रुकुम पश्चिमका छवटै स्थानीय तहको संयुक्त लगानीमा निर्माण सम्पन्न भएको ३.३ मेगावाट क्षमताको ‘स्यार्पु जलविद्युत् आयोजना’ले परीक्षण उत्पादन थालेको छ। बाँफीकोट गाउँपालिका–३ मा अवस्थित यस आयोजनाबाट उत्पादित बिजुली गत शुक्रबारदेखि राष्ट्रिय प्रसारण प्रणालीमा जोडिएको हो। स्थानीय सरकारहरू आफैं जलविद्युत् उत्पादनमा होमिएको यसलाई एउटा नमुना र सफल अभ्यासका रूपमा हेरिएको छ।
प्रवर्द्धक स्यार्पु पावर कम्पनीका अनुसार, परीक्षणका क्रममा कुनै प्राविधिक समस्या नदेखिएमा आगामी १५ दिनभित्रै आयोजनाबाट व्यावसायिक रूपमा विद्युत् उत्पादन थालिनेछ। रुकुमको स्यार्पुताल हुँदै बग्ने तिल्चाखोलाको पानी उपयोग गरी निर्माण गरिएको यो ‘रन अफ रिभर’ प्रकृतिको आयोजना हो। नेपाल विद्युत् प्राधिकरणसँगको सम्झौताअनुरूप यहाँबाट उत्पादित बिजुली ३३ केभी प्रसारण लाइनमार्फत बाँफीकोट सबस्टेसन हुँदै राष्ट्रिय ग्रिडमा पठाइएको छ।
करिब ६२ करोड रुपैयाँ लागतमा सम्पन्न यस आयोजनाको लगानी मोडल निकै फरक र आकर्षक छ। कम्पनीमा जिल्लाका ६ वटै पालिकाको ५४ प्रतिशत र संघीय अर्थ मन्त्रालयको १ प्रतिशत सेयर स्वामित्व छ। बाँकी ४५ प्रतिशत सेयर भने सर्वसाधारणलगायत अन्य लगानीकर्तालाई निष्कासन गर्ने कम्पनीको तयारी छ। पालिकाहरूकै संस्थागत जमानीमा राष्ट्रिय वाणिज्य बैंकबाट ऋण लिएर यो उत्पादनमूलक परियोजना खडा गरिएको हो।
आयोजनाबाट वार्षिक करिब १ करोड ८१ लाख युनिट बिजुली उत्पादन हुने र यसबाट वार्षिक १० करोड १५ लाख रुपैयाँ आम्दानी हुने प्रक्षेपण गरिएको छ। २०७८ सालबाट प्रक्रिया सुरु भई २०८० मंसिर २५ गते शिलान्यास गरिएको यो आयोजना छोटो समयमै निर्माण सम्पन्न भएको हो। स्थानीय तहलाई आर्थिक रूपमा आत्मनिर्भर र सक्षम बनाउने उद्देश्यले सुरु गरिएको यो परियोजनाले अब व्यावसायिक उत्पादनसँगै नियमित आम्दानीको बाटो खोल्नेछ।
In a landmark model of local-level collaboration, the 3.3-megawatt 'Syarpu Hydropower Project', funded jointly by all six local units of Rukum West, has officially begun test production. The electricity generated from the project, located in Bafikot Rural Municipality-3, was connected to the national transmission grid last Friday.
This venture is being hailed as an exemplary and successful practice of local governments directly investing in hydropower development. According to the promoters, Syarpu Power Company, if no technical glitches arise during the testing phase, commercial electricity production will commence within the next 15 days.
Built at an estimated cost of Rs 620 million, the run-of-river project utilizes water from the Tilcha stream that flows via Syarpu Lake. Following an agreement with the Nepal Electricity Authority (NEA), the generated power is being evacuated to the national grid through a 33 kV transmission line via the Bafikot substation.
The investment model of the project is particularly noteworthy. The six local governments of the district collectively hold a 54 percent stake in the company, while the federal Ministry of Finance owns 1 percent. The company plans to issue the remaining 45 percent of shares to the general public and other investors. The project was financed through a loan from Rastriya Banijya Bank, secured by the institutional guarantees of the local governments.
The Syarpu project is projected to generate approximately 18.17 million units of electricity annually, translating to an estimated yearly income of Rs 101.5 million. Initiated in 2021 (2078 BS) and officially launched with a foundation-laying ceremony in December 2023, the project was completed in a remarkably short timeframe. Driven by the objective of making local governments economically self-reliant, this project will pave the way for a regular stream of income once commercial operations begin.
