नेपाल सरकार र साउदी अरेबिया सरकार बीच श्रमिक भर्तीसम्बन्धी द्विपक्षीय श्रम सम्झौतामा हस्ताक्षर भएको छ। नेपालका श्रम, रोजगार तथा सामाजिक सुरक्षा मन्त्री माननीय राजेन्द्र सिंह भण्डारी र साउदी अरेबियाका मानव संसाधन तथा सामाजिक विकास मन्त्री अहमद बिन सुलैमान अल–राज्हीले रियादमा आयोजित एक औपचारिक समारोहमा सम्झौतामा हस्ताक्षर गरेका हुन्।

यस सम्झौतासँगै नेपालले अबसम्म १३ वटा मुलुकसँग द्विपक्षीय श्रम सम्झौतामा हस्ताक्षर गरेको छ। साउदी अरेबियासँगको यो सम्झौताले नेपाली श्रमिकहरूको वैधानिक रोजगारको सुनिश्चितता, पारदर्शी भर्ती प्रक्रिया र श्रमिक र रोजगारदाताका हकहितको संरक्षण गर्ने उद्देश्य राखेको छ।

सम्झौतापछि दुवै मन्त्रीले श्रम सहकार्यलाई थप मजबुत बनाउन र नेपाल–साउदी अरेबिया द्विपक्षीय सम्बन्धलाई नयाँ उचाइमा पुर्याउने विश्वास व्यक्त गरेका छन्। हस्ताक्षर समारोहपछि दुवै पक्षबीच द्विपक्षीय वार्ता पनि सम्पन्न भएको थियो।

साउदी अरेबिया नेपाली वैदेशिक रोजगारीका प्रमुख गन्तव्य मुलुकहरूमध्ये एक हो। यस सम्झौताले साउदी अरेबियामा कार्यरत नेपाली श्रमिकहरूको सुरक्षा, अधिकार र कल्याण सुनिश्चित गर्न महत्वपूर्ण योगदान पुर्याउने अपेक्षा गरिएको छ।

वैदेशिक रोजगार विभागका अनुसार आर्थिक वर्ष २०८१/८२ मा साउदी अरेबिया जानका लागि १ लाख ५२ हजार ५५७ जनाले श्रम स्वीकृति लिएका छन्। यस्तै, २०८०/८१ मा १ लाख ४१ हजार ५०२ र २०७९/८० मा ४६ हजार ९६० जनाले श्रम स्वीकृति प्राप्त गरेका थिए।

नेपालले वैदेशिक रोजगारीलाई सुरक्षित, व्यवस्थित र मर्यादित बनाउन विभिन्न गन्तव्य मुलुकसँग द्विपक्षीय श्रम सम्झौतासहित समझदारीपत्र गर्दै आएको छ। नेपालले पहिलोपटक सन् २००५ मा कतारसँग द्विपक्षीय श्रम सम्झौता गरेको थियो। त्यसपछि अन्य गन्तव्य मुलुकहरूसँग पनि विभिन्न श्रम सम्झौताहरू र समझदारीपत्रहरू सम्पन्न गरेको छ।

हालैका वर्षहरूमा नेपालले नयाँ श्रम गन्तव्य विस्तार गर्न सफल भएको छ। विशेषगरी, सन् २०२२ मा संयुक्त अधिराज्यसँग स्वास्थ्य क्षेत्रमा श्रमिक पठाउने सम्झौता र सन् २०२३ मा रोमानियासँग श्रमिक भर्तीसम्बन्धी समझदारी र जर्मनीसँग दक्ष श्रमिक आदान–प्रदानका लागि सहकार्यसम्बन्धी संयुक्त घोषणा भएको छ।

यो नयाँ द्विपक्षीय श्रम सम्झौताले नेपाली श्रमिकहरूको लागि साउदी अरेबिया जाने प्रक्रिया अझै सहज र सुरक्षित बनाउन महत्त्वपूर्ण भूमिका खेल्नेछ।

The governments of Nepal and Saudi Arabia have signed a bilateral labor agreement regarding worker recruitment. Nepal's Minister for Labor, Employment, and Social Security, Hon. Rameshwar Singh Bhandari, and Saudi Arabia’s Minister for Human Resources and Social Development, Ahmed bin Suleiman Al-Rajhi, signed the agreement at an official ceremony held in Riyadh.

With this agreement, Nepal has now signed bilateral labor agreements with 13 countries. The agreement aims to ensure a legal, transparent, and ethical recruitment process for Nepali workers going to Saudi Arabia, while also protecting the rights and welfare of both workers and employers.

After the signing ceremony, both ministers expressed confidence that this agreement would strengthen labor cooperation and elevate Nepal-Saudi Arabia bilateral relations to new heights. A bilateral discussion also took place following the signing.

Saudi Arabia is one of the key destinations for Nepali foreign workers. This agreement is expected to significantly contribute to ensuring the security, rights, and welfare of Nepali workers already in Saudi Arabia and those who will be going in the future.

According to the Department of Foreign Employment, 152,557 individuals obtained labor approvals to go to Saudi Arabia in the fiscal year 2081/82. In the fiscal year 2080/81, 141,502 individuals received labor approvals, and in the fiscal year 2079/80, 46,960 individuals obtained approval.

Nepal has been working to make foreign employment safe, organized, and dignified by signing bilateral labor agreements and memorandums of understanding with various destination countries. Nepal first signed a bilateral labor agreement with Qatar in 2005. Following that, agreements with the United Arab Emirates in 2007 and with South Korea in 2007 (under the Employment Permit System) were signed. The agreements with Bahrain (2008) and Japan (2009) have also been renewed.

In recent years, Nepal has successfully expanded its foreign labor destinations. Notably, in 2022, Nepal signed an agreement with the United Kingdom to send workers in the healthcare sector and, in 2023, signed labor recruitment agreements with Romania and a joint declaration with Germany for skilled worker exchange and cooperation.

This new bilateral labor agreement will play a crucial role in making the process for Nepali workers going to Saudi Arabia easier and safer.
