आज साउन १ गतेदेखि नयाँ आर्थिक वर्ष २०८२ / ८३ सुरु भएको छ । उपप्रधानमन्त्री तथा अर्थमन्त्री विष्णु पौडेलले जेठ १५ मा सार्वजनिक गरेको १९ खर्ब ६४ अर्बको बजेट आजैदेखि कार्यान्वयनमा गएको हो । अर्थ मन्त्रालयले बजेट कार्यान्वयन मार्गदर्शन तयार गरी सबै मन्त्रालय, विभाग, निकायलाई सर्कुलर पठाइसकेको छ। बजेट अनुसार चालु खर्चमा ११ खर्ब ८० अर्ब, पुँजीगततर्फ ४ खर्ब ७ अर्ब, र वित्त व्यवस्थापनमा ३ खर्ब ७५ अर्ब २४ करोड विनियोजन गरिएको छ । The new fiscal year 2082/83 has officially commenced from today, i.e., the 1st of Shrawan. The budget of NPR 1.964 trillion, presented by Deputy Prime Minister and Finance Minister Bishnu Poudel on Jestha 15, has come into effect starting today. The Ministry of Finance has already issued implementation guidelines and circulars to all ministries, departments, and government bodies. According to the budget allocation, NPR 1.18 trillion is earmarked for recurrent expenditure, NPR 407 billion for capital expenditure, and NPR 375.24 billion for financial management. The sources of funding for this budget include NPR 1.315 trillion in revenue, NPR 53 billion in foreign grants, NPR 233 billion in foreign loans, and NPR 362 billion in domestic loans.

With a detailed plan in place, efforts are now focused on meeting the current year’s revenue goal and improving capital expenditure execution. Both revenue mobilization and expenditure efficiency require reinforcement to strengthen overall fiscal discipline and ensure effective implementation of development projects.

The company will close its book on July 18 (Shrawan 2) for its 29th Annual General Meeting scheduled on August 8 (Shrawan 23) in Kathmandu. Shareholders recorded by today will be eligible for the proposed 18% bonus shares and 0.9474% cash dividend for tax purposes. The AGM will also decide on issuing 47% right shares, amending the charter, and appointing an auditor.

आर्थिक वर्ष २०८१/८२ को अन्तिम दिन नेप्से परिसूचक ३४.६१ अंकले बढ्दै २७९४.७८ विन्दुमा पुगेर बन्द भयो, जुन करिब साढे ४ महिनाको उच्च विन्दु हो। सेन्सेटिभ, फ्लोट र सेन्सेटिभ फ्लोट इन्डेक्स समेत वृद्धि भए। कारोबार रकम पनि उल्लेखनीय रूपमा बढ्दै १४ अर्ब रुपैयाँ नाघ्यो, जुन फागुन १९ पछि सबैभन्दा धेरै हो। केबिएल डिबेञ्चर २०९० र थ्रिस्टार हाइड्रोपावरको मूल्य १०% ले बढ्यो भने माइ खोला हाइड्रोपावर सबैभन्दा बढी ७.८७% ले घट्यो। बुटवल पावर कम्पनी सबैभन्दा धेरै कारोबार भएको कम्पनी रह्यो। १२ वटा उपसमूहमा वृद्धि देखिँदा व्यापार उपसमूह मात्र घट्यो। On the final trading day of FY 2081/82, NEPSE surged by 34.61 points to close at 2,794.78 — the highest level in around 4.5 months. Sensitive, Float, and Sensitive Float indices also rose. Total turnover crossed NPR 14 billion, marking the highest trading volume since mid-March. KBL Debenture 2090 and Three Star Hydropower gained 10%, while Mai Khola Hydropower dropped by 7.87%. Butwal Power Company recorded the highest turnover of the day.

