सरकारले विभिन्न सम्झौतित कोषहरूको रकम प्राइभेट इक्विटी फन्ड र भेन्चर क्यापिटलमा लगानी गर्ने व्यवस्था मिलाउने घोषणा गरेको छ। मंगलबार अर्थमन्त्री वर्षमान पुनले संघीय संसदको संयुक्त सदनमा आगामी आर्थिक वर्ष २०८१/८२ को बजेट प्रस्तुत गर्दै उक्त घोषणा गरेका हुन्। अर्थमन्त्री पुनले बैंक तथा वित्तीय संस्थाबाट प्रवाह हुने कर्जालाई नवप्रवर्तनमा प्रवाह गर्न प्रोत्साहन गर्ने नीति पनि लिइने बताएका छन्। यस कदमले नवप्रवर्तन र उद्यमशीलतालाई प्रोत्साहन गर्ने अपेक्षा गरिएको छ। प्राइभेट इक्विटी फन्ड र भेन्चर क्यापिटलमा लगानीले नयाँ व्यवसायहरू र स्टार्टअपहरूलाई वित्तीय सहयोग उपलब्ध गराउनेछ, जसले गर्दा सरकारले सूचना प्रविधि (आईटी) सम्बन्धी कम्पनीलाई निःशुल्क कार्यालय उपलब्ध गराउने घोषणा गरेको छ। अर्थमन्त्री वर्षमान पुनले बजेट प्रस्तुत गर्दै काठमाडौं र बुटवलमा सरकारी भवनलाई सूचना प्रविधि पार्क बनाइने र त्यहाँ आईटी कम्पनीहरूलाई तीन वर्षसम्म निःशुल्क वर्कस्टेसन उपलब्ध गराइने बताएका छन्। बजेटमा ती आईटी पार्कहरूमा आईटी उद्योगका लागि सबै प्रकारका पूर्वाधार उपलब्ध गराइने घोषणा पनि गरिएको छ। साथै, ललितपुरको खुमलटारमा ज्ञान पार्क स्थापना गरिने घोषणा गरिएको छ। अर्थमन्त्री पुनले सरकारी निकायहरूले स्वदेशमा उत्पादित सफ्टवेयरलाई प्राथमिकता दिने घोषणा गरेका छन्। यसका साथै, देशका सबै वडा र सामुदायिक सरकारले चालु आर्थिक वर्ष २०८०/८१ मा १५ खर्ब ३० अर्ब १५ करोड मात्रै बजेट खर्च हुने संशोधित अनुमान गरेको छ। अर्थमन्त्री वर्षमान पुनले मंगलबार संघीय संसदको संयुक्त सदनमा आगामी आर्थिक वर्ष २०८१/८२ को बजेट प्रस्तुत गर्दै चालु वर्षको बजेट खर्चको संशोधित अनुमान सार्वजनिक गरेका हुन्। अर्थमन्त्री पुनका अनुसार, चालु खर्चतर्फ १० खर्ब ६७ अर्ब ४९ करोड, पूँजीगत खर्चतर्फ २ खर्ब १५ अर्ब ३० करोड, र वित्तीय व्यवस्थातर्फ २ खर्ब ४७ अर्ब ५५ करोड खर्च हुने संशोधित अनुमान गरिएको छ। उक्त विनियोजनको स्रोतमा राजस्वबाट १२ खर्ब ५३ अर्ब ५२ करोड, अनुदानबाट ३४ अर्ब ३४ करोड, वाह्य ऋणबाट १ खर्ब ४५ अर्ब ४४ करोड, र आन्तरिक ऋणबाट २ खर्ब ४० अर्ब उठाइने अपेक्षा गरिएको छ। अर्थमन्त्री पुनले प्रस्तुत गरेको बजेटले देशको आर्थिक अवस्था र विकासका आवश्यकताहरूलाई सम्बोधन गर्ने उद्देश्य राखेको छ। आगामी आर्थिक वर्षको बजेटले Treasury bill certificates can be purchased before the maturity date and can be used for statutory liquidity ratio, permanent liquidity facility, and interbank transactions. Individuals can also pledge treasury bill certificates as collateral to obtain loans from banks and financial institutions. All classes of banks, financial institutions, organized entities, and general citizens can participate in the auction of treasury bills. The institution that bids the highest price will be given the first priority, and the treasury bills will be distributed in order up to the called amount.

