नेपाल धितोपत्र बोर्ड (SEBON) ले पूँजी बजारमा मार्जिन लेण्डिङ, धितोपत्र उधारो तथा सापटी (SLB) र शर्ट सेलिङ सम्बन्धी अवधारणापत्र सार्वजनिक गरेको छ।
सरोकारवालाहरूको राय-सुझाव संकलन गर्ने उद्देश्यले तयार पारिएको यो परामर्शपत्र बोर्डको वेबसाइटमा उपलब्ध छ। सरकारको आगामी बजेटमा घोषणा भएका इन्ट्राडे ट्रेडिङ र डेरिभेटिभ जस्ता आधुनिक उपकरण चरणबद्ध रूपमा लागू गर्ने क्रममा यो कदम चालिएको हो।
अवधारणापत्रमा NEPSE, CDSC, धितोपत्र दलाल र बैंकलगायत संस्थाहरूको भूमिका निर्धारण गरिएको छ। कानुनी सुधार, प्रविधि आधुनिकीकरण र जोखिम व्यवस्थापनका विषयलाई पनि समेटिएको छ।

Nepal's Securities Board (SEBON) has released a consultation paper on Margin Lending, Securities Lending and Borrowing (SLB), and Short Selling — marking a significant step toward modernizing the country's capital market.
The paper seeks feedback from stakeholders including brokers, banks, NEPSE, and CDSC. It also outlines the roles of each institution and addresses legal reforms, technology upgrades, and risk management frameworks.
This move aligns with the government's budget announcement to gradually introduce modern trading tools such as intraday trading, short selling, and derivatives in the Nepalese market.
Based on the responses received, SEBON plans to draft formal regulations governing Margin Lending, SLB, and Covered Short Selling. Interested individuals and institutions can submit their suggestions to [email protected].
SEBON believes these instruments will improve market liquidity, bring stability, and attract greater long-term private investment into Nepal's capital market.
