चालु आर्थिक वर्ष २०८२/८३ को आठ महिनामा सरकारले ७ खर्ब ५१ अर्ब ८६ करोड रुपैयाँ राजस्व संकलन गरेको छ, जुन सो अवधिका लागि तय गरिएको लक्ष्यको ८२.६० प्रतिशत मात्र हो। वार्षिक लक्ष्य १४ खर्बभन्दा बढी भए पनि फागुनसम्म कुल लक्ष्यको करिब ५० प्रतिशत मात्रै राजस्व उठेको छ। यस अवधिमा कर राजस्व ६ खर्ब ७६ अर्ब र गैरकर राजस्व करिब ७० अर्ब रुपैयाँ संकलन भएको छ। आठ महिनामा सरकारको कुल आम्दानी करिब ७ खर्ब ६५ अर्ब रुपैयाँ हुँदा खर्च ९ खर्ब २६ अर्ब रुपैयाँ पुगेको छ, जसका कारण बजेट घाटा २ खर्ब ७९ अर्ब रुपैयाँ पुगेको छ। यता पुँजीगत खर्च भने निकै न्यून रहँदै वार्षिक लक्ष्यको करिब १९ प्रतिशत मात्रै खर्च भएको छ।The government collected Rs 751.86 billion in revenue during the first eight months of the fiscal year 2025/26, achieving only 82.60 percent of the target set for the period. Despite an annual target of over Rs 1.4 trillion, only about 50 percent has been achieved by Falgun. During this period, tax revenue reached Rs 676 billion and non-tax revenue around Rs 70 billion. While total income stood at about Rs 765 billion, government expenditure reached Rs 926 billion, resulting in a budget deficit of Rs 279 billion. Meanwhile, capital expenditure remains very low at only about 19 percent of the annual target.

काठमाडौं – चालु आर्थिक वर्ष २०८२/८३ का आठ महिनामा सरकारले बजेटको आधाभन्दा कम खर्च गरेको छ। फागुनसम्म ९ खर्ब २६ अर्ब मात्र खर्च भएको छ, जसमा चालु खर्च ५४ प्रतिशत भए पनि पुँजीगत खर्च १९ प्रतिशतमात्र सीमित रह्यो। राजस्व संकलनमा सुधार आए पनि आठ महिनामा ७ खर्ब ४७ अर्ब मात्र संकलन भएको छ। बजेट घाटा १ खर्ब ६१ अर्ब नाघेको छ। कमजोर पुँजीगत खर्चले सडक, पुल, अस्पताल र विद्यालय निर्माणजस्ता दीर्घकालीन परियोजनामा ढिलाइ गराएको छ। सरकारले दोस्रो अर्धवार्षिकमा खर्च तीव्र हुने आशा गरेको छ। Kathmandu – In the first eight months of fiscal year 2082/83, the government spent less than half of its allocated budget. Revenue collection showed some improvement, reaching NPR 747 billion in eight months, but the budget deficit exceeded NPR 161 billion. Slow capital spending has delayed long-term projects such as roads, bridges, hospitals, and schools. The government hopes spending will accelerate in the second half of the fiscal year.

चैतमा वाणिज्य बैंकहरूको औसत ब्याजदर घट्योCommercial Banks’ Average Interest Rate Declines in Chaitra