साउन महिनाका लागि अधिकांश वाणिज्य बैंकहरूले ब्याजदर घटाएका छन्। २० बैंकमध्ये १४ वटाले व्यक्तिगत मुद्दती निक्षेपको ब्याजदर घटाएका छन् भने केहीले संस्थागत निक्षेपको दर पनि घटाएका छन्। ग्लोबल आईएमई, सिद्धार्थ र एनएमबी जस्ता बैंकले दर यथावत राखेका छन् भने हिमालयन बैंक र स्ट्याण्डर्ड चार्टर्डले केही मात्रामा दर बढाएका छन्। अहिले व्यक्तिगत मुद्दती निक्षेपमा पाइने ब्याजदर मुख्यतः ४.२५% देखि ६.२५% सम्म रहेको छ। यो घटावट बैंकिङ क्षेत्रमा तरलता सहज रहेको संकेत हो।Most commercial banks in Nepal have lowered their interest rates on fixed deposits for the month of Shrawan. Out of 20 banks, 14 have cut personal deposit rates, and several have also reduced institutional deposit rates. A few banks, including Global IME, Siddhartha, and NMB, kept rates unchanged, while Himalayan Bank and Standard Chartered slightly increased personal deposit rates. The revised personal deposit rates now mostly range between 4.25% and 6.25%. The overall trend indicates improved liquidity in the banking sector.

Nepal Rastra Bank has released the official open market foreign exchange rates for July 16, 2025 (2081 Ashar 32). According to the latest update, the buying and selling rates for the U.S. Dollar have been fixed at NPR 137.00 and NPR 137.60 respectively. The Euro stands at NPR 159.91 (buying) and NPR 160.61 (selling), while the British Pound Sterling is valued at NPR 184.19 and NPR 185.00. Among all listed currencies, the Kuwaiti Dinar holds the highest exchange value, with a buying rate of NPR 448.40 and selling rate of NPR 450.36.नेपाल राष्ट्र बैंकले मिति २०८१ असार ३२ गतेका लागि विदेशी मुद्राहरूको अद्यावधिक विनिमय दर सार्वजनिक गरेको छ। बैंकले प्रकाशित गरेको दर अनुसार, अमेरिकी डलरको खरिद दर १३७.०० रुपैयाँ र बिक्री दर १३७.६० रुपैयाँ कायम गरिएको छ। युरोपियन युरोको दर क्रमशः १५९.९१ र १६०.६१ रुपैयाँ रहेको छ भने बेलायती पाउण्ड स्टर्लिङको खरिद तथा बिक्री दर १८४.१९ र १८५.०० रुपैयाँ रहेको छ। उच्च मूल्यको कुवेती दिनारको खरिद दर ४४८.४० र बिक्री दर ४५०.३६ रुपैयाँ पुगेको छ, जुन आजका दरहरूमा सबैभन्दा उच्च हो।

Meanwhile, silver dropped by NPR 40 per tola, falling to NPR 2,275 from its record-high rate of NPR 2,315 set on Monday.

बन्दीपुर केबलकार एन्ड टुरिजम लिमिटेडले तनहुँ र गोरखा जिल्लाका आयोजना प्रभावित स्थानीयहरूलाई ५ लाख ६६ हजार कित्ता र वैदेशिक रोजगारीमा रहेका नेपालीहरूलाई ५ लाख २९ हजार ४०० कित्ता आईपीओ श्रावण ६ गतेदेखि निष्कासन गर्दैछ। स्थानीयको लागि आवेदन श्रावण २० गतेसम्म खुला हुनेछ भने वैदेशिक नेपालीका लागि श्रावण ९ गतेसम्म (आवश्यक भएमा भदौ २० सम्म) खुला रहनेछ। कम्पनीले २ अर्ब ८३ करोड रुपैयाँको २०.७०६७% शेयर सर्वसाधारणका लागि निष्कासन गर्नेछ। निष्कासन प्रबन्धक नेपाल एसबीआई मर्चेन्ट बैंकिङ लिमिटेड रहेको छ भने कम्पनीको रेटिङ ‘CARE-NP BB (Is)’ रहेको छ। परियोजना राष्ट्रिय प्राथमिकतामा परेको केबलकार तथा होटल निर्माणमा केन्द्रित छ।Bandipur Cable Car and Tourism Limited is issuing 5,66,000 shares to project-affected locals of Tanahu and Gorkha districts and 5,29,400 shares to Nepali migrant workers abroad from Shrawan 6, 2082. The IPO for locals is open till Shrawan 20 (extendable to Bhadra 4), and for migrants till Shrawan 9 (extendable to Bhadra 20). The company plans to issue 20.7067% of its Rs. 2.83 Arba capital to the public in total. Nepal SBI Merchant is the issue manager, and CARE Ratings has reaffirmed a ‘CARE-NP BB (Is)’ rating. The project includes a national priority cable car and hotel facility in Bandipur.

