पुँजी बजार सुधारका लागि धितोपत्र बोर्ड, नेप्से र सीडीएसले के–के दिए सुझाव ?What are the suggestions made by the SEBON , NEPSE and CDS for capital market reform?
२०८१–८२ को बजेट जेठ १५ गते संसदमा प्रस्तुत गर्दैछ। अहिले अर्थ मन्त्रालयमा बजेट लेखनको काम भइरहेको छ। सरकारले गएको मंगलबार आगामी आर्थिक वर्षको नीति तथा कार्यक्रम संसदमा प्रस्तुत गरिसकेको छ।
राष्ट्रपति रामचन्द्र पौडेलले संघीय संसद्का दुवै सदनको बैठकमा नीति तथा कार्यक्रम प्रस्तुत गरेका थिए। यसै आधारमा जेठ १५ गते बजेट संसदमा पेश गरिनेछ।
अहिले अर्थ मन्त्रालयले विभिन्न सरोकारवाला निकायहरुबाट सुझावहरु संकलन गरिरहेको छ। पुँजी बजारका नियामक निकायहरुले पनि बजेटका लागि आफ्ना सुझावहरु दिएका छन्।
विगतका वर्षहरुमा पुँजी बजारका थोरै मात्र सुझावहरु बजेटमा समावेश हुँदै आएका छन्। कतिपय प्राथमिकतामा परेका विषयहरु लामो समयसम्म कार्यान्वयनमा आउन सकेका छैनन्।
नेपाल धितोपत्र बोर्डले पुँजी बजारको विकास र विस्तारका लागि सुझाव दिएको छ। बोर्डले स्टक एक्सचेन्ज र सीडीएससीको पुनर्संरचना गर्न सुझाव दिएको छ।
सीडीएससीले पुँजीगत लाभकर अन्तिम कर कायम गर्न र मर्जर प्रक्रियापछि कर छुट कायम गर्न सुझाव दिएको छ। नेप्सेले आफ्नो पुनर्संरचना र आइपीओ जारी गर्न सुझाव दिएको छ।
The government is set to present the budget for the fiscal year 2081-82 in parliament on Jestha 15. Currently, the Ministry of Finance is working on drafting the budget. Last Tuesday, the government presented the policy and program for the upcoming fiscal year in parliament.
President Ram Chandra Paudel presented the policy and program in a joint session of both houses of the federal parliament. Based on this, the budget will be presented in parliament on Jestha 15.
The Ministry of Finance is gathering suggestions from various stakeholders. Regulatory bodies of the capital market have also provided their suggestions for the budget.
In past years, only a few suggestions from the capital market were included in the budget. Some prioritized issues have not been implemented for a long time.
The Nepal Securities Board has provided suggestions for the development and expansion of the capital market. The board has suggested restructuring the Stock Exchange and CDSC.
CDSC has suggested making capital gains tax the final tax and maintaining tax exemptions after merger processes. NEPSE has suggested its own restructuring and issuance of IPOs.