वाणिज्य बैंकहरूले चैत २०८२ का लागि नयाँ ब्याजदर सार्वजनिक गरेका छन्। फागुन महिनामा ४.५६ प्रतिशत रहेको व्यक्तिगत मुद्दति निक्षेपको अधिकतम औसत ब्याजदर चैतमा घटेर ४.४९ प्रतिशतमा पुगेको छ, जुन ०.०७ प्रतिशत बिन्दुले कमी हो। २० वाणिज्य बैंकमध्ये ६ बैंकले ब्याजदर घटाएका छन् भने १४ बैंकले अघिल्लो महिनाकै दरलाई निरन्तरता दिएका छन्। सबैभन्दा बढी ब्याजदर घटाउने बैंक नेपाल बैंक रहेको छ।Commercial banks in Nepal have published new interest rates for Chaitra 2082. काठमाडौं । आर्थिक गतिविधिमा आएको सुस्तताका कारण बैंक तथा वित्तीय संस्थामा गैर–बैंकिङ सम्पत्ति (एनबीए) तथा कर्जा अपलेखन बढ्दै गएको छ। नेपाल राष्ट्र बैंकका अनुसार चालु आर्थिक वर्ष २०८२/८३ को माघ मसान्तसम्म बैंक तथा वित्तीय संस्थाको कुल गैर–बैंकिङ सम्पत्ति ५१ अर्ब २० करोड रुपैयाँ पुगेको छ, जुन चालु आवको सात महिनामा करिब ६५ करोडले बढेको हो। यसै अवधिमा कर्जा अपलेखन पनि बढेर कुल ९ अर्ब ८६ करोड रुपैयाँ पुगेको छ। अर्थतन्त्र सुस्त हुँदा ऋणीहरूले कर्जा तिर्न नसक्ने अवस्था बढेपछि बैंकहरूले धितो सकार गर्ने तथा कर्जा अपलेखन गर्ने प्रक्रिया तीव्र बनाएका छन्। गैर–बैंकिङ सम्पत्ति बढ्दा बैंकहरूको नाफा र लाभांशमा समेत प्रभाव पर्ने देखिएको छ। समस्या समाधानका लागि सरकारले सम्पत्ति व्यवस्थापन कम्पनी (एसेट म्यानेजमेन्ट कम्पनी) स्थापना गर्ने तयारी अघि बढाएको छ।Kathmandu – Non-banking assets (NBA) and loan write-offs in Nepal’s banks and financial institutions have been increasing due to the slowdown in economic activities. According to Nepal Rastra Bank, the total non-banking assets of banks and financial institutions reached NPR 51.20 billion by mid-February of the current fiscal year. During the first seven months of the fiscal year, these assets increased by around NPR 650 million, while total loan write-offs rose to NPR 9.86 billion. The slowdown in the economy has reduced borrowers’ repayment capacity, forcing banks to acquire collateral and write off more bad loans. Rising non-banking assets may also affect banks’ profitability and shareholder dividends. To address the issue, the government is preparing to establish an Asset Management Company (AMC) to help manage non-performing loans and distressed assets.

काठमाडौं । चालु आर्थिक वर्ष २०८२/८३ को पहिलो सात महिनामा नेपाल राष्ट्र बैंकले मौद्रिक व्यवस्थापनका उपकरणमार्फत ठूलो परिमाणमा तरलता प्रशोचन गरेको छ। राष्ट्र बैंकका अनुसार समीक्षा अवधिमा कुल ३१५ खर्ब ८६ अर्ब ८५ करोड रुपैयाँ बराबरको खुद तरलता बैंकिङ प्रणालीबाट प्रशोचन गरिएको हो, जुन अघिल्लो वर्षको सोही अवधिको तुलनामा उल्लेख्य रूपमा बढी हो। यस अवधिमा विदेशी विनिमय बजारबाट ३ अर्ब ९६ करोड अमेरिकी डलर खरिद गरी ५ खर्ब ६४ अर्ब रुपैयाँभन्दा बढी तरलता प्रवाह गरिएको छ भने अन्तरबैंक कारोबारमा भने गिरावट देखिएको छ। राष्ट्र बैंकका तथ्याङ्कअनुसार बैंक तथा वित्तीय संस्थाबीच भएको अन्तरबैंक कारोबार अघिल्लो वर्षको तुलनामा घटेको छ। Kathmandu – Nepal Rastra Bank (NRB) has absorbed a large amount of liquidity from the banking system during the first seven months of the current fiscal year 2025/26 (FY 2082/83). However, this liquidity has not been converted into credit expansion.

The project, named 'Nepal Clean Air and Prosperity Project', focuses on reducing harmful emissions from industrial and commercial boilers and furnaces. The initiative will target areas with high air pollution risk, including Kathmandu Valley, Terai, and hilly regions. This project will help reduce the economic burden of air pollution, which costs over 6% of Nepal's GDP. Additionally, it will provide concessional loans and technical support to industries, reducing operational costs and improving competitiveness. The project is part of a regional air quality management program for the Indo-Gangetic Plains and Himalayan foothills.

The auction will be held through an online bidding system (OBSS) until 3:00 PM on the same day. The interest rate will be determined through the bidding process, and the payment will be made on March 25, 2026. Investors can bid for amounts ranging from NPR 10 million to NPR 50 million. The collected deposits can be used as collateral in other banks and financial institutions. Only approved banks and financial institutions are eligible to participate. The bids will be prioritized based on the lowest interest rate, and the remaining funds will be allocated on a pro-rata basis. The auction results will be processed by deducting the amounts from the respective accounts and depositing them into a separate account. Participants with insufficient funds at the time of issuance will be blacklisted. The deposit amounts cannot be considered as cash reserve requirements (CRR) but will be counted for SLR and liquidity ratio calculations.

