अमेरिकी कंग्रेसको तल्लो सदन प्रतिनिधिसभाले राष्ट्रपति डोनाल्ड ट्रम्पलाई इरानविरुद्धको सैन्य कारबाही अन्त्य गर्न निर्देश दिने प्रस्ताव पारित गरेको छ । बुधबार भएको मतदानमा प्रस्तावका पक्षमा २१५ र विपक्षमा २०८ मत परेको बीबीसीलगायत अन्तर्राष्ट्रिय सञ्चारमाध्यमले जनाएका छन् । युद्ध सुरु भएयता कंग्रेसको कुनै पनि सदनबाट यस्तो प्रस्ताव अन्तिम मतदानमा पारित भएको यो पहिलो पटक हो ।
प्रस्ताव पारित गराउन चार रिपब्लिकन सांसद — थोमस म्यासी, ब्रायन फिट्जप्याट्रिक, टम ब्यारेट र वारेन डेभिडसन — सबै डेमोक्र्याटसँग मिलेर मतदानमा सहभागी भएका थिए । ट्रम्पको युद्धशक्ति नियन्त्रण गर्ने प्रतिनिधिसभाको यो चौथो प्रयास थियो, अघिल्ला तीन प्रयास असफल भएका थिए । युद्धका विषयमा कंग्रेसभित्रै यसरी खुला असहमति प्रकट हुनु अमेरिकी राजनीतिमा विरलै देखिने दृश्य मानिन्छ ।
अमेरिकाले यसै वर्षको फेब्रुअरीमा इरानविरुद्ध युद्ध सुरु गरेको थियो । राष्ट्रपति ट्रम्पले कंग्रेसको स्वीकृतिबिनै युद्ध छेडेको आलोचकहरूको आरोप छ ।
प्रस्ताव अब रिपब्लिकनकै नियन्त्रण रहेको सिनेटमा जानेछ । सिनेटले गत मेमा यस्तै प्रस्ताव अघि बढाएको थियो — त्यो पनि सातवटा असफल प्रयासपछि — तर पूर्ण सदनबाट त्यसमाथि मतदान भने अझै भएको छैन ।
दुवै सदनबाट पारित भए पनि प्रस्तावले इरानविरुद्धको सैन्य कारबाहीलाई पूर्ण रूपमा रोक्ने सम्भावना भने कम छ । ट्रम्पले प्रस्तावमाथि भिटो प्रयोग गर्न सक्छन् र त्यसलाई उल्ट्याउन दुवै सदनमा दुई तिहाइ बहुमत आवश्यक पर्छ — जुन अहिले कुनै पनि पक्षसँग छैन । सभामुख माइक जोन्सनले भने यस्तो प्रस्तावले इरानसँगको वार्तामा राष्ट्रपतिको हात कमजोर बनाउने भन्दै यसको विरोध गरेका थिए ।
The lower chamber of the US Congress has passed a resolution directing President Donald Trump to end military action against Iran. The measure cleared the House of Representatives on Wednesday by a vote of 215 to 208, international media including the BBC reported — the first time such a resolution has passed either chamber on a final vote since the war began.
Four Republican lawmakers — Thomas Massie, Brian Fitzpatrick, Tom Barrett and Warren Davidson — joined all Democrats to push the measure through. It was the House's fourth attempt to rein in Trump's war powers, after three earlier efforts failed. Such an open display of congressional dissent over a war is considered rare in American politics.
The United States launched its war against Iran in February this year. Critics charge that Trump took the country into the conflict without congressional approval.
The resolution now heads to the Republican-controlled Senate. The upper chamber advanced a similar measure in May — itself coming after seven failed attempts — but the full Senate has yet to vote on it.
Even if both chambers approve the resolution, it is unlikely to halt military action against Iran altogether. Trump can veto the measure, and overriding a veto would require a two-thirds majority in both houses — numbers neither side currently commands. House Speaker Mike Johnson opposed the resolution, arguing it would weaken the president's hand in negotiations with Iran.