नेपालमा सञ्चालनमा रहेका ४४ सार्वजनिक संस्थानमध्ये २६ वटा नाफामा रहेको पाइएको छ । अर्थ मन्त्रालयले संसदमा प्रस्तुत गरेको वार्षिक स्थिति समीक्षामा आर्थिक वर्ष २०७९/८० मा २६ संस्थान नाफामा र १५ वटा घाटामा रहेको उल्लेख छ । ३ वटा संस्थानको कारोबार शून्य रहेको छ । सार्वजनिक संस्थानहरूको कुल सञ्चालन आय ६ खर्ब ६१ अर्ब १ करोड रहेको छ । अघिल्लो वर्षको तुलनामा यस वर्ष संस्थानहरूको खुद नाफा वृद्धि भएको छ, जुन ४८ अर्ब ५१ करोड पुगेको छ । यो वृद्धि मुख्य रूपमा नेपाल आयल निगमको उच्च नाफा कारणले भएको हो । अघिल्लो वर्ष ३८ अर्ब १७ करोड घाटामा रहेको नेपाल आयल निगम यस वर्ष ११ अर्ब ७२ करोड नाफामा पुगेको छ । सार्वजनिक संस्थानमा सरकारको कुल लगानी अघिल्लो आवको तुलनामा ८.६२ प्रतिशतले बढेर ६ खर्ब ६१ अर्ब पुगेको छ । संस्थानमा सरकारको ३ खर्ब ७९ अर्ब सेयर लगानी र २ खर्ब ८१ अर्ब ऋण लगानी रहेको छ । सार्वजनिक संस्थानहरूले कुल ३२ हजार १८० जनालाई रोजगारी दिएका छन् भने संचित नाफा ६१ अर्ब १४ करोड पुगेको छ । यसरी सार्वजनिक संस्थानहरूको नाफा वृद्धि हुनुले नेपालको आर्थिक स्थिति सुधारमा मद्दत पुर्याएको छ ।Out of the 44 public enterprises operating in Nepal, 26 have been found to be profitable. According to the annual status review of public enterprises presented by the Ministry of Finance to the parliament, 26 enterprises were profitable in the fiscal year 2079/80, while 15 were in loss. Three enterprises had zero transactions. The total operating income of public enterprises was 661 billion NPR. Compared to the previous fiscal year, the net profit of public enterprises has also increased, reaching 48.51 billion NPR. This significant increase is mainly due to the high profit of Nepal Oil Corporation. The corporation, which had a loss of 38.17 billion NPR in the previous year, achieved a profit of 11.72 billion NPR this year. The government's total investment in public enterprises increased by 8.62% compared to the previous fiscal year, reaching 661 billion NPR. The government's investment includes 379 billion NPR in shares and 281 billion NPR in loans. Public enterprises have provided employment to a total of 32,180 people, and the accumulated profit of these enterprises has reached 61.14 billion NPR. The increase in profit of public enterprises has helped improve Nepal's economic situation.

