुरुवात २०६९ माघदेखि भएको हो। नेपाल बीमा प्राधिकरण (तत्कालीन बीमा समिति) ले ‘बाली तथा पशुपन्छी बीमा निर्देशन, २०६९’ जारी गरेपछि सबै निर्जीवन बीमा कम्पनीमार्फत कृषि बीमा कार्यक्रम सञ्चालनमा आएको थियो। सुरुवाती वर्षहरूमा अपेक्षित प्रगति नभएपछि सरकारले २०७०/७१ देखि बीमाशुल्कमा ५० प्रतिशत अनुदान सुरु गरेको र पछि बढाएर ७५ प्रतिशतसम्म पुर्याएको थियो। पछिल्ला वर्षहरूमा अनुदान दर तथा नीतिगत सुधारसँगै कृषि बीमा कार्यक्रम क्रमशः विस्तार हुँदै गएको मन्त्रालयले जनाएको छ।
Kathmandu: The Ministry of Agriculture and Livestock Development has distributed a total of NPR 6.30 billion in subsidies for agricultural, crop, and livestock insurance over the past 12 years. Of the total amount, NPR 464.89 million was provided under agricultural insurance, while NPR 5.84 billion was allocated for crop and livestock insurance. During the same period, insurance companies underwrote policies worth NPR 185.30 billion, collected NPR 8.19 billion in premiums, and settled claims amounting to NPR 7.28 billion.
Under the newly issued “Procedure for Providing Subsidy on Crop and Livestock Insurance Premium, 2081,” the government provides up to 80 percent subsidy for insured amounts up to NPR 5 million, 65 percent for amounts between NPR 5 million and NPR 10 million, and 50 percent for insured amounts above NPR 10 million. The provision has been effective since Kartik 1, 2081 (mid-October 2024). A high-level committee led by the Ministry Secretary has been formed to oversee the implementation, with representation from the Nepal Insurance Authority and the Nepal Insurers' Association.
Agricultural insurance in Nepal was formally launched in Magh 2069 (2013) after the regulator issued the “Crop and Livestock Insurance Directive, 2069.” Initially, progress was slow, prompting the government to introduce a 50 percent premium subsidy in FY 2070/71, which was later increased to 75 percent. With enhanced policy support and subsidy reforms in recent years, the agricultural insurance program has gradually expanded across the country.
