राष्ट्रिय सहकारी नियमन प्राधिकरणले बचत तथा ऋणमुखी सहकारीहरूको दर्ता अभिलेखीकरणका लागि आधुनिक अनलाइन सफ्टवेयर प्रणाली सुरु गरेको छ। प्राधिकरणले बुधबार आयोजित सार्वजनिक समारोहमार्फत सहकारीका सञ्चालक वा व्यवस्थापन प्रतिनिधि भौतिक रूपमा हाजिर हुनुपर्ने आवश्यकता हटाउँदै स्वचालित डिजिटल प्रक्रियाबाट दर्ता अभिलेख अद्यावधिक हुने प्रणालीको आधिकारिक सुरुवात गरेको हो।
यस प्रणालीमार्फत अब सहकारीहरूले आवश्यक विवरण तथा अभिलेखहरू अनलाइनमार्फत नै पेश गर्न सक्ने छन्, जसले दर्ता प्रक्रिया सहज, छरितो र पारदर्शी हुने प्राधिकरणले बताएको छ। डिजिटल अभिलेखीकरणले सहकारी क्षेत्रको सुबिधाजनक निगरानी, बेहतर तथ्याङ्क व्यवस्थापन र अनुगमन–सुपरिवेक्षणको कार्यक्षमता बढाउने अपेक्षा गरिएको छ।
बचत तथा ऋणमुखी सहकारीहरूको नियमन, सुपरिवेक्षण र अनुगमन प्रभावकारी बनाउने उद्देश्यले सरकारले २०७८ माघ १४ गते राष्ट्रिय सहकारी नियमन प्राधिकरण गठन गरेको थियो। गठनपश्चात् प्राधिकरणले सहकारी क्षेत्रको पारदर्शिता, वित्तीय अनुशासन र सुशासन प्रवर्द्धनका लागि विभिन्न सुधारात्मक तथा डिजिटल पहल गर्दै आएको छ।
प्राधिकरणका अनुसार अनलाइन अभिलेखीकरण प्रणालीले सहकारीको वास्तविक अवस्था पहिचान गर्न मद्दत गर्नेछ भने कारोबार संरचना, सदस्य विवरण, वित्तीय स्थिति तथा जोखिम संकेतहरूलाई रियल–टाइममा अवलोकन गर्न सकिने वातावरण तयार हुनेछ।
नयाँ प्रणाली लागू भएपछि सहकारी दर्ता प्रक्रियामा हुने ढिलाइ, कागजी झन्झट र अनावश्यक आवत–जावत समाप्त हुने, साथै सम्पूर्ण सहकारी फाइलिङ केन्द्रिय डाटाबेसमा सुरक्षित रूपमा व्यवस्थापन हुने प्राधिकरणले जनाएको छ।
The National Cooperative Regulatory Authority (NCRA) has officially launched a new online software system designed for the registration and digital record-keeping of cooperatives engaged primarily in savings and credit activities. The system was unveiled on Wednesday during a public event, marking a major shift toward automated and paperless cooperative administration in Nepal.
With the introduction of this new digital platform, cooperatives will no longer be required to present their directors or management representatives physically at the authority’s office for registration or record updates. Instead, all documentation and registration processes can now be completed fully online, making the procedure faster, more transparent and more efficient.
The government established the National Cooperative Regulatory Authority on 30 January 2025 (14 Magh 2081) to ensure effective regulation, supervision and monitoring of savings- and credit-focused cooperatives across the country. The formation of the authority followed increasing concerns about mismanagement, financial irregularities and governance challenges in the cooperative sector.
According to the NCRA, the new software-based system will enhance the country’s ability to maintain accurate and centralized cooperative records. It will also allow regulators to monitor key financial indicators, operational status, membership data and risk factors in real time, strengthening oversight capabilities.
The digital system is expected to reduce delays, eliminate paperwork, minimize repeated physical visits and improve overall service delivery for cooperatives nationwide. By shifting to an integrated central database, the authority aims to promote greater transparency, accountability and financial discipline within the cooperative sector.
Officials noted that the reform aligns with the government’s broader digital governance agenda, aimed at modernizing regulatory institutions and increasing trust in Nepal’s cooperative ecosystem.