बैंक तथा वित्तीय संस्थाहरुले प्रवाह गर्ने सेयर धितो कर्जाको ब्याजदर पनि घट्न थालेको छ। विगत लामो समयदेखिको अधिक तरलताका कारण बैंक तथा वित्तीय संस्थाले निक्षेपको ब्याजदर घटाउँदै लगेका छन्। जसका कारण आधार दरमा पनि कमी आउँदा सेयर धितो कर्जाको ब्याजदर पनि क्रमशः तल झर्दै आएको छ। Banks and financial institutions have started to reduce the interest rates on share mortgage loans. काठमाण्डौ महानगरपालिकाले १० महिनामा ३१.७३ प्रतिशत बजेट खर्च गर्यो काठमाण्डौ महानगरपालिकाले चालू आर्थिक वर्ष २०८०/८१ को १० महिनामा ३१.७३ प्रतिशत बजेट खर्च गरेको छ। महानगरले कुल २४ अर्ब ८ करोड ५७ लाख रुपैयाँ बजेट विनियोजन गरेकोमा साउनदेखि वैशाख मसान्तसम्म ७ अर्ब ६४ करोड २८ लाख रुपैयाँ मात्र खर्च गरेको हो। यस अनुसार महानगरसँग अझै १६ अर्ब ४४ करोड २८ लाख रुपैयाँ बजेट मौज्दात छ। सबैभन्दा धेरै ऊर्जा क्षेत्रमा खर्च भएको छ, जहाँ ६१ प्रतिशत भन्दा बढी अर्थात् ३ करोड ६७ लाख रुपैयाँ खर्च भएको छ। वित्तीय सुशासनमा ५९ लाख विनियोजन गरिएकोमा ६१ प्रतिशत भन्दा धेरै अर्थात् ३६ लाख ३० हजार रुपैयाँ खर्च भएको छ। कार्यालय सञ्चालन तथा प्रशासनमा ३ अर्ब ४३ करोड विनियोजन गरिएकोमा ६० प्रतिशत भन्दा बढी अर्थात् २ अर्ब ७ करोड रुपैयाँ खर्च भएको छ। शिक्षा क्षेत्रमा २ अर्ब ७४ करोड विनियोजन गरिएकोमा १ अर्ब ३४ करोड रुपैयाँ खर्च भएको छ भने पर्यटनमा ३३ करोड ५३ लाख विनियोजन गरिएकोमा १६ करोड ७३ लाख रुपैयाँ खर्च भएको छ। स्वास्थ्य क्षेत्रमा भने निकै कम खर्च भएको छ। १ अर्ब १० करोड विनियोजनमा १५ करोड १९ लाख मात्र खर्च भएको छ। कृषिमा साढे दुई प्रतिशत, खानेपानी तथा सरसफाइमा ४० प्रतिशत, युवा तथा खेलकुदमा साढे नौ प्रतिशत, विज्ञान तथा प्रविधिमा ३८ प्रतिशत, पुनर्निर्माणमा २९ प्रतिशत, र वातावरण तथा जलवायु क्षेत्रमा २० प्रतिशत बजेट खर्च भएको छ। जलस्रोत तथा सिँचाइ, भूमि व्यवस्था र श्रम तथा रोजगारी क्षेत्रमा १० महिनासम्ममा एक रुपैयाँ पनि खर्च भएको छैन।Kathmandu Metropolitan City has spent 31.73% of its budget in the first 10 months of the current fiscal year 2080/81. Out of the total allocated budget of NPR 24.0857 billion, the city has spent NPR 7.6428 billion from Shrawan to Baisakh. This leaves NPR 16.4428 billion remaining in the budget. The highest expenditure has been in the energy sector, with over 61% or NPR 367 million of the allocated NPR 596 million being spent. In financial governance, NPR 3.63 million has been spent out of the allocated NPR 5.9 million, which is over 61%. For office operations and administration, NPR 2.07 billion has been spent out of the allocated NPR 3.43 billion, which is over 60%. In the education sector, NPR 1.34 billion out of the allocated NPR 2.74 billion has been spent, and in the tourism sector, NPR 167.3 million out of the allocated NPR 335.3 million has been spent. However, expenditure in the health sector has been significantly low. Only NPR 151.9 million out of the allocated NPR 1.1 billion has been spent. In agriculture, 2.5% of the budget has been spent, in water supply and sanitation, nearly 40%, in youth and sports, 9.5%, in science and technology, 38.5%, in reconstruction, 29.5%, and in environment and climate, 20%. The city has not spent any budget in three sectors: water resources and irrigation, land management, and labor and employment, in the first 10 months.