Today, Ashar 30, is the final day to submit bids. The auction includes 80,222 promoter shares (under lock-in) and 144,506 public shares, out of which 4,049 are also under lock-in. These shares remained unsold after the rights issue allotment on Ashar 12.

विद्युत् प्राधिकरणलाई १० अर्ब आन्तरिक ऋणको अन्तिम स्वीकृतिNEA Gets Final Approval to Raise NPR 10 Billion Internal Loan

ऊर्जा मन्त्रालयले नेपाल विद्युत् प्राधिकरणलाई १० अर्ब रुपैयाँको अल्पकालीन आन्तरिक ऋण उठाउन अन्ततः स्वीकृति दिएको छ। यसअघि नै अर्थ मन्त्रालयले सहमति दिए पनि ऊर्जा मन्त्रालयमा प्रक्रियागत ढिलाइ भएको थियो। अब प्राधिकरणले चालु आर्थिक वर्षभित्रै सरकारी बैंकहरुमार्फत ५ अर्ब उठाउनेछ भने बाँकी ५ अर्ब अर्को वर्षमा निजी बैंकसमेत समावेश गरेर उठाउने योजना छ। यो ऋण प्राधिकरणमा देखिएको नगद अभाव र ११ अर्ब ६१ करोड बराबरको ठेकेदार भुक्तानी गर्नका लागि हो।The Ministry of Energy has approved Nepal Electricity Authority’s (NEA) plan to raise NPR 10 billion in short-term internal loans. Although the Finance Ministry had given consent earlier, procedural delays in the Energy Ministry stalled the process. NEA will now raise NPR 5 billion within the current fiscal year from government-owned banks and the remaining NPR 5 billion in the next year, possibly involving private banks. The loan aims to address liquidity issues and pay pending contractor dues worth NPR 11.61 billion, as highlighted in the recent white paper.

राष्ट्र बैंकले लघुवित्तको लाभांश सीमा पुनरावलोकन गर्ने नेपाल राष्ट्र बैंकले लघुवित्त वित्तीय संस्थाहरूलाई वार्षिक १५ प्रतिशतभन्दा बढी नगद वा बोनस लाभांश वितरण गर्न रोक लगाउने विद्यमान नीतिलाई पुनरावलोकन गर्ने भएको छ। नयाँ गभर्नर डा. विश्वनाथ पौडेलद्वारा प्रस्तुत आर्थिक वर्ष २०८२/८३ को मौद्रिक नीतिमा बुँदा नम्बर १०४ अन्तर्गत यो व्यवस्था उल्लेख गरिएको हो। नीतिमा भनिएको छ, “लघुवित्त वित्तीय संस्थाले हालको व्यवस्थाअनुसार वार्षिक १५ प्रतिशतभन्दा बढी लाभांश (नगद वा बोनस) वितरण गर्ने सम्बन्धी विद्यमान व्यवस्थामा पुनरावलोकन गरिनेछ।” यसको अर्थ, आगामी दिनमा राष्ट्र बैंकले यो सीमा हटाउने वा परिमार्जन गर्ने दिशामा जान सक्ने देखिएको छ।NRB to Review Dividend Cap Policy for Microfinance Institutions Nepal Rastra Bank (NRB) has announced that it will review the existing policy that restricts microfinance institutions from distributing more than 15% annual dividends (cash or bonus). This was declared by NRB Governor Dr. Vishwanath Paudel during the unveiling of the Monetary Policy for the fiscal year 2082/83, his first policy statement since assuming office. According to point number 104 of the new monetary policy, “The current provision allowing microfinance financial institutions to distribute annual dividends (cash or bonus) up to 15% will be reviewed.” This indicates that the central bank may consider raising or adjusting the existing cap instead of scrapping it altogether.
