आगामी वर्षको बजेट: पाँच उद्देश्य, पाँच प्राथमिकता र पाँच रणनीतिBudget for the Upcoming Year: Five Objectives, Five Priorities, and Five Strategies
सरकारले अर्थतन्त्रको संरचनागत सुधारका लागि उच्चस्तरीय आर्थिक सुधार सुझाव कार्यदल गठन गर्ने घोषणा गरेको छ। अर्थमन्त्री वर्षमान पुनले मंगलबार संघीय संसदका दुवै सदनको बैठकमा आगामी आर्थिक वर्ष २०८१/८२ को बजेट प्रस्तुत गर्दै बजेटका पाँच उद्देश्य, पाँच प्राथमिकता र आर्थिक सुधारका पाँच रणनीति तथा पाँच रूपान्तरणकारी क्षेत्रका कार्यक्रम अघि सारेको बताए।
बजेटका पाँच उद्देश्यमा उत्पादन, उत्पादकत्व र रोजगारी वृद्धि, निजी क्षेत्रको मनोबल बढाउँदै लगानी वृद्धि र आर्थिक क्रियाकलापमा तीव्रता ल्याउनु, मानव संशोधन विकास गर्नु, स्रोत र साधन सन्तुलित र समन्यायिक ढङ्गले परिचालन गरी आर्थिक असमानता र गरिबी न्यूनीकरण गर्नु र सार्वजनिक सेवा प्रवाहलाई प्रभावकारी बनाउनु रहेका छन्।
बजेटका पाँच प्राथमिकतामा आर्थिक सुधार र निजी क्षेत्रको प्रवर्द्धन, कृषि ऊर्जा सूचना प्रविधिजस्ता औद्योगिक पूर्वाधार निर्माण, शिक्षा स्वास्थ्य लगायत सामाजिक क्षेत्रको विकास, समावेशिता र सामाजिक सुरक्षा र सुशासन प्रवर्द्धन तथा सार्वजनिक सेवा प्रवर्द्धनमा सुधार छन्।
त्यस्तै आर्थिक सुधारका पाँच रणनीतिमा संरचनागत सुधार, व्यवसायिक वातावरणमा सुधार, सार्वजनिक वित्त प्रणालीमा सुधार, वित्तीय क्षेत्र सुधार र सार्वजनिक प्रशासनमा सुधार रहेका छन्।
अर्थतन्त्रको संरचनागत सुधारका लागि सुझाव दिन एक उच्चस्तरीय आर्थिक सुधार सुझाव कार्यदल गठन गरिने अर्थमन्त्री पुनले बताए। बजेट वक्तव्यमा व्यावसायिक वातावरण सुधारका लागि नीति निर्माण, ‘कन्ट्री रेटिङ’, दोहोरो करमुक्ति सम्झौता लगायत व्यवस्था गरिने उल्लेख छ।
यी पहलहरूले आर्थिक विकासलाई तीव्र पार्दै समग्र आर्थिक परिदृश्यलाई सुधार गर्ने लक्ष्य राखेका छन्।
Kathmandu, The government has announced the formation of a high-level Economic Reform Advisory Taskforce to bring structural improvements to the economy. Finance Minister Barshaman Pun presented the budget for the upcoming fiscal year 2081/82 to both houses of the Federal Parliament on Tuesday, outlining five objectives, five priorities, five economic reform strategies, and programs for five transformative sectors.
The five objectives of the budget include increasing production, productivity, and employment; boosting private sector confidence and investment; accelerating economic activities; developing human resources; reducing economic inequality and poverty through balanced and equitable resource allocation; and enhancing the effectiveness of public service delivery.
The five priorities outlined in the budget are economic reform and private sector promotion; the development of industrial infrastructure such as agriculture, energy, and information technology; the development of social sectors like education and health; promoting inclusivity and social security; and improving governance and public service delivery.
The five strategies for economic reform include structural reform, improving the business environment, reforming the public finance system, enhancing the financial sector, and reforming public administration.
To facilitate these structural reforms, a high-level Economic Reform Advisory Taskforce will be established, as mentioned by Finance Minister Pun. The budget statement also highlights the creation of policies for improving the business environment, country ratings, and double taxation agreements.
These initiatives are aimed at fostering a more resilient and dynamic economy, ensuring sustainable development, and improving the overall economic landscape of Nepal.