भ्रमपूर्ण विज्ञापन नगर्न विज्ञापन बोर्डको अपिलAdvertising Board Appeals Against Misleading Advertisements

विज्ञापन बोर्डले पछिल्लो समय सामाजिक सञ्जाललगायत विभिन्न माध्यममा भ्रमपूर्ण विज्ञापनहरू प्रकाशन तथा प्रसारण भइरहेको भन्दै यसो नगर्न अपिल गरेको छ। बोर्डले विभिन्न किसिमका चिया, तेल, स्याम्पो, औषधिलगायत वस्तुले विभिन्न रोग निको पार्ने र जुनसुकै स्वास्थ्य समस्या समाधान गर्ने भन्दै चर्को मूल्यमा बिक्री वितरण गरिने भ्रमपूर्ण विज्ञापन गरिएको पाएको छ। बोर्डका प्रवक्ता निशानराज गौतमले अनुगमनका क्रममा त्यस्ता विज्ञापनहरूमा वस्तु वा सेवा उत्पादन गर्ने व्यक्ति र कम्पनीको नामसमेत उल्लेख नभएको जनाउँदै, यस प्रकारका विज्ञापनका विषयमा बोर्डमा उजुरीसमेत प्राप्त भइरहेको बताए। उनका अनुसार विज्ञापन (नियमन) ऐन, २०७६ को दफा १५ (ख) अनुसार, कुनै पनि श्रव्य, दृश्य तथा श्रव्यदृश्य विज्ञापन सामग्री प्रसारण गर्नुपूर्व परीक्षण गराएर मात्र प्रसारण गर्नुपर्ने व्यवस्था छ। बोर्डले विज्ञापन नियमन गर्ने नियमावली, २०७७ को दफा (५) मा विज्ञापन गर्दा विज्ञापनकर्ताको नाम र ठेगाना स्पष्टरूपमा उल्लेख गर्नुपर्ने व्यवस्था रहेको र ऐनको दफा ९ अनुसार उक्त कानुनी व्यवस्थाविपरीत प्रसारित भएका कुनै पनि विज्ञापन तत्काल रोक्न र अनुमति लिएर मात्र प्रसारण गर्न अनुरोध गरेको छ। प्रवक्ता गौतमले, अनुमतिविना विज्ञापन निरन्तर प्रसारण गरेको पाइएमा कानुनबमोजिम कारबाही प्रक्रिया अघि बढाइने जानकारी दिएका छन्। यसरी विज्ञापन बोर्डले भ्रमपूर्ण विज्ञापन नगर्न अपिल गर्दै, कानुनी व्यवस्थाहरूको पालना गर्न आग्रह गरेको छ। यसले गर्दा उपभोक्ताहरूलाई सही सूचना प्रदान गर्न र विज्ञापन क्षेत्रलाई व्यवस्थित बनाउन मद्दत पुग्ने विश्वास लिइएको छ।The Advertising Board has appealed to the public not to publish or broadcast misleading advertisements, noting an increase in such ads on social media and other platforms. The board has found that various products such as tea, oil, shampoo, and medicines are being advertised with false claims of curing diseases and solving health problems, often sold at high prices. The board's spokesperson, Nishan Raj Gautam, mentioned that during monitoring, it was observed that these advertisements do not include the names of the individuals or companies producing the products or services. He added that complaints regarding such advertisements have been received by the board. According to him, as per Section 15(b) of the Advertising (Regulation) Act, 2019, any audio, visual, or audiovisual advertisement must be reviewed by the board before broadcasting. The board also highlighted that Section 5 of the Advertising Regulation Rules, 2020, stipulates that the advertiser's name and address must be clearly mentioned in the advertisement, and Section 9 of the Act reinforces this requirement. The spokesperson stated that any advertisement broadcasted without following these legal provisions should be stopped immediately and should only be broadcasted after obtaining proper approval. Spokesperson Gautam warned that legal action would be initiated if advertisements are continuously broadcasted without permission. By making this appeal, the Advertising Board aims to ensure that consumers receive accurate information and to bring order to the advertising sector.
