सामाजिक सुरक्षा कार्यक्रम विस्तारको सरकारी योजना, कानुनी सुधारदेखि डिजिटल सेवा विस्तारसम्मको तयारी सरकारले सामाजिक सुरक्षा कार्यक्रमको दायरा व्यापक बनाउने उद्देश्यसहित बहुआयामिक योजना अघि सारेको छ । अर्थ मन्त्रालयले सार्वजनिक गरेको वित्तीय विकास रणनीतिमार्फत हाल सामाजिक सुरक्षा कार्यक्रममा समेटिन नसकेका विभिन्न क्षेत्रका नागरिकलाई समावेश गर्ने योजना अघि बढाएको हो । रणनीतिअनुसार सरकारी, सार्वजनिक, निजी तथा असङ्गठित क्षेत्रका श्रमिक, स्वरोजगारमा रहेका व्यक्ति र वैदेशिक रोजगारीमा रहेका नागरिकलाई सामाजिक सुरक्षा प्रणालीमा ल्याउने विषयमा विस्तृत अध्ययन गरिनेछ । यसका लागि विद्यमान कोषहरूबाट सञ्चालन भइरहेका कार्यक्रमहरूको पुनरावलोकन गरी एकीकृत सामाजिक सुरक्षा योजना विकास गर्ने कार्यनीति लिइएको छ । हाल सामाजिक सुरक्षा कार्यक्रममा नसमेटिएका नागरिकलाई समेट्न उपयुक्त संरचना निर्माण गर्ने र नयाँ कार्यक्रम सञ्चालन गर्ने सरकारको लक्ष्य छ । यसले औपचारिक रोजगारीबाहिर रहेका श्रमिकलाई पनि सामाजिक सुरक्षाको दायरामा ल्याउने अपेक्षा गरिएको छ ।Government Moves to Expand Social Security Coverage With Legal, Digital, and Investment Reforms The government has unveiled an ambitious plan to significantly expand the scope of Nepal’s social security programs, aiming to bring millions of currently excluded citizens under a formal protection framework. Through its newly released Financial Development Strategy, the Ministry of Finance has outlined a multi-layered reform agenda that ranges from legal restructuring and digital payment expansion to investment diversification and institutional coordination. At the core of the strategy is the government’s recognition that a large segment of Nepal’s workforce—particularly those in the private sector, informal economy, self-employment, and foreign labor markets—remains outside existing social security schemes. The strategy calls for detailed studies to assess how workers and citizens not covered by current funds can be gradually integrated into a unified social protection system.
