मौद्रिक नीतिमा पुँजी बजार सुधारका ५ सुझाव, शेयर धितो कर्जाको सीमा पुनरावलोकन गर्न मागInvestor Association Urges Nepal Rastra Bank to Include Capital Market Reforms in Upcoming Monetary Policy

काठमाडौं । नेपाल पूँजीबजार लगानीकर्ता संघले आगामी मौद्रिक नीति २०८३/८४ मा पुँजी बजार सुधारका विषयलाई प्राथमिकताका साथ समावेश गर्न नेपाल राष्ट्र बैंकसमक्ष सुझाव पेश गरेको छ। संघले पुँजी बजारलाई अर्थतन्त्रको प्राथमिक क्षेत्रका रूपमा नीतिगत मान्यता दिनुपर्ने माग गरेको छ।

संघका अध्यक्ष एस.पी. चौलागाईंले हस्ताक्षर गरेको पत्रमा बैंकिङ प्रणालीमा तरलता सुधार हुँदै गएको, ब्याजदर क्रमशः घट्दो प्रवृत्तिमा रहेको र निजी क्षेत्रको लगानी विस्तार गर्नुपर्ने आवश्यकता बढेको उल्लेख गरिएको छ। यस्तो अवस्थामा मौद्रिक नीति मुद्रास्फीति नियन्त्रणमा मात्र सीमित नभई उत्पादन, रोजगारी, निजी लगानी र पुँजी बजारबीच सन्तुलित समन्वय कायम गर्ने दिशामा केन्द्रित हुनुपर्ने संघको भनाइ छ।

संघले पुँजी बजारलाई सीमित समूहको कारोबार गर्ने स्थानका रूपमा मात्र नहेरी लाखौँ नागरिकको बचतलाई दीर्घकालीन समृद्धिमा उपयोग गर्ने रणनीतिक वित्तीय पूर्वाधारका रूपमा बुझ्नुपर्ने जनाएको छ। उद्योग, ऊर्जा, पूर्वाधार, पर्यटन, बैंकिङ, बीमा तथा उत्पादनशील क्षेत्रमा पुँजी परिचालन गर्न पुँजी बजारको भूमिका महत्वपूर्ण हुने संघको तर्क छ।

पत्रमा शेयर धितो कर्जासम्बन्धी विद्यमान सीमा पुनरावलोकन गर्न माग गरिएको छ। संघले १८० दिनको वेटेड एभरेज मूल्यको ७० प्रतिशत रहेको व्यवस्थालाई ८० प्रतिशत बनाउन सुझाव दिएको छ। साथै, गुणस्तरीय सूचीकृत कम्पनीहरूको शेयर धितोमा जोखिम–आधारित प्रणाली अपनाई स्वस्थ लगानीलाई प्रोत्साहन गर्नुपर्ने संघको माग छ।

त्यस्तै, बैंक तथा वित्तीय संस्था, बीमा कम्पनी, म्युचुअल फन्ड, पेन्सन फन्ड तथा अन्य संस्थागत लगानीकर्तालाई नियामकीय सीमाभित्र रही पुँजी बजारमा दीर्घकालीन लगानी विस्तार गर्न सहजीकरण गर्नुपर्ने सुझाव पनि संघले दिएको छ। बैंक तथा वित्तीय संस्थालाई दोस्रो बजारमा लगानीका लागि थप स्वतन्त्रता दिनुपर्ने र कोर क्यापिटलको ३० प्रतिशत सिलिङ वृद्धि गर्नुपर्ने माग गरिएको छ।

संघले सूचीकृत वित्तीय संस्थामाथि लगाइएका अव्यावहारिक बन्देजहरूको पुनरावलोकन गर्न पनि आग्रह गरेको छ। बोनस शेयर, हकप्रद शेयर तथा पुँजी वृद्धि सम्बन्धी विषयमा अनावश्यक अवरोध हटाई कम्पनीहरूलाई सहज व्यावसायिक विस्तारको वातावरण बनाउनुपर्ने संघको भनाइ छ।

गैरआवासीय नेपालीलाई पुँजी बजारमा सहज प्रवेश गराउन पनि संघले सुझाव दिएको छ। विदेशमा रहेका नेपालीहरूको वित्तीय क्षमता र अन्तर्राष्ट्रिय पहुँच रहे पनि स्पष्ट कानुनी व्यवस्था, सहज बैंकिङ प्रणाली, लगानी फिर्ताको सुनिश्चितता र कर सहजीकरणको अभावका कारण उनीहरूको लगानी अपेक्षित रूपमा भित्रिन नसकेको पत्रमा उल्लेख छ। संघले एनआरएनका लागि अनलाइन केवाईसी, डिम्याट तथा ब्रोकर पहुँच, लाभांश तथा पुँजी फिर्तासम्बन्धी स्पष्ट नीतिगत व्यवस्था गर्न माग गरेको छ।

आगामी मौद्रिक नीति स्थायित्व, उत्पादन, लगानी, नवप्रवर्तन र पुँजी बजारबीच सन्तुलन कायम गर्ने ऐतिहासिक नीति बन्नुपर्ने भन्दै संघले आफ्ना सुझावलाई प्राथमिकताका साथ समावेश गर्न राष्ट्र बैंकलाई अनुरोध गरेको छ।

Kathmandu. The Nepal Pujibazar Laganikarta Sang has submitted policy suggestions to Nepal Rastra Bank, urging it to prioritize capital market reforms in the upcoming Monetary Policy for fiscal year 2083/84.

In a letter signed by the association’s president, S.P. Chaulagain, the association stated that Nepal’s monetary and financial stability should be maintained while also supporting a balanced, competitive and growth-oriented economy. It noted that the banking system is seeing improved liquidity, interest rates are gradually declining, and there is a growing need to expand private-sector investment.

The association said the upcoming monetary policy should not be limited only to inflation control. Instead, it should also focus on maintaining balance among production, employment, private investment and the capital market.

According to the association, Nepal’s capital market should not be viewed merely as a place for share trading by limited groups. It should be understood as a strategic financial infrastructure that mobilizes the savings of millions of citizens for long-term national prosperity. The association stated that the capital market can help channel funds into sectors such as industry, energy, infrastructure, tourism, banking, insurance and production.

The association has requested a review of the existing limit on share-collateral loans. It suggested increasing the current limit from 70 percent of the 180-day weighted average price to 80 percent. It also recommended adopting a risk-based system for loans against shares of fundamentally strong listed companies in order to encourage healthy investment.

The association also called for banks, financial institutions, insurance companies, mutual funds, pension funds and other institutional investors to be encouraged to expand long-term investment in the capital market within regulatory limits. It further suggested giving banks and financial institutions more flexibility to invest in the secondary market and increasing the current ceiling based on core capital.

The letter also urged Nepal Rastra Bank to review what it described as impractical restrictions imposed on listed financial institutions. The association said issues related to bonus shares, rights shares and capital expansion should be made more practical so that companies facing capital pressure can move forward with business expansion.

The association also emphasized the need to create a fully investment-friendly environment for Non-Resident Nepalis. It said many NRNs have financial capacity, experience and international access, but their investment in Nepal’s capital market has remained limited due to unclear legal provisions, banking difficulties, uncertainty over investment repatriation and tax-related complications. The association suggested clear policy arrangements for online KYC, Demat and broker access, dividend repatriation and capital return.

The association requested Nepal Rastra Bank to include these suggestions with priority and make the upcoming monetary policy a historic policy that balances stability, production, investment, innovation and the capital market.