सरकारले ५ वर्ष अवधिको विकास ऋणपत्र २०८७ मार्फत ६ अर्ब रुपैयाँ आन्तरिक ऋण उठाउने भएको छ। सार्वजनिक ऋण व्यवस्थापन कार्यालयका अनुसार ऋणपत्रको बोलकबोल फागुन २६ गते हुनेछ भने निष्कासन फागुन २७ गते गरिनेछ। बैंक तथा वित्तीय संस्था, बीमा कम्पनी, संगठित संस्था तथा नेपाली नागरिकले बोलकबोलमा सहभागी हुन सक्नेछन्। ऋणपत्रको ब्याजदर बोलकबोल प्रक्रियाबाट निर्धारण गरिनेछ र यसलाई धितो राखेर कर्जा लिन पनि सकिने व्यवस्था गरिएको छ।The Government of Nepal plans to raise NPR 6 billion in domestic debt through a five-year Development Bond 2087. The company had opened the IPO issue on Falgun 17, 2082, offering shares at a par value of Rs. 100 per unit. The company has issued 18,42,600 units of ordinary shares to the general public under this offering. Shikhar Power Development Limited has a total issued capital of Rs. 98 crore, out of which 32.65 percent (32,00,000 shares) is planned to be distributed to the public. From the total public allocation, 9,80,000 shares (10 percent of issued capital) worth Rs. 9.80 crore have been reserved for project-affected locals and transmission line–affected residents of Baglung District based on the Environmental Impact Assessment (EIA) report. चालु आर्थिक वर्ष २०८२/८३ को माघ मसान्तसम्म सरकारले २ खर्ब ५५ अर्ब ४८ करोड रुपैयाँ सार्वजनिक ऋण प्राप्त गरेको छ, जुन वार्षिक लक्ष्यको ४२.८९ प्रतिशत हो। सार्वजनिक ऋण व्यवस्थापन कार्यालयका अनुसार कुल सार्वजनिक ऋण दायित्व बढेर २८ खर्ब ५८ अर्ब ९७ करोड रुपैयाँ पुगेको छ, जुन GDP को ४६.८१ प्रतिशत बराबर हो। कुल ऋणमध्ये वैदेशिक ऋण ५२.८१ प्रतिशत र आन्तरिक ऋण ४७.१९ प्रतिशत रहेको छ। यस अवधिसम्म सरकारले ऋण सेवा खर्चतर्फ २ खर्ब ३ अर्ब ६५ करोड रुपैयाँ भुक्तानी गरेको छ, जुन वार्षिक विनियोजनको ४९.५५ प्रतिशत हो।By mid-Magh of fiscal year 2025/26, the Government of Nepal has mobilized public loans worth Rs 255.48 billion, achieving 42.89 percent of its annual target. Total public debt has increased to Rs 2.858 trillion, equivalent to 46.81 percent of GDP. External debt accounts for 52.81 percent of the total, while domestic debt stands at 47.19 percent. The government has also paid Rs 203.65 billion in debt servicing expenses, representing 49.55 percent of the allocated annual budget.

काठमाडौं । आगामी आर्थिक वर्ष २०८३/८४ को बजेट निर्माणका लागि अर्थमन्त्री रामेश्वर खनालले राजस्व परामर्श समिति गठन गरेका छन्। अर्थ मन्त्रालयका राजस्व सचिवको संयोजकत्वमा गठन गरिएको समितिमा सरकारी निकाय, प्राज्ञिक क्षेत्र तथा निजी क्षेत्रका प्रतिनिधिहरू समावेश छन्। समितिले आयकर, भ्याट, अन्तःशुल्क, डिजिटल सेवा कर तथा ई–कमर्स करलगायत कर प्रणाली सुधार, राजस्व प्रशासन सुदृढीकरण, भन्सार दर पुनरावलोकन र राजस्व चुहावट नियन्त्रणका विषयमा सुझाव दिनेछ। विभिन्न आर्थिक क्षेत्रका समस्या अध्ययन गर्न नौ उप–समिति गठन गरिएको छ, जसले निर्धारित समयभित्र प्रतिवेदन पेश गर्नेछन्।Kathmandu: Finance Minister Rameshwar Khanal has formed a Revenue Advisory Committee to assist in preparing the budget for the fiscal year 2083/84.
