काठमाडौं - नेपाल राष्ट्र बैंकले निर्माण व्यवसायीहरूका लागि विभिन्न नयाँ व्यवस्थाहरू ल्याएको छ। गभर्नर महाप्रसाद अधिकारीले मौद्रिक नीति सार्वजनिक गर्दै निर्माण व्यवसायका लागि केही महत्त्वपूर्ण निर्णयहरू गरेका छन्। यस्ता छन् ६ नयाँ व्यवस्था (क) निर्माण व्यवसायहरूलाई प्रवाह भएको कर्जाको साँवाब्याज तिर्ने अवधि २०८१ मंसिर मसान्तसम्म थप गर्ने। (ख) निर्माण व्यवसायहरूलाई कर्जा सूचनासम्बन्धी अर्को व्यवस्था नभएसम्मको लागि चेक अनादर भएको आधारमा मात्र कालोसूचीमा समावेश नगर्ने। (ग) निर्माण व्यवसायको लागि लिइने बैंकिङ सुविधा तथा कर्जाहरूमध्ये वासलात बाहिरको सुविधा उपयोग गर्दा क्रेडिट रेटिङ्ग गर्नुपर्ने व्यवस्थाको सीमा सम्बन्धमा छुट्टै व्यवस्था गर्ने। (घ) निर्माण व्यवसायीहरूको जमानतहरू दावी भई सृजना भएको कर्जामा आर्थिक वर्ष २०८१/८२ का लागि ऋण सृजना भएको मितिबाट अन्य कर्जा सरह कर्जा वर्गीकरण र कर्जा नोक्सानी व्यवस्था कायम गर्ने। (ङ) जोइन्ट भेन्चर (जेभी) मा संलग्न कुनै पनि जेभी पार्टनर कालोसूचीमा परेको कारण अन्य जेभी पार्टनरको बैंकिङ काम कारवाहीमा असर नपर्ने व्यवस्था मिलाइने। (च) नेपाल सरकारबाट निर्माण कार्यको म्याद नवीकरण भएमा बैंक तथा वित्तीय संस्थाबाट प्रदान भएको जमानत समेत नवीकरण हुनसक्ने व्यवस्था मिलाइने। गभर्नर अधिकारीले यस्ता व्यवस्थाहरूले निर्माण व्यवसायीहरूलाई राहत पुर्‍याउने विश्वास व्यक्त गरे। यस कदमले निर्माण क्षेत्रमा तरलता बढाउने र व्यवसायिक गतिविधिहरूलाई थप सुदृढ गर्ने अपेक्षा गरिएको छ।Kathmandu - Nepal Rastra Bank has introduced several new measures for construction entrepreneurs. (b) Construction businesses will not be blacklisted solely based on bounced checks until further notice regarding credit information. (c) Separate provisions will be made concerning the limit for credit rating when utilizing off-balance sheet facilities among banking facilities and loans taken for construction businesses. (d) For loans created by guarantees claimed from construction entrepreneurs, the same loan classification and loss provision will be maintained as for other loans from the date of loan creation for the fiscal year 2081/82. (e) If any joint venture (JV) partner is blacklisted, it will not affect the banking operations of other JV partners. (f) If the construction project period is renewed by the Government of Nepal, the guarantees provided by banks and financial institutions can also be renewed accordingly. Governor Adhikari expressed confidence that these measures would provide relief to construction entrepreneurs.
