सरकारले आगामी आर्थिक वर्षका लागि झण्डै साढे ५ खर्ब रुपैयाँ बराबरको घाटाको बजेट ल्याएको छ। चालु आर्थिक वर्षको तुलनामा ६.२ प्रतिशतले ठुलो आकारको बजेट ल्याएको सरकारले ५ खर्ब ४७ अर्ब ६७ करोड रुपैयाँको घाटाको बजेट ल्याएको हो। आगामी आर्थिक वर्षका लागि सरकारले कूल १८ खर्ब ६० अर्ब ३१ करोड रुपैयाँ बराबरको बजेट ल्याएको जनाएको छ। विनियोजन बजेटमध्ये चालु खर्चतर्फ ११ खर्ब ४० अर्ब ६६ करोड (६१.३१ प्रतिशत), पुँजिगततर्फ ३ खर्ब ५२ अर्ब (१८.९४ प्रतिशत) र वित्तीय व्यवस्थापनतर्फ ३ खर्ब ६७ अर्ब १८ करोड (१९.७४ प्रतिशत) विनियोजन गरेको छ। तर यता खर्च व्यहोर्ने स्रोतका रूपमा सरकारले आगामी आर्थिक वर्ष राजस्वबाट १२ खर्ब ६० अर्ब ३० करोड रुपैयाँ व्यहोर्ने र वैदेशिक अनुदानबाट ५२ अर्ब ३३ करोड रुपैयाँ व्यवस्था गरिने बताएको छ। यसोगर्दा अपुग हुने ५ खर्ब ४७ अर्ब ६७ करोडमध्ये वैदेशिक ऋणबाट २ खर्ब १७ अर्ब ६७ करोड रुपैयाँ व्यहोर्ने र आन्तरिक ऋणबाट ३ खर्ब ३० अर्ब आन्तरिक ऋण उठाइने सरकारले जनाएको छ। यो बजेटको आकारले आर्थिक वृद्धि र विकासलाई तीव्रता दिने लक्ष्य राखेको छ। चालु खर्चले सरकारी सञ्चालन, तलब, पेन्सन, र सञ्चालन खर्चहरू समेट्नेछ। पुँजिगत खर्चले पूर्वाधार विकास, सडक, पुल, र अन्य महत्वपूर्ण परियोजनाहरूलाई प्राथमिकता दिनेछ। वित्तीय व्यवस्थापनको विनियोजन ऋण सेवा र अन्य वित्तीय दायित्वहरू समेट्नेछ। अर्थमन्त्री पुनले यो बजेटले आर्थिक वृद्धि र वित्तीय स्थिरतालाई सन्तुलनमा राख्ने लक्ष्य राखेको बताए। पूर्वाधार विकास र सार्वजनिक सेवाहरूको लागि बढाइएको विनियोजनले आर्थिक गतिविधिलाई तीव्रता दिने र रोजगारीका अवसरहरू सिर्जना गर्ने अपेक्षा गरिएको छ। बजेटले सार्वजनिक सेवा प्रवाह सुधार गर्न र आर्थिक लाभ सबै क्षेत्रमा पुर्याउन सरकारको प्रतिबद्धतालाई प्रतिबिम्बित गर्दछ। निष्कर्षमा, बजेटले आर्थिक विकासलाई प्रवर्द्धन गर्न महत्वपूर्ण खर्चहरू ल्याएको छ भने वित्तीय चुनौतीहरूको समाधानका लागि रणनीतिक ऋण लिने र राजस्व उत्पन्न गर्ने योजनाहरू समेटेको छ। सरकारको यो दृष्टिकोणले दिगो आर्थिक वृद्धि र वित्तीय चुनौतीहरूको समाधानमा मद्दत गर्नेछ।The government has introduced a budget with a deficit of nearly NPR 547 billion for the upcoming fiscal year. This budget, which is 6.2% larger than the current fiscal year's budget, amounts to a total of NPR 1.86031 trillion. Out of the total budget, NPR 1.14066 trillion (61.31%) is allocated for recurrent expenditure, NPR 352.35 billion (18.94%) for capital expenditure, and NPR 367.18 billion (19.74%) for financial management. However, the government has outlined the sources to cover these expenditures. It plans to generate NPR 1.2603 trillion from revenue and NPR 52.33 billion from foreign grants. Despite these sources, there remains a deficit of NPR 547.67 billion. To address this shortfall, the government plans to borrow NPR 217.67 billion from external sources and NPR 330 billion from internal sources. The recurrent expenditure will cover the ongoing costs of running the government, including salaries, pensions, and operational costs.
