काठमाडौं । पछिल्ला दिनमा बैंकिङ प्रणालीमा अत्यधिक तरलता रहँदा सरकारी ऋणपत्र (ट्रेजरी बिल) खरिदमा अभूतपूर्व प्रतिस्पर्धा देखिएको छ। माग भन्दा कैयौँ गुणा बढी आवेदन परेपछि डिस्काउन्ट रेट २ प्रतिशतभन्दा तल झरेको छ।
गत भदौ २३ गते बोलकबोल भएको ९१ दिने ट्रेजरी बिलमा डिस्काउन्ट रेट १.९९ प्रतिशत कायम भएको थियो। सो ८ अर्ब ५० करोड बराबरको बिल खरिदका लागि ६३ अर्ब ६० करोड बराबरको आवेदन परेको थियो, जसले प्रतिस्पर्धा झनै तीव्र भएको प्रमाणित गर्यो।
यसैक्रममा सार्वजनिक ऋण व्यवस्थापन कार्यालयले आज (असोज ५ सोमबार) साढे १९ अर्ब ४९ करोड २० लाख रुपैयाँ बराबरको ट्रेजरी बिल नविकरणका लागि बोलकबोल गर्ने भएको छ। यसमा २८ दिन अवधिको ५ अर्ब र ९१ दिन अवधिको १४ अर्ब ४९ करोड २० लाख बराबरको बिल जारी हुनेछ। बोलकबोल आइतबार बिहान १० बजेदेखि दिउँसो ३ बजेसम्म अनलाइनमार्फत हुने र निष्काशन भने असोज ७ गते मंगलबार हुने कार्यालयले जनाएको छ।
हाल सबै प्रकारका ट्रेजरी बिलको डिस्काउन्ट रेट ३ प्रतिशत भन्दा तल झरेको छ। अन्य क्षेत्रमा लगानी विस्तार हुन नसक्दा बैंक तथा वित्तीय संस्थाहरुले सरकारी ऋणपत्रमै लगानी गर्न खोजिरहेका छन्, जसको परिणाम स्वरूप अल्पकालीन ब्याजदर समेत तल झरेको देखिन्छ।
Kathmandu — With excess liquidity in the banking system, demand for government securities (treasury bills) has surged sharply, pushing discount rates to historic lows. The intense competition among banks has driven the discount rate below 2 percent.
On September 8 (Bhadra 23), the 91-day treasury bill auction recorded a discount rate of just 1.99 percent. Although the government had issued bills worth NPR 8.5 billion, total bids submitted reached NPR 63.6 billion — nearly eight times the issuance amount.
In this context, the Public Debt Management Office is set to renew treasury bills worth NPR 19.49 billion today (Monday, Ashoj 5). Of this, NPR 5 billion will be for the 28-day maturity and NPR 14.49 billion for the 91-day maturity. The auction will be held online between 10 AM and 3 PM on Sunday, while the issuance date is scheduled for Tuesday, Ashoj 7.
Currently, the discount rate on all types of treasury bills has fallen below 3 percent. As investment opportunities in other sectors remain limited, banks and financial institutions are channeling their funds into government securities, which in turn has also driven down short-term interest rates.
