काठमाडौं — निर्माणको चरणमा प्रवेश नगरी विद्युत खरिद सम्झौता (पीपीए) गरेर बसेका जलविद्युत आयोजनामाथि सरकारको निगरानी बढिरहेका बेला नेपाल विद्युत् प्राधिकरणले सम्बन्धित प्रवर्द्धक कम्पनीहरूसँग आयोजना प्रगतिको अद्यावधिक विवरण मागेको छ।

प्राधिकरणले सार्वजनिक सूचना जारी गर्दै पीपीए सम्पन्न भइसकेका निर्माणाधीन जलविद्युत तथा सौर्य ऊर्जा आयोजनालाई सात कार्यदिनभित्र प्रगति प्रतिवेदन बुझाउन निर्देशन दिएको हो। निर्धारित अवधिमा विवरण पेश नगरे सम्झौतामा रहेको व्यवस्था अनुसार कारबाही प्रक्रिया अघि बढाइने चेतावनी पनि दिइएको छ।

ऊर्जा क्षेत्रमा लामो समयदेखि पीपीए लिएर पनि आयोजना निर्माण अघि नबढाउने प्रवृत्तिले नयाँ परियोजनाहरूको अवसर प्रभावित भएको भन्दै सरकार कडा बन्न थालेको छ। यही क्रममा ऊर्जा मन्त्रालयको अध्ययन समितिले प्रगति नभएका दर्जनौं आयोजनाको अनुमति खारेज गर्न सिफारिस गरिसकेको छ।

चालु आर्थिक वर्षको बजेटमार्फत पनि पीपीए गरिसकेर निर्माण सुरु नगर्ने आयोजनाको अनुमति रद्द गरिने नीति सार्वजनिक भइसकेको छ। यस्तो अवस्थामा प्राधिकरणले मागेको प्रगति विवरणलाई ऊर्जा क्षेत्रमा आगामी कारबाहीको आधार तयार गर्ने कदमका रूपमा हेरिएको छ।

Kathmandu — The Nepal Electricity Authority (NEA) has asked hydropower and solar power developers with power purchase agreements (PPAs) to submit updated progress reports, as the government moves to tighten oversight of projects that have failed to move into construction despite securing approvals.

In a recent public notice, the NEA directed all developers of PPA-signed projects currently under development to submit their progress reports within seven working days. The authority warned that failure to provide the required information could lead to action under the provisions of the PPA agreement.

The move comes as concerns grow over projects that have secured PPAs but have shown little or no progress, preventing other viable projects from obtaining similar agreements. Policymakers have increasingly argued that inactive projects are creating bottlenecks in Nepal’s hydropower development pipeline.

A high-level committee formed by the Ministry of Energy has already recommended canceling the licenses of several projects with negligible progress. The government’s budget for fiscal year 2026/27 also includes a provision to revoke permits of projects that have signed PPAs but failed to begin construction.

Against this backdrop, the NEA’s decision to collect fresh progress updates is being viewed as a significant step toward identifying stalled projects and enforcing stricter accountability across the energy sector.
